The City of Atlantis is partnering with The Salvation Army through their Angel Tree Program to provide Christmas gifts for families who won’t be able to provide gifts for their children.

The Salvation Army Angel Tree is a needs-based program serving the neediest local families with small children during the Christmas season. The need is tremendous this year!

The Angel Tree is in the Council Chambers lobby at City Hall and is open 7 days a week. You may also call or drop off a contribution and we will do the Angel shopping for you. For more information, please visit our website, Facebook page, or call City Hall at 561-965-1744.

Safety Tip: Holiday Safety: The police department wants to remind everyone that this is the season for crimes of opportunity, such as purse snatching, strong arm robberies, and car burglaries. Citizens need to exercise extra care when shopping and carrying packages to parked cars:

1. do not shop alone and avoid shopping at night 2. avoid carrying large sums of money, use credit/debit cards to shop 3. when approaching or leaving your vehicle be aware of your surround- ings and observant of others in your immediate vicinity 4. lock your vehicle when you park it and if you must shop at night, park in a well-lighted area 5. be prepared to enter your vehicle without having to rummage for your car keys 6. ask mall or store security for an escort if there is any suspicious activi- ty near your vehicle 7. do not ever leave valuables in plain sight in unoccupied vehicles 8. when traveling always keep your doors locked

RESIDENT DECALS The decals and their distribution will be a little different from now on. They are the city logo, without numbers. They will be availa- ble at the Police Department and City Hall starting on January 4th. You will need to provide ONLY proof of residency (i.e. driv- er’s license, utility bill); vehicle registrations are no longer re- quired.

Atlantis Literary Society The Atlantis Literary Society will be meeting on December 16, 2020 at 9:30am at Lost City Golf Club. We will meet outside on the back patio, outside of the main dining room. We will be discussing Little Fires Everywhere by Celeste Ng. An individual continental breakfast will be available. Cost is $10 per person. A few concerns have been brought to our attention from residents of the community as follows; Flags: Information reference display of flags. The Courts have interpreted that the flags are not a campaign flag/sign. While they promote the Trump or Biden brand they were not approved or funded by the campaigns. The flags are manufac- tured and marketed as a commercial item by vendors for profit. Vendors that are not affiliated with campaigns sell materials both supporting and disparaging the candidates. Presently, the City allows the appropriate display of flags supporting branches of military service, college and professional athletic teams, holidays, etc. The Trump or Biden flags or garden flags are no different than those flags. If a person wanted to put up a Garden yard flag that says, “I love my German Shepherd”, “I love my Garden”, or “Proud American lives here,” is allowed according to City of Atlantis Code with a maximum of three flags per property. If a citizen wants to support the member of the opposing parties, they can do so in a similar manner with such a yard flag and/or house flag if the flag is not sponsored by or endorsed by the political party. City of Atlantis Code which refers to Signs and Advertising can be accessed through the City of Atlantis Website, Chapter 11.6-10 subsection (4) specific to Flags. Storm panels should be removed, taken down, or stored as the last storm event was early November. The City council has revised the Code for Storm panels as of July 15th, 2020. Under no circumstances shall wood or metal panels be installed or shutters be closed unless a tropical storm or hurricane "warning" or "watch" declaration which includes the City of Atlantis has been issued by the State of Florida, Palm Beach County, or the National Weather Service, in which case the said panels are allowed but must be removed within two weeks after the storm system has completely passed the City and the declaration has been lifted. For those that go North for the summer months areas of your residence must remain open. A local representative should be designated to care for your residence in case of a pending storm. Screening of Garbage containers, Recycle Bins, and Mechanical Devices, (Backflow preventers, wells, pumps, tanks, HVAC unit, Transformers, generators, utility cabinets, add electrical cabinets,) must be screened from an improved public right-of-way. If the containers, recycle bins, or mechanical equipment are visible from an abutting property with- out an intervening buffer, fence, or wall, then screening material shall be provided between the structures or abutting properties. The preferred screening method is by vegetative plantings which at maturity will cover the existing mechani- cal device. Any materials used other than vegetative planting, (i.e. vinyl panels or fencing, wood fencing, concrete walls, etc.) will require approval by the Architectural Review Committee. As it relates to Garbage, Bulk Trash, Vegetative Waste and Recyclables we request the following; In all residential zoning districts, garbage and recycling containers shall be placed in an area screened from public view for backyard pickup purposes and no containers shall be placed curbside in the driveway or swale area. All containers shall be removed from the collection site to a location that is not visible from any public place within the same day of collection by the city. Vegetative waste no earlier than 12:00 noon and bulk trash no earlier than 5:00 p.m. must be placed for collection on Sunday prior to the scheduled Monday pickup. (Code revised 2019) Hedges in the residential section as defined by City Code may not exceed eight feet in height in residential zoning district R1-A, ten feet in height in residential zoning district R1-AA, and twelve feet in height in residential zoning district R1- AAA. Hedges as defined in this chapter shall have no codified maximum height in commercial zoning districts; however, maximum height shall be limited by architectural review committee approval.

For the residents who are returning, I would like to make you aware that since April 2019 City Council has undertaken a review of the City Codes with revision of some in scheduled workshops. Next are Strategic Planning Meetings for determining the direc- tion of the City in the immediate future. This will affect all citizens of Atlantis. Please try to attend either in person or online if possible to learn about the possible changes that are being made and share your thoughts. The changes could impact many.

28 years of fun and tradition! Holiday on Wheels Golf Cart Parade Monday, December 7, 2020 IT’S HAPPENING! There’s no dinner gathering this year, but nothing can stop the parade. There are no rules for decorating your cart—do as much or as little as you want. Prizes are awarded for best overall, most festive, most creative, most unusual best use of lighting, and this year, THE MOST 2020 AWARD. But you don’t have to decorate your cart at all to be in the parade—just join in! We do suggest headlights for safety. 6:00 Gathering of the decorated carts in the Atlantis Country Club parking lot. 7:00 Parade begins at the Atlantis Country Club (see page 10 for route). 8:30 Parade ends at the Atlantis Municipal Complex. And in the spirit of the season, toys will be collected during the parade.

The Salvation Army Angel Tree is here! We’re looking for angels to empty our Angel Tree. located in the Council Chambers lobby. Please use the sign-up sheet to help track the angels. If you’re not comfortable visiting the stores, you can donate via check or credit card and City staff will do the shopping. So many more families are in need this year, and our residents have already shown they are equal to the challenge. The deadline to deliver toys to City Hall is December 9th.

NOTICE OF MUNICIPAL ELECTION Notice is hereby given that the City of Atlantis, Florida, will hold its Municipal Election on Tuesday, March 9, 2021, between the hours of 7:00 a.m. and 7:00 p.m. for the purpose of electing three coun- cilmembers, each for a term of (2) years. There will be one councilmember elected representing Group 2, and one councilmember elected representing Group 4. Candidates must be a qualified elector of the City of Atlantis. The first day of qualifying begins January 4, 2021 at 12:00 p.m., and the final day for qualifying is Jan- uary 12, 2021 by 12:00 p.m. Candidates must file in person with the City Clerk at City Hall, 260 Or- ange Tree Drive, Atlantis, Florida, Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m. until said date and time. Each candidate shall be voted upon by the electorate at large. Registered voters in Precinct 3082 are qualified to vote in this election. To qualify as a registered voter for this Municipal Election, you must register with the Palm Beach County Supervisor of Elections by February 9, 2021. In the event of a tie vote between candidates receiving the highest number of votes cast for any office, a Run-Off Election shall be held on Tuesday, March 23, 2021.
