Ukraine's Regional Policy Ukraine’s Regional Policy: Setting Socio-Humanitarian Priorities of Development Ukrainian Center for Independent Political Research Kyiv, 2006 The book presents the first analysis of key issues, directions of development and objectives of Ukraine’s socio-humanitarian policy. The authors studied budget funding of current public and regional socio-humanitarian programs and identified their priorities. The publication highlights some problems of Ukrainian regional policy in the humanitarian area. Specifically, the authors analyzed fundamental values and preferences of the population of different Ukrainian regions and outlined mechanisms for overcoming of existing inter-regional stereotypes. The book covers issues of protection of minority rights, fulfillment of Ukraine’s international obligations, major challenges of implementation of principles of transparency in the context of regional policy development and cooperation of the government with civil society institutions. Background Documents and Information…………………………………………………….…259 The Canadian Radio-television and Telecommunications Commission (CRTC)……………….283 Introduction In the process of implementing public regional policy, ways and methods for solving social and humanitarian problems have not been addressed for long, which, however, could have facilitated formation of national cohesion and unity in Ukraine. As a matter of fact, setting key directions and priorities of regional policy, the government addressed issues of socio-economic development, especially that of the depressed regions. On May 25, 2001, the President of Ukraine signed the decree that approved the Concept of the Public Regional Policy. The document dealt mostly with economic problems of further regional development. The Concept declared major goals of public regional policy as follows, “To create conditions for dynamic and balanced social and economic development of Ukraine and its regions; enhance living standards of the population; ensure compliance with the established public social guarantees for citizens irrespective of place of their residence; accelerate market transformation processes on the basis of increasing efficiency of regions’ potential, enhancing effectiveness of administrative decisions, improving work of governmental agencies and local self-government bodies.” In order to attain these goals, it is necessary “to make an in-depth analysis and appraisal of internal natural, economic, scientific and labor potentials of every region, to work out comprehensive legal, organizational, economic and other mechanisms for their effective use; carry out structural economic reforms in the regions on an innovation basis; gradually reduce territorial differences in economic development of Ukraine and its regions; strengthen economic integration of the regions taking into consideration advantages of territorial division and labor cooperation of as one of the basic economic factors enhancing competitiveness of the state in the international markets.” In their actions on formulation and implementation of public regional policy, the Ukrainian government very often disregarded the whole number of urgent problems determining the need to carry out an effective and consistent regional policy, which would foster not only decentralization of power, economic reforms, development of the regions and local self-government but also promote formation of a political Ukrainian nation through a shared national identity, maintenance and development of language and cultural diversity of national minorities and territorial communities. Actually, a system approach to public regional policy as a mechanism ensuring unity and cohesion was absent in Ukraine. At present, socio-cultural problems of public regional policy are getting very acute. Experience of the 2004 political crisis demonstrated the dire need for development of a public regional policy as a package of coordinated strategic actions of the government. Local political elites used to speculate on the issue of the so-called “regional separatism”. These politicians instigate inter-ethnic hostilities and in some way spread derogatory information against others based on race, ethnicity or religious beliefs thereby artificially provoking inter-regional confrontation. Today, both Ukrainian political elites and representatives of the so-called “third force” exploit the old historical myths and stereotypes. It is not only historical realities but also the absence of a consistent and strategic public regional policy based on the shared ideas and values that give grounds for political speculations and impede formation of a political Ukrainian nation consolidated by the shared citizenship. Given its absence, tension in inter-regional relations would only heighten. Recent events actualized the problem of the absence of social values shared in the eastern and western Ukrainian regions. This is especially true for interpretation and understanding of Ukraine’s history and culture and development of a common vision of the future. First and foremost, polarization of the Ukrainian society is observed in approaches to Euro-Atlantic integration and cooperation with the CIS states. It is time to comprehend the necessity to elaborate a system approach, which would help to strengthen national unity and form a political and multi-ethnic Ukrainian nation pursuant to the Constitution of Ukraine. Now, Ukrainian authorities understand these challenges. The matter in question is not only economic elements of a regional policy but also identification of humanitarian and cultural directions and priorities in the government activities, which would contribute to national consolidation, eliminate stereotypes existing in relations between the East and West, promote and strengthen stability in the society. The Long-Term Development Strategy of Ukraine and GOV Priorities for 2006-2007 emphasizes national unity. This determines the need to take appropriate measures to reduce political and cultural polarization

In May 1991, Croatian President Franjo Tudjman paid an official visit to Ukraine where then parliamentary speaker Leonid Kravchuk expressed sympathy with Croatia's desire for independence. Tudjman pointed out how Ukraine's seat at the United Nations had given it a head start in obtaining international recognition of its independent status. On 12 December 1991, twelve days after the Ukrainian referendum on independence, Kyiv became one of the first states to diplomatically recognise Croatia and Slovenia; and further, it announced its readiness to open embassies in both countries.1 Ukraine was the first member of the U.N. to recognise Croatia; the second and third countries, Slovenia and Lithuania, were not members of the U.N. when they recognised Croatia. Ukraine's motives were quite clear early on vis-a-vis Yugoslavia. First, it wanted to reaffirm its independent status as a new international state. Secondly, Kyiv desired to distance itself from Russian sympathy with Serbia and Yugoslavia2 in order to show the outside world—particularly at that stage, the sceptical West—that Ukraine and Russia were indeed different peoples and nations.3 Fourthly, Ukraine desired to show the outside world that it was a respectable and co-operative member of the international community. Finally, a majority of the Ukrainian leadership sympathised with the Croats and Slovenes in their drive to independence, comparing it to Ukraine's quest to divorce itself from Russia.

