1 INTRODUCTION

1.1 Background

1.1.1 This Travel Plan Statement (TPS) is prepared by RGP on behalf by TLS (Ilderton Road) Ltd in regard to a proposed residential-led mixed use development at 301 - 303 Ilderton Road, within the London Borough of Southwark (LBS).

1.1.2 The existing site comprises a triangular plot located at the south-eastern corner of the Ilderton Road / Hornshay Street junction and currently operates as an MOT and vehicle repair centre with a hand car-wash service (sui generis use class), comprising a total commercial floor area of 420 sqm.

1.1.3 The proposed redevelopment of the site involves the provision of a 14-storey mixed use development comprising 434 sqm (GIA) of commercial floorspace across ground floor and first floor levels, with 54 flatted residential units across floors 2-13. A communal rooftop garden would be provided for the shared use of the residential units. The site would operate as a car-free development owing to its accessible location via sustainable modes of transport, whilst delivery and servicing activity would be accommodated on Hornshay Street adjacent to the site. The proposed site layout is illustrated on the plans attached at Appendix A.

1.1.4 It is anticipated that the commercial units would employ in the region of 36 members of staff and the residential units would comprise the following mix of dwellings:

(i) 24 x 1-bedroom units;

(ii) 18 x 2-bedroom units;

(iii) 12 x 3-bedroom units.

1.1.5 A Transport Assessment has also been prepared RGP to accompany the planning application for the above proposals which assesses the implications of the development in terms of its accessibility credentials, trip generation potential, access and parking arrangements. This document should therefore be read in conjunction with the Transport Assessment submitted to LBS.

1.1.6 This Travel Plan Statement provides a strategy for the implementation of a full Travel Plan document in due course and demonstrates an overview of opportunities for sustainable travel to / from the site as well as highlighting the benefits that a Travel Plan can bring to potential users of the site. Any forthcoming Travel Plan will target residents, visitors and staff travel associated with the proposed site, detailing appropriate measures and initiatives to be implemented.

2 KEY AIMS AND BENEFITS OF A TRAVEL PLAN

2.1.1 The main objective of a Travel Plan, as far as is reasonable, is to encourage alternative modes to private vehicle for residents, visitors and staff to travel to and from the site. Following the provision of a full Travel Plan, the objectives of the document will comprise the following:

Objective 1: Actively encourage sustainable travel to and from the site

Objective 2: Provide on-site infrastructure to facilitate sustainable travel / reduce the need to travel

2.1.2 It is recognised that it is easier to achieve modal shift from single occupancy car to walk, cycle or public transport when regular journeys are made, such as daily commuting trips. Often the main barrier is unawareness of the existence of realistic and practical alternatives.

2.1.3 This Travel Plan Statement represents an overview of the strategy to promote more sustainable travel and to offer realistic transport choices for all journeys associated with the property.

2.1.4 The objectives of a Travel Plan can be summarised as follows:

(i) Establish travel behaviour patterns and recognise any barriers to change;

(ii) Identify measures to reduce reliance on the car by outlining the available opportunities to travel via sustainable modes; and

(iii) Foster awareness of and ‘buy in’ to the Travel Plan amongst staff and residents;

2.1.5 The overall aim of the Travel Plan therefore is to reduce reliance upon the private car by effecting a change in attitude to travel and increasing awareness of alternative modes and the associated benefits of sustainable transport.

2.1.6 For residents and staff, a Travel Plan can:

(i) Help provide less stressful options for travel, with the ability to socialise;

(ii) Present opportunities to build healthy exercise into daily life; and

(iii) Reduce the cost of travel.

2.1.7 For the local community, a Travel Plan can:

(i) Make local streets less congested, less dangerous, less noisy and less polluted;

(ii) Enhance public transport;

(iii) Improve the environment and the routes available for walking and cycling; and;

(iv) Help create a place which is better to live in, work in and visit, which in turn can attract investment.

3 BASELINE CONDITIONS

3.1 Site Location and Highway Network

3.1.1 The site is located at the southeast corner of the Ilderton Road / Hornshay Street Junction in South Bermondsey. The local area is characterised by a range of land uses with a high density of commercial uses in close proximity to the north and south, whilst residential properties are situated to the east and west. There are also several retail uses nearby on Old Kent Road.

