Original Language: Italian Contents: English Translation The Amintore Fanfani Diaries 22 October Tonight at 20:45 [US Ambassador Frederick Reinhardt] delivers me a letter in which [US President] Kennedy announces that he must act with an embargo of strategic weapons against Cuba because he is threatened by missile bases. And he sends me two of the four parts of the speech which he will deliver at midnight [Rome time; 7 pm Washington time]. I reply to the ambassador wondering whether they may be falling into a trap which will have possible repercussions in Berlin and elsewhere. Nonetheless, caught by surprise, I decide to reply formally tomorrow. I immediately called [President of the Republic Antonio] Segni in Sassari and [Foreign Minister Attilio] Piccioni in Brussels recommending prudence and peace for tomorrow’s EEC [European Economic Community] meeting. -

PRELIMINARY NOTES ON THE ITALLVN CANADL\N PRESS: 1950-1990 The Radical Press From the end of the Second World War to the 1980s, eleven Italian Canadian radical periodicals were published: seven left-wing and four right- wing, all but one in Toronto.' The left-wing publications were: II lavoratore (the Worker), La parola (the Word), La carota (the Carrot), Forze nuove (New Forces), Avanti! Canada (Forward! Canada), Lotta unitaria (United Struggle), and Nuovo mondo (New World). The right-wing newspapers were: Rivolta ideale (Ideal Revolt), Tradizione (Tradition), // faro (the Lighthouse or Beacon), and Occidente (the West or Western civilization). Reading these newspapers today, one gets the impression that they were written in a remote era. The socio-political reality that generated these publications has been radically altered on both sides of the ocean. As a con- sequence of the recent disintegration of the communist system, which ended over seventy years of East/West confrontational tension, in Italy the party system to which these newspapers refer no longer exists. Parties bear- ing new names and advancing new policies have replaced the older ones, marking what is now considered the passage from the first to the second Republic- As a result, the articles on, or about, Italian politics published ^ I would like to thank several people who helped in different ways with this paper. Israel's Response to Terrorism
Effective solidarity among states has become a prerequisite for ultimately succeeding in the war of the West against jihadist terrorism. A cohesive military strategy is needed for the West, the Arab states that are threatened, and Israel. It stands to reason that, just as all three face similar threats, the JERUSALEM models developed in Israel for dealing with terror merit attention in Europe and beyond. BERLIN Amb. 62 ALBERTO VANNUCCI THE “CLEAN HANDS” (MANI PULITE) INQUIRY ON CORRUPTION AND ITS EFFECTS ON THE ITALIAN POLITICAL SYSTEM THE “CLEAN HANDS” (MANI PULITE) INQUIRY ON CORRUPTION AND ITS EFFECTS ON THE ITALIAN POLITICAL SYSTEM Alberto Vannucci Dipartimento di Scienze Politiche, Università di Pisa [email protected] Abstract: The article offers a survey of the main effects of judicial inquiry on corruption in Italy (the “mani pulite” inquiry) and scandals on the political and party system. Some data on the evolution and achievements of the inquiry mani pulite are briefly offered, then focusing on the political consequences of the scandal in terms of delegitimization and consequent crisis of leading political figures, parties, and the political system as a whole. There is then a brief focus on the “lesson” of mani pulite – what did not work in political, institutional and societal mechanisms that should have provided a shelter against systemic corruption. Finally, the main long-term drawbacks of the judicial inquiry are analysed, e.g. the political career of the media tycoon Berlusconi, who was himself prosecuted for corruption crimes, with a dramatic increase of the institutional conflict between the political and the judicial power. Resumo: O presente artigo apresenta um levantamento dos principais efeitos do inquérito judicial sobre a corrupção na Itália (especificamente a “Operação Mãos Limpas”) e os escândalos no sistema político e partidário do país. Alguns dados sobre a evolução e os alcances da Operação Mãos Limpas são brevemente expostos. Foca-se a atenção nas consequências políticas de tal escândalo em termos da deslegitimação e a consequente crise de liderança das figuras políticas, dos partidos e do sistema político como um todo. -

The Italian decision of joining the EMS: Exchange rate commitment as a political argument in favour of institutional reforms* Anna Solé University Pompeu Fabra May, 7th, 2018 Abstract: During the negotiations about the European Monetary System (EMS), the Italian government consistently held the position that Italy was not going to join a “re-edited Snake”. However, when it became clear that the EMS would work under the hegemony of the German mark, just as the previous system did, the Italian government surprisingly changed position and decided to adhere to the new monetary arrangement, although this decision imposed unpopular reforms and threatened with provoking a government crisis. The debate on the convenience for Italy of participating in the EMS shows that besides the discussion on the new monetary system, other important discussions, concerning institutional reforms, were also taking place. In many occasions, EMS membership was used to justify the need for other institutional reforms that did not enjoy enough political support to be implemented. In particular, the reform of the wage indexation mechanism and the change in the status of the Banca d’Italia are examples of how the exchange rate commitment and the European compromises were used to impose measures that were very unpopular and, otherwise, would have been very difficult to carry out. Introduction: On the 5th of December 1978, the agreement of the European Monetary System (EMS) was signed by six of the nine members of the EEC. The United Kingdom decided to stay out, whereas Italy and Ireland were given some additional time to take their final decision. -

"SULLA SCISSIONE SOCIALDEMOCRATICA DEL 1947" 26-04-2018 - STORIE & STORIE La storiografia politica é ormai compattamente schierata nel giudicare validi, anche perché - cosí si dice - confermati dalla storia, i motivi che, nel gennaio 1947, portarono alla scissione detta „di Palazzo Barberini", che l´11 gennaio di quell´anno diede vita alla socialdemocrazia italiana. Il PSIUP (1), che era riuscito a riunire nello stesso partito tutte le "anime" del socialismo italiano, si spacco´ allora in due tronconi: il PSI di Nenni e il PSDI (2) di Saragat. I due leader, nel corso del precedente congresso di Firenze dell´ 11-17 aprile1946, avevano pronunciato due discorsi che, per elevatezza ideologica e per tensione ideale, sono degni di figurare nella storia del socialismo, e non solo di quello italiano. Il primo, Nenni, aveva marcato l´accento sulla necessitá di salvaguardare l´unitá della classe lavoratrice, in un momento storico in cui i tentativi di restaurazione capitalista erano ormai evidenti; il secondo aveva messo l´accento sulla necessitá di tutelare l´autonomia socialista, l´unica capace di costruire il socialismo nella democrazia, in un momento in cui l´ombra dello stalinismo si stendeva su tutta l´Europa centrale e orientale. Pochi mesi dopo, si diceva, la drammatica scissione tra „massimalisti" e „riformisti" (3), che la storia, o meglio, gli storici, avrebbero poi giudicato necessaria e lungimirante, persino provvidenziale. Essi, infatti, hanno dovuto registrare il trionfo del riformismo, ormai predicato anche dai nipotini di Togliatti e dagli italoforzuti. „Il termine riformista é oggi talmente logorato dall´uso, dall´abuso e dal cattivo uso, che ha perso ogni significato" (4). -

Newly merged parties (PdL, PD) were successful in retaining their former voters; parties which looked as if they would be penalized by the electoral system (Sinistra Arcobaleno, UDC) were deserted by voters. The relative success of the Lega Nord and Italia dei Valori results from strong performance in retaining their own voters and marginal transfers of votes from their coalition partners.
