University of San Francisco And At Once My Chains Were Loosed: How the Black Panther Party Freed Me from My Colonized Mind A Dissertation Presented to The Faculty of the School of Education International and Multicultural Education Department In Partial Fulfillment For the Requirements for Degree of the Doctor of Education by Linda Garrett, MA San Francisco May 2018 THE UNIVERSITY OF SAN FRANCISCO DISSERTATION ABSTRACT AND AT ONCE MY CHAINS WERE LOOSED: HOW THE BLACK PANTHER PARTY FREED ME FROM MY COLONIZED MIND The Black Panther Party was an iconic civil rights organization that started in Oakland, California, in 1966. Founded by Huey Newton and Bobby Seale, the Party was a political organization that sought to serve the community and educate marginalized groups about their power and potential. This study examined the seminal texts about the creation of the Party that were written by the Party’s founders: War Against the Panthers: A Study of Repression in America (Newton, 1980), Revolutionary Suicide (Newton, 1973/2009) and Seize the Time (Seale, 1970). Document analysis of these texts identified the main themes of preparation, connection, love the people, validation, serve the people, validate again, and evolve. Unifying these themes is a “recipe for revolution” that outlines the steps taken to create the Party which could provide a potential roadmap to be followed by other organizations today. Critical Race Theory provided the theoretical framework for this qualitative study, with a focus on counter-storytelling. The importance of storytelling was central to this work. Stories allow you to present important information to people without the classroom instructional feel. In this instance, the story was used to impart information about the Black Panther Party to pique interest in the topic and stimulate the desire for a deeper study and examination of the academic texts. A narrative was created that was inspired by My Dungeon Shook: A Letter to My Nephew, written by James Baldwin in 1963. The narrative is used to tell the creation story of the Black Panther Party to a new generation in a creative way. ii This dissertation, written under the direction of the candidate’s dissertation committee and approved by the members of the committee, has been presented to and accepted by the Faculty of the School of Education in partial fulfillment of the requirements for the degree of Doctor of Education. (Acts 16:25-26, New King James Version) When I embarked on this doctoral journey, I interviewed a graduate of the program and was intrigued by the opportunity to combine my faith with my academic work. I just wanted the opportunity to include information about how my faith informs my practice; I never thought that my work would end up being centered around a passage of scripture. But it was, and indeed I feel like my chains are loosed. This dissertation has been a process, for real. In the end, I have a better understanding of who I am, I am not sure that was the intended outcome but it is surely more valuable than anything else I could have attained. I could not have gotten here without the love and support of family and friends. First, my parents, who were my senior citizen chauffeurs the first two years of the program. They never complained about picking me up from school on those late Friday nights or dropping me off on those early Saturday mornings. I think they were, however, happy when I discovered Uber. To the rest of my family who never doubted my ability to complete this task, even when at times I had my own doubts. Thank you for your love and support. To my dissertation committee, Dr. Susan Katz, Dr. Emma Fuentes and Dr. Darrick Smith, thank you for all your help and support. This has been a journey that had many twists and v turns and uphill climbs. I wanted to tell a story that was against the norm. In the end, I think the story represents the information I was trying to impart well. To the Black Girl Magic crew that I met here at the program. You all are so dope. You make the magic look easy. We supported each other from the beginning and now I know a lot of Doctors. We will change the world. Remember like Esther 4:14 instructs, “we were saved for such a time as this”. One of the things this work did for me was give me an appreciation for storytelling. So I would be remiss if I failed to include a story here. In the early 1990s, a new pastor was elected at a small church. The matriarch of a prominent family at the Church was ill and unable to attend services regularly. She passed away shortly after his arrival. The new pastor was charged with giving the eulogy for this beloved member of the Church who he had very little knowledge of. The title of his message was, “I didn’t know you but I love you.” He talked about how while he did not know the woman personally, he knew about her based on the work she had done in the Church and on interactions with her family. This love was based on the work the woman had done in her life and the good things she had left behind. I don’t know Huey Newton, Bobby Seale, Eldridge Cleaver or Fred Hampton, or any of the other Black Panther Party members, but I love you. I love the work you put in to serve the community. I am appreciative of the sacrifices that you made and acknowledge the repression you suffered all in an effort to make the world better and not just for people of color but for everyone.     Race, gender and class in the autobiography of Huey P. 1 Newton Chloé Avril, University of Gothenburg “We’ll just have to get guns and be men”, such was the powerful rallying cry uttered by Black Panther member (and later leader) Elaine Brown in her 1969 song “The End of Silence”. I take Brown’s words as the point of departure for my article, since they seem to encapsulate much of what is at stake in relation to gender and the Black Power movement. Brown’s call to arms in “The End of Silence” immediately poses the question of the significance as well as the function of masculinity in the movement. It also highlights the link between masculinity and armed resistance. However, the use of the verb “to be” signals that “men” are the product of an action—getting guns—rather than a pre-existing subject performing the action, thus putting into question the automatic correlation between masculinity and the male body, a feeling reinforced by the words being uttered by the female voice of Elaine Brown. The contradictions and problematic aspects of the Black Power movement’s invocation of black masculinity, as well as the intersections of race, gender and class, will be at the core of this discussion. In order to explore these issues, I will focus on the autobiography of Black Panther leader Huey Newton, Revolutionary Suicide , where I will examine the tensions in this activist narrative’s construction of a racialized, classed and gendered self. Historical background As far as mainstream U.S. history goes, the Black Power movement has characteristically been understood as a distinct historical phenomenon following on, and breaking from the more widely accepted Civil Rights movement.

