LBP0018 Written evidence submitted by The Northern Powerhouse Education Consortium Education Select Committee Left behind white pupils from disadvantaged backgrounds Inquiry SUBMISSION FROM THE NORTHERN POWERHOUSE EDUCATION CONSORTIUM Introduction and summary of recommendations Northern Powerhouse Education Consortium are a group of organisations with focus on education and disadvantage campaigning in the North of England, including SHINE, Northern Powerhouse Partnership (NPP) and Tutor Trust. This is a joint submission to the inquiry, acting together as ‘The Northern Powerhouse Education Consortium’. We make the case that ethnicity is a major factor in the long term disadvantage gap, in particular white working class girls and boys. These issues are highly concentrated in left behind towns and the most deprived communities across the North of England. In the submission, we recommend strong actions for Government in particular: o New smart Opportunity Areas across the North of England. o An Emergency Pupil Premium distribution arrangement for 2020-21, including reform to better tackle long-term disadvantage. o A Catch-up Premium for the return to school. o Support to Northern Universities to provide additional temporary capacity for tutoring, including a key role for recent graduates and students to take part in accredited training. About the Organisations in our consortium SHINE (Support and Help IN Education) are a charity based in Leeds that help to raise the attainment of disadvantaged children across the Northern Powerhouse. Trustees include Lord Jim O’Neill, also a co-founder of SHINE, and Raksha Pattni. The Northern Powerhouse Partnership’s Education Committee works as part of the Northern Powerhouse Partnership (NPP) focusing on the Education and Skills agenda in the North of England.

  • Inspection of Excelsior Academy Denton Road, Newcastle-Upon-Tyne, Tyne and Wear NE15 6AF
School report Inspection of Excelsior Academy Denton Road, Newcastle-upon-Tyne, Tyne and Wear NE15 6AF Inspection dates: 10–11 March 2020 Overall effectiveness Requires improvement The quality of education Requires improvement Behaviour and attitudes Good Personal development Good Leadership and management Good Early years provision Requires improvement Sixth-form provision Good Previous inspection grade Requires improvement What is it like to attend this school? Excelsior Academy is a unique and complex school. It caters for primary and secondary-aged pupils from a deprived multi-cultural community. Around half of pupils speak English as an additional language. Pupils speak over 40 different languages. Many pupils join or leave the school during the school year. Pupils do not do well enough in their studies. Early years education is not providing a good enough start. Standards of reading are too low at the end of the primary phase. In the secondary phase, pupils have made poor progress in recent years. Not enough pupils gain the qualifications they need to get on in life. However, leaders are addressing these problems. Teaching is improving, and the curriculum is becoming more ambitious. Different cultures integrate happily. The staff work hard to build up positive and trusting relationships. The vast majority of pupils behave well and conduct themselves sensibly. Inevitably, a few pupils find it difficult to integrate and abide by the rules. Leaders do all they can to keep these pupils in education. The school does much to support pupils’ personal and social development. Sometimes, pupils fall out with one another. However, there is little bullying.

What is oracy? ‘Though the terms ‘speaking and listening’ and ‘communication skills’ indicate objectives of indisputable educational significance, they have become devalued by casual use and should be replaced by terms that signal the emphatic step change in thinking and practice that is needed. ‘Oracy’ is a neologism which some find unappealing; ‘spoken language’ fits the bill reasonably well, though it doesn’t have the connotation of acquired skill that, by analogy with literacy, ‘oracy’ possesses.’ Alexander, 2012 “For every child to find their voice, metaphorically and literally.” Peter Hyman - Executive Head Teacher, School 21 Why is oracy important? • URN Institution Name 143129 Phoenix Academy 142905 South
University of Kent's Institution Contextual Flag All schools on this list meet the requirements for the University of Kent's Institution Contextual Flag. The Institution Contextual Flag is given to all institutions whose data indicates that they perform in the bottom 40% nationally for KS5 results reported by the Department for Education each year. We use the average point school per entry and where data is not available, we use KS4 result, if available. In order to make this more reliable we look at data over a three year period to see if they are low performing for at least two out of the last three years. In cases where an Institution is flagged, but subsequently closes, the flag will be retained and the institution will continue to appear on the list. We use the Institution supplied by you in your UCAS application (the UCAS centre or Last Institution) to identify whether it has a Contextual Flag. Please note: independent schools are not included, neither do we have data from government agencies in Scotland and Northern Ireland and therefore these cannot be given a flag. Similarly, there may be schools or colleges which have recently changed name, status or have merged and this has resulted in no data being reported by the Department of Education , in these instances we will not be able to assess the Institution for a Contextual Flag.
