This provides an opportunity to revisit the issue of First Nations’ standard of living and quality of life. Some First Nations made rapid progress from 2001 to 2016, as measured by the CWB. Others lost ground, in some cases substantial ground. This report will examine both groups in a search for factors associated with First Nations’ progress and regress. The good news for First Nations reserve communities is that their average CWB increased steadily over the 35 years from 1981 to 2016. Less good is the news that the gap between First Nations and other Canadian communities, after seeming to narrow a little in the 1990s, widened again and was almost as great in 2016 (19.1 points) as it was in 1981 (19.5 points). CWB scores are used in this paper to construct a new variable called Community Well-Being Change, 2001–2016, abbreviated as CWB-C. -

Highlights: We are initiating our coverage on KWG Resources with a $0.20 target price and Speculative BUY rating. KWG is an exploration company with interests in the highly-prospective Black Horse and Big Daddy chromite deposits in the McFaulds Lake area of the Ring of Fire ("ROF") district in northwestern Ontario. More importantly, KWG recently secured control of two provisional U.S. patent applications and underlying intellectual property for the production of chromium- iron alloys directly from chromite ores and concentrates (“the Chromium IP”), which we believe represents a potential breakthrough technology that could be the key to unlocking the ROF. The Chromium IP process uses natural gas as its energy source which compares favourably to existing ferrochrome technology that is more energy-intensive as it uses electricity as its energy source and operates at higher temperatures. We believe that KWG’s most important initiative should be advancing the commercialization of this new Chromium IP process. We believe that KWG should bring in an existing ferrochrome or integrated steel producer with a strong balance sheet as a strategic partner to more quickly advance the commercialization process. Secondly, the Company needs to rationalize its option to acquire an 80% interest in the Black Horse chromite deposit into a clear path to owning 100% in order to negotiate with potential strategic partners. -

For information only. ORIGIN The Province of Ontario, Ministry of Health and Long-Term Care, transferred responsibility for land ambulance delivery to upper-tier municipalities (UTMs) (and service boards where no upper-tier exists), effective January 1, 2001. The District of Muskoka (District) contracted the delivery of ambulance services through a Request for Proposal process in 1999 and again in 2008. The District’s current contract with Medavie EMS Ontario is scheduled to expire December 31, 2015. BACKGROUND The Emergency Health Services Branch (EHSB) of the Ministry of Health and Long-Term Care oversees air and land ambulance services in Ontario, as well as, ambulance communication centres that are responsible for dispatching those services. EHSB manages and regulates land ambulance services provided by upper-tier municipalities and District Social Services Administration Boards by establishing standards for the management, operation and use of ambulance services and ensuring compliance to those standards. The Ambulance Act, R.S.O. 1990, c. A.19, as amended by the Services Improvement Act, 1997, sets out the legislative framework for the funding and delivery of land ambulance services under Municipal jurisdiction. The District provides 24 hours per day, 7 days per week land ambulance service delivery throughout Muskoka and neighbouring communities when requested. The District and its contractor are collectively responsible for: Administration and records management; Page 1 Recruitment, hiring, training and review of staff performance; Scheduling work rosters; Productivity and quality regulations assurance; Liaison with related agencies and levels of government; Fleet and facilities maintenance; Budget preparation; and Policy and procedure development and implementation.
