The majority of humanitarian assistance both in Syria and worldwide is provided as in-kind aid. However, over the past decade a transi- tion has occurred and cash-based approaches, including both conditional and unconditional cash-transfers and voucher programs, are becoming increasingly common. The cash-based response within Syria to date is small when compared to in-kind assistance and geographic coverage has been somewhat limited . In light of the significant challenges to providing assistance in Syria, there is a need to shift the program- ming focus towards sourcing assistance from within Syria rather than importing in-kind assistance; inter- ventions to support job creation, rehabilitation of industry and local markets; and empowering beneficiaries by responding to their feedback on which type of assistance is preferred .

Government and pro- Government forces continue to attack civilian objects including hospitals, schools and water stations. A Syrian Air Force attack on a complex of schools in Haas (Idlib), amounting to war crimes, is a painful reminder that instead of serving as sanctuaries for children, schools are ruthlessly bombed and children’s lives senselessly robbed from them. Government and pro-Government forces continue to use prohibited weapons including cluster munitions, incendiary weapons and weaponised chlorine canisters on civilian- inhabited areas, further illustrating their complete disregard for civilian life and international law. The terrorist group Jabhat Fatah al-Sham persists in carrying out summary executions including of women, and recruiting children in Idlib governorate. Coordinated attacks undertaken by the terrorist group alongside armed groups launched by indirect artillery fire resulted in dozens of civilian casualties, including many children. Life under the so-called Islamic State of Iraq and the Levant (ISIL) rule continues to be marked by executions and severe corporal punishments of civilians accused of violating the group’s ideology, and the destruction of cultural heritage sites including the Tetrapylon in Palmyra (Homs).

Early that year, local rebel groups had achieved notable success in pushing ISIS out of much of western Syria – including Idlib governorate, Aleppo city, and northern and western rural areas of Aleppo governorate – after local resentment towards ISIS’s actions – such as kidnappings, torture and the targeting of activists and opposition leaders – had built up over the preceding months. • This paper examines events in Atarib city in the period before, during and after its local community and armed groups came together in early 2014 to resist an attempt by ISIS to seize full control of the city. As elsewhere, ISIS had previously intensified efforts to impose its authority over the city through coercion and intimidation.
