Kamarck Failure should not be an option in the presidency, but for too long it has been the norm. From the botched attempt to rescue the U.S. diplomats held hostage by Iran in 1980 under President Jimmy Carter and the missed intelligence on Al Qaeda before 9-11 under George W. Bush to, most recently, the computer meltdown that marked the arrival of health care reform under Barack Obama, the American presidency has been a profile in failure. In Why Presidents Fail and How They Can Succeed Again, Elaine Kamarck surveys these and other recent presidential failures to understand why Americans have lost faith in their leaders—and how they can get it back. Kamarck argues that presidents today spend too much time talking and not enough time governing, and that they have allowed themselves to become more and more distant from the federal bureaucracy that is supposed to implement policy. After decades of “imperial” and “rhetorical” presidencies, we are in need of a “managerial” president. This White House insider and former Harvard academic explains the difficulties of governing in our modern political landscape, and offers examples and recommendations of how our next president can not only recreate faith in leadership but also run a competent, successful administration. Elaine C. Kamarck is a senior fellow in the Governance Studies program at Brookings and the founding director of the Center for Effective Public Management. Sparrow Whatever happened to community and problem-oriented policing? How the current crisis in policing can be traced to failures of reform. The police shooting of an unarmed young black man in the St. Louis suburb of Ferguson, Missouri, in August 2014 sparked riots and the beginning of a national conversation on race and policing. Much of the ensuing discussion has focused on the persistence of racial disparities and the extraordinarily high rate at which American police kill civilians (an average of roughly three per day). Malcolm Sparrow, who teaches at Harvard’s Kennedy School and is a former British police detective, argues that other factors in the development of police theory and practice over the last twenty-five years have also played a major role in contributing to these tragedies and to a great many other cases involving excessive police force and community alienation. Sparrow shows how the core ideas of community and problem-solving policing have failed to thrive. In many police departments these foundational ideas have been reduced to mere rhetoric. The crisis eventually de-escalated when Pakistan gave back the captured Indian pilot as a goodwill gesture. But the relationship between the two countries remains tense. Often analysts tend to describe the ISI (Pakistan secret service) as the main supporter of Islamist militancy in South Asia against India. Indeed, ISI-LeT (“Lashkar-e-Taiba”), ISI- HuM (“Harakat-ul-Mujahideen”) and ISI-IM (“Indian Mujahideen”) links were exposed in past attacks. The ambiguous role that Great Powers play regarding Islamist militancy in South Asia will be underlined in this study. Since 2014 and the coalition drawdown in Afghanistan, the Pakistan-China-Russia triangle plays a key role in fuelling or ignoring the Islamist militancy growing threat for the stability of the region. Both Russia and China see inaction regarding this threat as a way to further their national interest in the region. This is an important issue as the region is already plagued by Islamist militancy, from the FATA to Kashmir and Afghanistan where the war between the Ghani regime and the Taliban is a stalemate.

Similarly, on November 26, 2012, the Chairman of the Parliamentary Committee on Defense and Security of Kyrgyzstan, Tokon Mamytov, warned that “there might be danger of an incursion from Afghanistan into Kyrgyzstan in 2013 or 2014” (Kyrtag.kg, November 26, 2012). Abdikazymov and Mamytov’s statements reflect concerns in Central Asia about “foreign fighters” currently in Afghanistan returning to their home countries after the planned US and NATO withdrawal from Afghanistan in 2013. The last time a world power withdrew from Afghanistan—the Soviet Union in 1988—many foreign fighters from Southeast Asia returned to their home countries and used the financial and logistical networks and skills acquired in the war-torn country to form terrorist groups, such as Kumpulan Mujahidin in Malaysia, Jemaah Islamiyah in Indonesia and Abu Sayyaf in the Philippines. The question now is whether the several thousand Central Asians in Afghanistan present a “real threat” to their home countries, as Abdikazymov suggests, or whether the threat is only perceived.

    CERS Working Paper 2015 Neo-Nazism and Racist Violence in Russia Harriet Neely Introduction: Within the Russian Federation there is a distressing trend of racist and xenophobic attitudes. When these attitudes rest in the minds of extremist individuals such as neo- Nazis and skinheads the result can be the manifestation of racial violence towards targeted individuals. It is this violent and extremist behaviour carried out by neo-Nazis and skinheads that will be the main focus of this essay. The Russian Federation materialised as a sovereign state after the collapse of the Soviet Union in 1991. Russia has a unique history of excluding individuals from its society as demonstrated when leaders of the Soviet Union forcibly removed people they deemed as enemies such as the Chechens, Balkars and Kurds on the grounds of their ethnic or national origin (Amnesty International, 2003). In Russia today ethnic minorities are still subjected to unequal rights and face unfair racial violence. The United Nations Special Rappourteur, on his visit to Russia, reported on the alarming nature of racially motivated crimes and attacks by neo-Nazi groups and others. The violence demonstrated by these groups portrays a shift in ideology from the Soviet Union’s ‘friendship amongst people’, which suppressed racism and xenophobia to the new nationalist ideology of the Russian Federation. The economic and social crisis experienced by Russia gave way to the appearance of ultranationalist groups such as the neo-Nazis who use physical violence against those they consider their enemies (United Nations, 2006) as a result it is this behaviour and the motivation behind it that will be considered further.

    Jamestown Foundation's Jacob Zenn on Boko Haram DAN BYMAN: Hello. I'm Dan Byman, the lead faculty member for this class. In the discussion boards, a number of you indicated a strong interest in Africa, and in learning more about Boko Haram, in particular. This is a group that is not well-known by many in the United States, and we're thrilled that today we have Jacob Zenn, who is an expert on common violent extremism in Nigeria, and an expert on Boko Haram, here to join us. Among his many accomplishments, I will note that Jacob is an alum of Georgetown University. So, Jacob, let's begin. Where did Boko Haram come from? JACOB ZENN: Well, most people would trace the start of Boko Haram to 2002. But I really think it emerges out of the Saudi Arabia-Iranian split. And I know that's taking it far from Nigeria, but essentially after the Iranian revolution in 1979, many Nigerians were influenced by what happened in Iran. At that time, Saudi Arabia, to offset Iranian influence in Nigeria, began supporting Salafists institutions in Nigeria, which successfully offset the influence of Iran. Among those Salafist institutions, various sects began to emerge that deviated from even what we would call traditional or mainstream Salafism. And one of those groups is what became Boko Haram in 2002. And really from 2002 to 2009, Boko Haram was engaged in Dawa, or preaching, encouraging its followers to abandon Western education, Western civilization, English language. And this was rejected actually, by most organizations, and it came to a point where this Boko Haram group cannot exist any further in Nigeria without confronting the state.