His contender may feel inclined to challenge the legitimacy of the vote, an effort in all probability doomed to failure. In the coming months Yanukovych is expected to oust Tymoshenko as Prime Minister and form a favouring government. With 48.95% of the popular vote, Yanukovych outdid rival Tymoshenko who scored slightly fewer votes, closing at 45.47%. The total of 4.4% of the ballots were cast against the two main contenders, thus giving the winner less than 50% of the votes. The insignificant difference in the number of ballots cast for each of the candidates may push Tymoshenko to seek an appeal requesting the courts to nullify the election result. In her election night address she failed to acknowledge Yanukovych’s victory. Even before the ballot her campaign team warned of Yanukovych’s fraudulent plans and advertised irregularities in the elections statute. What may underlie the potential attempt to undermine the election result will not be the desire for the ballot to be run again (a scenario having little chances of success in light of positive appraisal of the vote by monitoring teams) but rather the hope to persuade Yanukovych and his Party of Regions to seek compromise with the PM currently in office.

On the one hand, the threat of violence makes women more vulnerable towards the socio-economic situation. For example, women are the majority among internally displaced persons (IDPs) from Eastern Ukraine re- sponsible for children, the elderly, and disabled relatives.1 On the other hand, during these turbulent events Ukrainian women managed to challenge traditional gender roles (as caregivers and victims of conflict) and reclaimed visibility, recognition, and respect as revolutionaries and volunteers. One of the most well-known examples is 21-year-old volunteer Olesya Zhukovska, who, after being struck by in her neck by a metal bullet on Maidan, tweeted: “I am dying.” Olesya survived and became known in Ukraine and abroad because of her dangerous situation. On November 21, 2014, in his speech commemorating the first anniversary of the Euromaidan protests, President Petro Poroshenko thanked not only the men, but also the women who died during the protests, as well as both male and female volun- teers for their role in the events.

    Ukraine MINIMAL ADVANCEMENT – EFFORTS MADE BUT CONTINUED LAW THAT DELAYED ADVANCEMENT In 2015, Ukraine made a minimal advancement in efforts to eliminate the worst forms of child labor. Despite new initiatives to address child labor, Ukraine is receiving this assessment because it continued to implement a law that delayed advancement in eliminating the worst forms of child labor. Ukraine enacted legislation in 2014 that required the State Labor Service to request approval from the Cabinet of Ministers before conducting any inspection not related to a criminal investigation. This bureaucratic restriction effectively imposed a moratorium on inspections during the reporting period. Otherwise, the Government made efforts by providing training to a significant number of law enforcement personnel on the application of laws against child trafficking, adopting a new State Program for Countering Human Trafficking, and developing a comprehensive curriculum on human trafficking prevention for use in schools. Children in Ukraine are engaged in child labor, including in street work and in the worst forms of child labor, including in pornography. The legal framework lacks prohibitions on possessing child pornography or benefitting from its proceeds, and the age of consent for sexual relationships is not clearly defined, which puts children at risk of prosecution in cases of commercial sexual exploitation. In addition, national policies related to child labor lack sufficient funding for effective implementation. Ukraine’s armed conflict with Russian-backed separatists in the east of the country continued, which may have impacted the Government’s ability to address the worst forms of child labor. I.     Introduction: Mapping the Ukrainian Poetry of New York In the midst of ever-increasing quantity, anthologies enable individual voices to be heard above the collective noise. —Czeslaw Milosz1 In the very city of New York literally every day poets read their work in dozens of different places: at museums, churches, universities, various institutions, libraries, theatres, galleries, cafes and private places. […] Every place that has a roof is a place for poetry. —Bohdan Boychuk2 This poetry is no hymn to the homeland; rather the gaze of the allegorist, as it falls on the city, is the gaze of alienated man. It is the gaze of the flaneur, whose way of life still conceals behind a mitigating nimbus the coming desolation of the big-city dweller. —Walter Benjamin3 The Encounter Legend has it that on a mid-fall day in 1966, while on an official trip to New York City as part of the Soviet-Ukrainian delegation to the annual convention of the United Nations, Ivan Drach—then a thirty-year-old aspiring poet and screenwriter—managed to escape the KGB personnel tailing the poet and headed into a district of the city totally unknown to him. After wandering around this strange neighborhood, the poet stopped before a cafeteria, entered it, and spotted a bearded, bespectacled man sitting in the corner as if waiting for someone. Drach approached him; the two men shook hands. The bearded man, believed to be the American poet Allen Ginsberg, lived nearby in an area known as the East Village. The Ukrainian poet did not know conversational English well, and Ginsberg did not know any Ukrainian.