    Do Guns Preclude Credibility 7 Do Guns Preclude Credibility?: Considering the Black Panthers as a legitimate Civil Rights organisation Rebecca Abbott Second Year Undergraduate, Monash University Discontent over social, political and racial issues swelled in the United States during the mid- sixties. Even victories for the Civil Rights movement could not stem the dissatisfaction, as evidenced by the Watts riots that broke out in Los Angeles during August 1965, only two weeks after the Voting Rights Act was signed.1 Rioting had become more frequent, thus suggesting that issues existed which the non-violent Civil Rights groups could not fix. In 1966, the National Advisory Commission on Civil Disorders reported that forty-three race riots had occurred across the country, nearly tripling the fifteen previously reported for 1964.2 The loss of faith in mainstream civil rights groups was reflected in a 1970 poll of black communities conducted by ABC-TV in which the Black Panther Party for Self Defense (BPP) was the only black organisation that ‘respondents thought would increase its effectiveness in the future.’3 This was in contrast to the National Association for the Advancement of Colored People (NAACP) and the Southern Christian Leadership Conference, which the majority thought would lose influence.4 Equality at law had been achieved, but that meant little in city ghettoes where the issues of poverty and racism continued to fester.5 It was from within this frustrated atmosphere that in October 1966, 1 See Robert Charles Smith, We Have No Leaders: African Americans in the Post-Civil Rights Era, (New York: State University of New York Press, 1996), 17.

The point, however, is to change it.” – Karl Marx That is the point, it’s true—but not in this course. This quote, indirectly, hints at a deep tension in Marxism. If we want to change the world we need to understand it. But the desire to change something can infect our understanding of it. This is a pervasive dynamic in the history of Marxism and the first step is to admit there is a problem. This means acknowledging the presence of wishful thinking, without letting it induce paralysis. On the other hand, if there are pitfalls in being upfront in your desire to change the world there are also virtues. The normative 1 goal of social change helps to avoid common trappings of academia, in particular, the laser focus on irrelevant questions. Plus, in having a set of value commitments, stated clearly, you avoid the false pretense that values don’t enter in the backdoor in social science, which they often do if you’re paying attention. With this caveat in place, Marxian social science really does have a lot to offer in understanding the world and that’s what we’ll analyze in this course. The goal is to look at the different hypotheses that broadly emerge out of the Marxian tradition and see the extent to which they can be supported both theoretically and empirically.

RECOMMENDATION Adopt a resolution calling on the National Parks Service to conduct a Reconnaissance Survey to assess the suitability of lands in the San Francisco Bay Area to honor the Black Panther Party in Berkeley, Oakland, Richmond, and the surrounding Bay Area; send letter to the National Parks Service, and President[-elect] Joseph R. Biden, Jr with resolution. BACKGROUND The Huey P. Newton Foundation’s President Frederika Newton, widow of Party founder Dr. Huey P. Newton, has requested that the City of Berkeley support national recognition of the Black Panther Party for Self Defense. Formally recognizing their struggle would also be a way of reaffirming the City Council’s mandate as public servants. In the late 1960s, the Nixon Administration embraced white supremacy with renewed vigor and began dismantling President Lyndon B. Johnson’s Great Society and War on Poverty programs almost immediately upon inauguration, heralding a new era of targeted disinvestment and systematic discrimination of Black people, and violent repression of Black activist groups. But even during the preceding Democratic administration, sympathetic government officials made limited progress in a society that systematically excluded Black communities from access to capital, civic institutions, and basic necessities while enforcing geographic segregation.
