Speakers and Moderators 6th EIOPA Annual Conference Tuesday, 18 October 2016 Frankfurt am Main Gabriel Bernardino Gabriel Bernardino is Chairman of the European Insurance and Occupational Pensions Authority (EIOPA). He is responsible for the strategic direction of EIOPA and represents the Authority at the Council of the European Union, the European Commission and the European Parliament. Mr. Bernardino prepares the work of EIOPA's Board of Supervisors and also chairs the meetings of the Board of Supervisors and the Management Board. Mr. Bernardino is the first Chairperson of EIOPA. He was elected by the Board of Supervisors of EIOPA on 10 January, 2011. His nomination followed a pre-selection of the European Commission and was confirmed by the European Parliament after a public hearing held on 1 February, 2011. Mr. Bernardino assumed his responsibilities on 1 March, 2011. Prior to his current role, Mr. Bernardino was the Director General of the Directorate for Development and Institutional Relations at the Instituto de Seguros de Portugal (ISP). He has served in several positions of increasing responsibility since he joined the ISP in 1989 and represented EIOPA's preceding organisation, CEIOPS, as Chairman between October 2009 and December 2010. Melinda Crane Dr. Melinda Crane has given speeches and moderated events and discussions for a wide range of international organizations and firms. She is a frequent guest and commentator on German television and radio and regularly analyzes US policy for the news broadcaster n-tv. An experienced TV anchor, she is chief political correspondent at DW TV and also hosts the DW talk show “Quadriga”. -

Annex A City of Angels Camp A.1 Introduction This Annex details the hazard mitigation planning elements specific to the City of Angels Camp, a participating jurisdiction to the Calaveras County Local Hazard Mitigation Plan (LHMP). This annex is not intended to be a standalone document, but appends to and supplements the information contained in the base plan document. As such, all sections of the base plan, including the planning process and other procedural requirements apply to and were met by the City. This annex provides additional information specific to the City of Angels Camp, with a focus on providing additional details on the risk assessment and mitigation strategy for this community. A.2 Planning Process As described above, the City of Angels Camp followed the planning process detailed in Section 3.0 of the base plan. In addition to providing representation on the Calaveras County Hazard Mitigation Planning Committee (HMPC), the City formulated their own internal planning team to support the broader planning process requirements. LHMP planning participants included staff from the following City departments: Steve Flaigg – Building Inspector Colleen Haerr – City Engineer David Myers – City Engineer David Hanham – Planning Director Nathan Pry, Deputy Chief/Fire Marshall Todd Fordahl – Angels Camp Police Department The City of Angels is a small city and so while only two of the City employees were able to attend the second planning committee meeting, much of the coordination was accomplished by emails, phone calls, and in-house discussions. The in-house discussion meetings were held by two or three people at any one time and all of the participants had a chance to review the material and provide data and input to the City of Angel’s Camp Annex. -

Chapter 2 HISTORY OF MANDATORY MINIMUM PENALTIES AND STATUTORY RELIEF MECHANISMS A. INTRODUCTION This chapter provides a detailed historical account of the development and evolution of federal mandatory minimum penalties. It then describes the development of the two statutory mechanisms for obtaining relief from mandatory minimum penalties. B. MANDATORY MINIMUM PENALTIES IN THE EARLY REPUBLIC Congress has used mandatory minimum penalties since it enacted the first federal penal laws in the late 18th century. Mandatory minimum penalties have always been prescribed for a core set of serious offenses, such as murder and treason, and also have been enacted to address immediate problems and exigencies. The Constitution authorizes Congress to establish criminal offenses and to set the punishments for those offenses,17 but there were no federal crimes when the First Congress convened in New York in March 1789.18 Congress created the first comprehensive series of federal offenses with the passage of the 1790 Crimes Act, which specified 23 federal crimes.19 Seven of the offenses in the 1790 Crimes Act carried a mandatory death penalty: treason, murder, three offenses relating to piracy, forgery of a public security of the United States, and the rescue of a person convicted of a capital crime.20 One of the piracy offenses specified four different forms of criminal conduct, arguably increasing to 10 the number of offenses carrying a mandatory minimum penalty.21 Treason, 17 See U.S. Const. art.
