This is where the money lenders came into the picture. Excessive spending on agriculture because of low water table, bad soil and low MSP added to the woes. The mounting debts have taken their toll in farm suicides.

But the Commission for Agricultural Costs and Prices (CACP) has cautioned that such moves create distortions in the market and affect the “balance of crops”. Let us agree, that the sparring over the terms of reference of the Fif - teenth Finance Commission (with southern states worried about the al - location if new population figures are taken into account), the controversies around the Goods and Services Tax (GST) regime (with states unhappy with the Centre for failing to meet its commitments on compensation payments): and now Punjab’s decision to bring its own leg - islative framework on the farm bills all point to a new trend.