3.1.2 Ilderton Road is subject to a 20mph speed limit in the vicinity of the site and forms a single carriageway link between The A2 Old Kent Road and the A2208 Rotherhithe New Road. The speed restriction is raised to 30mph on Ilderton Road to the north of the site.

3.1.3 Old Kent Road forms a signalised junction with Ilderton Road approximately 200m to the south of the site and provides a principal route towards the A3 at London Bridge and also continues to the southwest towards Kent via New Cross, Greenwich and Dartford.

3.1.4 The site is not located in a designated Controlled Parking Zone and there are large sections of unrestricted on-street parking available on Hornshay Street and Ilderton Road in the immediate vicinity of the site. The western side of Ilderton Road and the northern side of Honshay Road are subject to double yellow line restrictions.

3.2 Accessibility Credentials

3.2.1 In order to establish the potential for future end users (i.e. residents and staff) of the proposed development to travel by sustainable travel modes, in accordance with relevant national (The National Planning Policy Framework), regional (The London Plan) and local (Southwark Local Plan and Core Strategy saved policies) transport planning policy objectives, a review of the existing transport infrastructure and services within the vicinity of the site is provided within this section of the report.

3.2.2 Considering the site’s urban location, it is likely that public transport and ‘active’ modes of travel such as walking and cycling would form the principal modes of travel by all users to reach the site and to complete local trips. Plan 01, attached, illustrates the site’s location in context of the local highway, public transport and cycle networks.

3.3 Walking and Cycling

3.3.1 There is a good standard of pedestrian infrastructure provided throughout the local area, with wide and well-lit footways provided along both sides of Ilderton Road in the vicinity of the site, providing access to a range of local amenities and public transport infrastructure on Ilderton Road and Old Kent Road.

3.3.2 A pedestrian crossing point with dropped kerbs and tactile paving is provided across Hornshay Street at its junction with Ilderton Road at the northwest corner of the site. A zebra crossing is provided across Ilderton Road approximately 50m to the north of the site with dropped kerbs, tactile paving, guard railings and a central refuge.

3.3.3 High quality signalised crossing points are provided at the Ilderton Road, Old Kent Road junction, affording safe and convenient access towards the local retail attractions on Old Kent Road, as well as a pedestrian route towards Peckham district centre. Further signalised crossings on Ilderton Road to the north provide a safe route towards South Bermondsey rail station.

3.3.4 The network of footways continues into the nearby residential areas, providing convenient routes to the site for future employees of the ground floor commercial units, who would likely reside in such locations.

3.3.5 The locality is well suited to cycling with a number of local cycle routes available, including Quiet Route 1; which provides a link between Waterloo and Greenwich via New Cross and South Bermondsey, whilst National Cycle Route 425 forms a route between in Camberwell to Durand's Wharf on the Thames in Rotherhithe. These routes are indicated on Plan 01 attached hereto.

3.3.6 Both routes can be accessed from Ilderton Road approximately 450m to the north. It is also worth noting that dedicated cycle lanes are provided along the A202 in Peckham to the south which continue to Cycle Superhighway 7 at Kennington.

3.4 Bus Services

3.4.1 As illustrated on Plan 01, attached, there are several bus stops located to the south of the site on Ilderton Road and Old Kent Road. There is a bus stop providing northbound services (towards Surrey Quays) located opposite the site on Ilderton Road, with the southbound services (towards Brockley) available from the stop located approximately 150m to the south.

3.4.2 There is a greater frequency of services available from the bus stops on Old Kent Road, located approximately 300m (a 3-4 minute walk) to the southwest of the site. These bus stops cater for services towards Lewisham, London Bridge, Bank, London Waterloo, Baker Street, Deptford and Charing Cross.

3.4.3 Both sets of bus stops on Ilderton Road and Old Kent Road provide a shelter, seating, route mapping and full timetable information. Figure 3.1 provides a summary of the local bus routes outlined above.

3.4.4 As demonstrated above, there are frequent bus services available locally, particularly from Old Kent Road, and would afford future staff and residents with convenient travel into local town and district centres, as well as Central London Locations. Onward connections via the London Underground network can be made at Elephant & Castle, Canada Water and London Bridge. Further details of these bus services are provided online at www.tfl.gov.uk/buses.

