The magnificent city of Lincoln is embedded within our beautiful landscape and is surrounded by a network of picturesque towns and villages: these places, along with the social and economic opportunities in the area, make Central Lincolnshire a fantastic place to live, work and visit. But there is so much potential to make Central Lincolnshire an even better place. An even better place to live, with quality homes people can afford, easier access to shops, services and facilities, and new thriving communities, which are welcoming and safe. An even better place to work, where new facilities and infrastructure mean that businesses choose to expand or relocate here, bringing jobs and stimulating investment. An even better place to visit, a place where people choose to come to enjoy our nature, our history, our shops, our eateries and attractions, while at the same time significantly contributing to our rural and urban economies. A new Local Plan for Central Lincolnshire can do this. This is the adopted Local Plan for Central Lincolnshire. It was prepared with the benefit of your very helpful comments we received at various draft stages. Inside this adopted Local Plan are policies for the growth and regeneration of Central Lincolnshire over the next 20 years and beyond, including sites allocated for development and other areas designated for protection. The policies within the Local Plan will make sure that our settlements grow in the right way, ensure we have homes and employment where we need them, and ensure our new communities are sustainable, accessible and inclusive. -

Executive Summary North Lincolnshire Council Contaminated Land Inspection Strategy Executive Summary Under Part IIA of the Environmental Protection Act 1990, North Lincolnshire Council is required to inspect its area for the purpose of identifying contaminated land. As the first stage in this process, the Council is required to submit a Strategy for inspection to the Department of the Environment, Transport and Regions, setting out a rational, ordered and efficient approach to the inspection. North Lincolnshire Council’s primary aim in addressing issues relating to land contamination is stated as follows: “To identify potentially contaminated land in North Lincolnshire, using a clear, robust methodology that will focus resources on inspecting those areas of North Lincolnshire where the most serious risks are likely to be found”. A five-year inspection programme, beginning in July 2001 following publication of the Strategy, will be undertaken. The area will be divided into parishes, and prioritised initially based on population size. Further prioritisation will be based on other sensitive receptors (controlled waters, protected ecosystems etc.) within the parishes. Within the general Strategy for inspection, priority will be given to Council-owned land and land identified for development in the Council’s Local Plan. Once the area has been inspected and potentially contaminated land identified a final exercise will be undertaken to establish priorities for remediation. There is a potential for areas of land to be identified that will require urgent remedial action, and these will be addressed as they arise. North Lincolnshire Council is the primary regulator for Part IIA and contaminated land. However there will be a need for consultation with other organisations, particularly the Environment Agency. -

The site lies on the eastern edge of the city's historic core within a transitional area between smaller scale retail properties and larger scale industrial buildings dating to the Victorian period. To the north of the application site lies the River Witham which connects to the River Trent via the Fossdyke canal at Torksey and to the sea at Boston. -

Making the Case for Sustainable Transport – Project Potential
Making the case for Sustainable Transport – Project Potential The Structural Investment Fund (SIF) Strategy for Greater Lincolnshire identifies the barriers to growth identified by having poor transport infrastructure within the area. These limitations in our network result in the poor commuter accessibility, limitations for growth in the visitor economy, need to reduce carbon emissions and deliver wider social and economic benefits for the community. It is a priority to encourage and facilitate the use sustainable travel options. This will include:- Unlocking access to development sites improving congestion and unlocking existing bottlenecks improving availability of information; simplifying ticketing; making connections between different steps in the journey, making different modes of transport, easier; and providing better interchange facilities. The benefits of achieving this will be felt in many different areas: protecting the environment – by increasing use of sustainable transport, we can help cut carbon emissions and improve air quality, making a significant contribution to meeting our demanding carbon reduction targets; boosting economic growth – by improving connectivity and interchange and cutting congestion, we can help to link our businesses and markets. Fast and reliable journeys support business; supporting society – by providing a well-connected and accessible transport system that is safe and secure, we can help improve public health and the quality of life; and delivering a good deal for the traveller – by integrating the door-to-door journey as a whole, we can help make travel more reliable and affordable. In developing the SIF we have engaged with a wide range of stakeholders and have identified emerging schemes that have the potential to come forward for support from European Funds.
