This provides an opportunity to revisit the issue of First Nations’ standard of living and quality of life. Some First Nations made rapid progress from 2001 to 2016, as measured by the CWB. Others lost ground, in some cases substantial ground. This report will examine both groups in a search for factors associated with First Nations’ progress and regress. The good news for First Nations reserve communities is that their average CWB increased steadily over the 35 years from 1981 to 2016. Less good is the news that the gap between First Nations and other Canadian communities, after seeming to narrow a little in the 1990s, widened again and was almost as great in 2016 (19.1 points) as it was in 1981 (19.5 points). CWB scores are used in this paper to construct a new variable called Community Well-Being Change, 2001–2016, abbreviated as CWB-C. -

Wataynikaneyap Power
Issue 1, November 2019 Wataynikaneyap Power The Environmental Assessment (EA) approvals for Phase 1 and Phase 2 of the Wataynikaneyap Power Project were received in Summer 2019. Since this time, the Project has been following-up with additional technical studies and submitting environmental permits to the appropriate authorities for approval. Most of these permits, including those from the Department of Fisheries and Oceans (DFO), the Ministry of Natural Resources and Forestry (MNRF) and the Ministry of the Environment, Conservation and Parks (MECP) are in place. The Environmental Team is actively working with identified Aboriginal communities and stakeholders to address Conditions of Approvals (CoA) for these authorizations. A summary of Project activities will be provided to identified Aboriginal communities and government agencies 15-days in advance of any proposed work. This overview will be updated and available on the project website every three months throughout the course of the Project construction. The update will include an outline of Project construction activities that are planned to occur during the following three months, including a list of potential environmental features, considerations and permit applications expected to be submitted. Wataynikaneyap PM and Opiikapawiin Services LP (OSLP) are working together with Aboriginal Communities and qualified contractors to complete several environmental monitoring programs as outlined in the EA. Along with Contractor’s compliance monitoring activities, Wataynikaneyap Power will also conduct audits of Project activities to ensure ongoing compliance with EA and engagement commitments and various other requirements. Results of monitoring activities will be made available through an Annual Compliance Report (ACR) posted to the Wataynikaneyap Environmental Webpage. -

The Tale of Shoal Lake 40
The Tale of Shoal Lake 40 Shoal Lake 40 An Ojibway reserve located approximately a two hour drive from Winnipeg and Kenora, situated on the Western shore and peninsula of Shoal Lake, located on the Ontario-Manitoba border. Moved to a Peninsula, the Peninsula Was then Cut Off In 1919 a portion of Shoal Lake, including a burial ground, was annexed (which means taken) by the city of Winnipeg and the Shoal Lake 40 residents were relocated to the peninsula. An aqueduct was dug to provide Winnipeg with water, cutting off the Peninsula and rendering Shoal Lake 40 inaccessible. A dam was built to ensure that the city’s water remained pristine, while simultaneously leaving contaminated water on the reserve’s side. The reserve is located between Shoal Lake 39, which has access to clean water, and the reservoir of clean water for the City of Winnipeg, this has been a source of grievance and caused a general feeling of being forgotten. States of emergency have been declared in the past due to a high youth suicide rate. Residents have been left to cope with the situation as best they can. Water Advisory for Over Two Decades The Shoal Lake 40 First Nation’s approximately 285 residents have been living under a water advisory for over two decades. Finding solutions to the non-potable water that feeds the reserve is compounded by issues of access, and by the fact that the community is divided by the provincial boundary between Ontario and Manitoba. Shoal Lake 40 does not even have a water treatment facility. -

BOX 1720 Grand Council Treaty #3 Kenora, Ontario P9N 3X7 Ph: (807) 788-1406 Office of the Ogichidaa Fax: (807) 548-4776 MEDIA RELEASE September 21, 2020 Ogichidaa Francis Kavanaugh congratulates Wabaseemoong Independent Nations on Relationship Agreement with Federal Government Ogichidaa Francis Kavanaugh and Grand Council Treaty #3 would like to congratulate Chief Waylon Scott and the council of Wabaseemoong Independent Nations (WIN) on the newly signed Relationship Agreement: Comprehensive Response to Mercury and Human Health in Wabaseemoong Independent Nations with the Federal Government. The Relationship Agreement lays forward a plan to address the comprehensive health needs of members of Wabaseemoong Independent Nations that continue to suffer the effects of mercury poisoning in the Wabigoon and English river systems. “I am very happy to see this positive step forward for Wabaseemoong Independent Nations,” said Ogichidaa Francis Kavanaugh, “I know that a lot of effort has been put into this process by Chief Waylon Scott and his council. I am certain that this move will bring positive results to the people of Wabaseemoong and we at Grand Council Treaty #3 will at all times be ready to support Wabaseemoong in its efforts to improve the health outcomes of its people.” A major component of this Relationship Agreement will see the construction of a Mercury Wellness Centre to be built in Wabaseemoong to service those that suffer from the effects of mercury poisoning. Concurrently Wabaseemoong is conducting a Community Health Assessment that is expected to be completed in 2022. This project will identify the health needs of community members that will be the focus of the programs and services provided by the Mercury Wellness Centre. -