Bus Priority Scheme

3.4.5 Following a consultation period in 2017, LBS and TfL are committed to implementing a bus priority scheme along Old Kent Road, providing new dedicated bus lanes which would be operational during the peak hour periods.

3.4.6 These proposals would provide further improvements in terms of accessibility to the site via local bus services. Journey times into Central London would be reduced as a result of the new bus lanes which would subsequently provide scope for a higher frequency of services during peak hours.

3.5 Rail Services

3.5.1 The nearest rail stations to the site are South Bermondsey and Queens Road (Peckham), located 1km (a 13 minute walk or 3 minute cycle journey) to the north and south of the site, respectively. Both stations are accessible via the P12 bus route available from Ilderton Road.

3.5.2 These stations are operated by Southern and both provide National Rail services, whilst Queens Road (Peckham) also provides services on the London Overground network. The station at Queens Road provides step-free access to platforms and both rail stations afford secure cycle parking for public use.

3.5.3 A summary of both National Rail services and London Overground services from Queens Road Peckham is provided below in Figure 3.2. It should be noted that the National Rail Services outlined in the below table also call at South Bermondsey station.

3.5.4 These services would provide staff and residents with convenient commuting routes into Central London, as well as to town and district centres across south London. These services also provide connections to major rail and bus interchanges at Clapham Junction and London Bridge and would form a particularly attractive mode of transport to carry out the majority of resident’s daily activities.

Bakerloo Line Extension

3.5.5 In support of the Old Kent Road Opportunity Area, the preferred route of the Bakerloo Line Extension on the London Underground network has been confirmed to run via Old Kent Road and onward towards Lewisham district centre (as illustrated in the below extract). Current TfL estimates for the timescale of completion of the Bakerloo Line extension are between 2028-2029 and the introduction of these London Underground (LU) services would provide a significant improvement to public transport accessibility for the area.

3.5.6 The site is currently served by a good provision of National Rail and London Overground services and direct access to the LU network would be highly beneficial for future residents and users of the site. The additional rail services would aid in reducing stress on the existing bus network capacity locally. Users of the site would be afforded highly convenient travel to Central London and major interchanges on the LU network, including Waterloo, Embankment, Baker Street and Paddington.

3.5.7 As part of the consultation process, it is agreed in principle that two new London Underground stations would serve the Old Kent Road area, with one of these likely to be located between the Sylvan Grove and Leo Street junctions with Old Kent Road. With consideration of this proposal, the site would be located approximately 350m – 450m (a 4-5 minute walk via Patterdale Road) from the second proposed station.

3.5.8 As such, the site’s accessibility to the public transport network would be significantly enhanced and there would be a reduced dependence on local bus services to cater for the site in future years.

New Bermondsey Station

3.5.9 As well as the Bakerloo Line Extension, a new station on the London Overground network is proposed as part of the local regeneration. The ‘New Bermondsey’ station would be located on Surrey Canal Street, approximately 550m (a 7 minute walk) to the northeast of the site, via Bridgehouse Meadows.

3.5.10 This station would provide frequent rail services towards Clapham Junction and Highbury & Islington on the London Overground network. New Bermondsey station would afford step-free access and would benefit from two new bus routes and improved pedestrian and cycle access to the local area. Enabling works are currently underway and it is understood that the completion of the new station is to coincide with the New Bermondsey / Surrey Canal redevelopment project with construction starting prior to 2020. Following its completion, the site will be considerably more accessible via rail services from the New Bermondsey station.

3.6 PTAL Assessment

3.6.1 To assess the current Public Transport Accessibility Level (PTAL) of the site, RGP has carried out a site specific PTAL assessment, undertaken through Web-CAT which is a web-based Connectivity Assessment Toolkit. This assessment takes account of the distance of public transport facilities from the site and the relative frequencies of these services.

3.6.2 This assessment has been undertaken in accordance with the guidance methodology contained within ‘Assessing Transport Connectivity in London’, a TfL report published in April 2015. The results of the PTAL assessment for the site, based on TfL’s online tool, are attached hereto at Appendix B.

