It is recommended that planning permission is granted subject to conditions and a S106 legal agreement to tie the profits from the sale of the proposed dwellings to the renovation of Buckshaw Hall. SITE DESCRIPTION 2. The application site is located within the original curtilage of Buckshaw Hall, a Grade II* listed manor house. The land surrounding the building and the application site has been developed into Buckshaw Village. The site is surrounded by dwellings with those associated with Buckshaw Village located to the north, east and south and Buckshaw Hall itself located to the west, along with a converted barn. Site access is gained from Knight Avenue to the east. Planning permission and listed building consent were granted initially in 2003 to make the building weatherproof and then in 2006 for the conversion of the barn within the grounds of Buckshaw Hall for ancillary accommodation and changes to Buckshaw Hall itself so it can be brought back into use as a dwelling. DESCRIPTION OF PROPOSED DEVELOPMENT 3. Buckshaw Hall itself is believed to date in part, from as early as the mid-1600’s with extensive renovation in the late 19th Century. -

Heron perched in a tree next to Buckshaw Pond www.avpc.org.uk Issue 44 Spring 2021 Council Chair’s Report At our Parish Council Meeting on 7 May 2021, annual appointments took place for Council positions, including membership of various Committees and Working Groups and the election of Chair and Vice Chair of the Parish Council. Laura Lennox had been Chair of the Parish Council for more years than anyone remembers and had been a focal point of contact for the village residents throughout her tenure. In addition Laura has held the positions of Chorley Borough Councillor, and Governor at Buckshaw Primary School and held many other Committee positions serving the Astley Village community. No doubt influenced by Covid over the past year and more, Laura decided that it was time to retire from the Parish Council, along with her husband Chris Lennox, also a Parish Councillor for many years. Both Laura and Chris have lived in the village for almost 40 years, they will both be greatly missed for their experience and hard work and for their combined energy and drive on the Parish Council; we wish them a very long and happy retirement. During the early part of this year we co-opted Council Keith Ashton, resident of Long Croft Meadow, onto the Parish Council and more recently, Matt Lynch of Buckshaw Hall Close, returned to the Parish Council after a three year absence. We welcome both of them as their experience will be a great asset to us all. Chorley Local Plan 2012 -2026 Statement of Consultation Regulation 22 (1) (c) report December 2012 1. Introduction 1.1 This document has been prepared to meet the requirements of Regulation 22 (1) (c) of The Town and Country Planning (Local Planning) (England) Regulations 2012. The document has been submitted alongside the publication edition Chorley Local Plan 2012-2026 (previously referred to as the Site Allocations and Development Management Policies Development Plan Document). It sets out the consultation which has been undertaken during the preparation of the Chorley Local Plan and in order to meet the requirements it sets out the following information; • Who was consulted. • How they were consulted. • A summary of the main issues raised in response to consultation. • How representations made have been taken into account in the Publication Local Plan. 1.2 This statement was first made available in September 2012 alongside the Publication Local Plan. Following the Publication stage, it has been updated to set out how the Council consulted at the Publication stage and how many representations were received in relations to the Publication Local Plan with a summary of these representations. Copies of all representations received in relation to the Publication consultation, and all other submission documents, have been submitted to the Secretary of State for independent Examination. 1.3 The Chorley Local Plan 2012-2026 has been prepared in accordance with the Council’s Adopted Statement of Community Involvement (SCI). The SCI sets out how Chorley Council consults with stakeholders and the community. The Chorley Council SCI was adopted in July 2006. CENTRAL LANCASHIRE STRATEGIC HOUSING LAND AVAILABILITY ASSESSMENT September 2010 Although not published until later the main work on the Central Lancashire SHLAA was carried out prior to the revocation of the North West Regional Spatial Strategy (RSS) and therefore refers to RSS policies and housing targets. The Central Lancashire authorities are currently in the process of proposing local housing targets. This led to fears that January might bring a repeat of the freezing conditions of December. This was not to be as milder weather arrived mid-month, with temperatures climbing into double figures with a maximum of 11°C on the 15th. However, as the weather turned fine, the temperatures fell and sharp frosts returned with -5°C on the 20th, and apart from a wet day on the 25th, dry, fine weather persisted to the end of the month 4ith frosts of -4°C on 28th and 29th. -

High pressure then took over for a few days with fine, dry days and frosty nights with lows of -2º and highs of 4ºC. The weather turned unsettled again from 17th to 26th with a thoroughly wet day on the 20th and a maximum temperature of 10ºC on the 25th. High pressure the reasserted itself with dry, cold days and frosty nights and lows of -2ºC. Our first evening talk of the year was given by Mark Champion about his work in converting Wigan Flashes into a Bittern friendly nature reserve.
