    THE PUNJAB POLICE RULES VOLUME 1 Chapter 1 Organization Part I Departmental Organization Rule 1.1 1.1. Constitution. - For the purposes of Section 3 of the Police Act (V of 1861) the Pun- jab is divided into "General Police Districts", namely, - (a) the Provincial Police District. (b) the Railway Police District. All ranks of police employed in the province are appointed or enrolled under section 2 of the Act. 1[Provided that each of the Telecommunications Branch, Finger Prints Bureau, Women Police Wing, Bank Staff, Mounted Police, Armourers and Executive Clerical Wing, that is uniformed clerical functionaries in various subordinate offices shall form its uniformed cadre. Explanation. - The expression "subordinate offices" means the offices of the District Senior Superintendent of Police, Director, Finger Prints Bureau, Phillaur and Superintendents of Police, Incharge Recruits Training Centres.] Rule 1.2 1.2. Inspector-General. - The responsibility for the command of the police force, its recruitment, discipline, internal economy and administration throughout the general po- lice districts vests in the Inspector-General of Police. Syeda Viquar un Nisa Hashmi spearheaded the whole study under the guidance of Senator Dr. S. M. Zafar, former Federal Minister for Law & Human Rights. The Hon’ble Federal Ombudsman provided full support which evolved intensive interaction with relevant government agencies, victims and their families. Globally 246 million girls and boys experience school-related sexual violence every year. In Pakistan 4,139 such cases had been reported in 2017. This includes 1,089 cases in Punjab, ranking it highest amongst provinces in the country. The official statistics of the last one decade reflect 272 incidents of sexual offence against minors in Kasur, with steady increase in offences from 6.2 percent in 2008 to 16.2 percent in 2017. These incidents have life-long adverse effect on the lives of the surviving victims and their families and cumulatively on the future of Nation. Taking cognizance of the serious violation of child rights in Kasur, the Office of National Commissioner for Children, working under the Wafaqi Mohtasib (Ombudsman)’s Secretariat initiated this research study.

Pakistan faces extensive internal threats and challenges to its physical and human security, which arise mainly out of intolerance, extremism, militancy and terrorism – both in the hinterlands and urban areas. Criminal corruption and societal crimes further compound the problem. On the whole, these threats hamper prosperity of the people and progress of the state. Pakistani state and society have suffered huge social, economic, infrastructural and human cost due to militancy and terrorism. The country is today being considered in line with the countries like Iraq and Afghanistan with regard to internal order. Notions like the most dangerous place in the world are oft- appearing in international media. This calls for taking a fresh look at the prevailing internal security situation and formulating a comprehensive strategy that can work to stabilize the situation thereby creating a climate that is supportive of socio-economic activities in the country, brings back the lost atmosphere of peace and leads the people on the path to prosperity.
