Executive Summary Ballistic missile defence is not a new issue for the alliance. It first emerged in the mid-1960s in response to the American debate on anti-ballistic missile systems. This first debate peaked in the context of Secretary of Defence (SoD) McNamara’s September, 18th, 1967 Sentinel announcement, waned with President Nixon’s 1969 Safeguard announcement, and largely concluded with the 1972 signing of the ABM Treaty. The second occasion began with President’s Reagan’s March 23rd, 1983 television address, in which he enuciated what would become known as the Strategic Defense Inititaive (SDI). It peaked following SoD Weinberger’s invitation to the allies to participate in SDI research at the March 26th, 1985 Nuclear Planning Group (NPG) meeting in Luxemborg. Allied response to the invitation varied from official acceptance to the invitation (eg. Germany, Great Britain, and Italy), acceptance limited to companies (Canada), to rejection (France, Denmark). While SDI remained an issue through 1988, as an alliance concern it largely fell off the agenda. Its successor, President Bush’s Global Protection Against Limits Strikes (GPALS) also received little public attention from the alliance.

    Press Release 26th November 2007 ROYAL NAVY’S NEW PAAMS(S) AIR DEFENCE SYSTEM ARRIVES IN TOULON FOR TRIALS The Royal Navy’s PAAMS (Principal Anti-Air Missile System) has moved closer to service entry as prime contractor MBDA prepares the new advanced naval air defence system for firing trials. The PAAMS(S) Sea Trials Platform, Longbow, has arrived at the Toulon naval base in the Mediterranean in readiness for the firing trials campaign to verify the full performance of the integrated PAAMS(S) system. The firings will take place at the CELM (Centre d’Essais de Lancement des Missiles) test range near the Ile du Levant off the French Mediterranean coast. The first full firing will be undertaken in the first half of 2008. PAAMS is the next generation naval air defence system for self, local and fleet area defence that will equip the Royal Navy’s new Daring class Type 45 destroyers as well as the Horizon and Orizzonte frigates of the French and Italian Navies respectively. The Royal Navy’s PAAMS (S) system differs from the PAAMS (E) selected by France and Italy as it will employ the newly-developed SAMPSON Multi-Function Radar (MFR) radar being built by BAE Systems INSYTE. France and Italy selected the EMPAR MFR, hence the PAAMS (E) configuration. Nick Neale, PAAMS(S) Project Director, said: "The PAAMS (S) programme is progressing extremely well and we are looking forward with confidence to the trials next year.     Europe’s Missile Defence and Italy: Capabilities and Cooperation © 2021 IAI edited by Alessandro Marrone and Karolina Muti ISSN 2280-6164 ABSTRACT Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes. Vulcano ammunition is available with GPS, IMU (Inertial Measurement Unit) and IR (Infra-Red) guidance systems guaranteeing high precision at a range of over 100 km.