3.6.3 The site has an Accessibility Index of 9.96 and is represented by a PTAL rating of 2, which is generally recognised as a ‘poor’ level of accessibility to the public transport respectively, with 6b classified as the highest rating and 0 as the lowest. The southern site boundary however adjoins the area classified as a PTAL rating of 4, owing to the cut-off point from TfL’s threshold of 960m to access rail services.

3.6.4 As the site is located approximately 1km to the north of Queens Road (Peckham) rail station at its northern point and 900m at its southern boundary, the rail services available from this station are omitted from the TfL assessment tool if examining the central section of the site.

3.6.5 In reality, users of the site would make frequent journeys to Queens Road rail station which is accessible via a 13 minute walk or 3 minute cycle journey.

3.6.6 Notwithstanding this, as outlined above, the proposed new Bermondsey station, the Bakerloo Line extension would significantly increase the site’s level of accessibility to the public transport network. The extension has not yet been factored into TfL’s PTAL tool, however, it is anticipated to increase the site’s PTAL level to a minimum of 5 (very good), with potential to rise to 6a / 6b (excellent).

3.7 Car Clubs

3.7.1 Car clubs provide an alternative to owning and using a private car. Cars are located throughout London and operate on a pay-as-you-go basis depending on how long the car is used for and the distance travelled. This approach generally works out cheaper than owning and running a car privately, and is useful for those rare journeys where a large item needs to be collected or where public transport is not a practical solution. Typically, cars are rented online and can be collected and returned 24 hours a day by means of a smart-card.

3.7.2 More recently private car owners have also been able to join community sites (Easycar) to rent their cars out when they’re not being used.

3.7.3 As shown on Plan 01 a variety of both car club and community car use vehicles are available within 1km of the site, minimising the need for prospective residents of the development to own their own vehicle.

3.7.4 The closest car club vehicle, operated by Enterprise Car, is located 800m (a 10-minute walk) to the southeast of the site on Casella Road, and would be available for use by future residents and staff members of the development, who may occasionally need a vehicle for some journeys. Further details regarding car club cars can be obtained from www.como.org.uk and www.zipcar.co.uk.

3.8 Summary

3.8.1 With consideration of the site’s urban location, the site is well connected in terms of the local highway network, walking and cycling and nearby bus and rail services. Given the site’s location in context of local amenities and convenient access into Central London, it is anticipated that public transport and active modes of transport would form the primary means of travel to and from the site by all users.

4 TRAVEL PLANING INITIATIVES

Car Sharing & Car Clubs

4.1.1 Car sharing is when two or more people travel together and is often the most successful single measure in any Travel Plan. The main benefits of car sharing are as follows:

(i) Significant cost savings for sharers;

(ii) Creating a more productive and sociable / inclusive environment; and

(iii) Reduced stress.

4.1.2 The potential cost savings achievable by car sharing can be calculated using the following link: https://www.liftshare.com/content/savings_calculator.asp. Liftshare (www.liftshare.com) the largest car share network in the UK with over half a million members enables users to find a car share budi. The appointed Travel Plan Coordinator (TPC) will promote this scheme to members of staff, informing them that prospective users can sign up free-of-charge.

4.1.3 As detailed in Section 3, there are opportunities for registered members of car club operators to utilise hire vehicles available locally. The TPC will inform residents and staff of the potential car club membership options and the locations of nearby vehicles.

Cycle Parking

4.1.4 Ample cycle parking facilities will be provided within the site for the use of staff and residents in accordance with local and city-wide policy. These spaces will be sheltered and secured at ground floor level of the site, accessible from Ilderton Road.

4.1.5 The commercial management will explore the potential to subscribe to cycle purchase discounts and promotions with retailers offering such services. Additionally, the residential management will investigate the feasibility of providing site residents with memberships for dockless cycle hire services.

Staff & Resident Information

4.1.6 A principal reason why the site occupants might not travel by sustainable means of transport is that they are unsure of the available routes for walking and cycling, and unaware of the timetable and ticket / pricing information relating to public transport use.

4.1.7 The site management and appointed TPC will provide such information to be displayed on notice boards within the commercial and residential reception areas, whilst a summary of sustainable transport opportunities available to residents will be provided in welcome packs when moving into the building.

4.1.8 This would include up to date information including, but not limited to, the following:

(i) Routing, timetable and ticketing information for local public transport services, including bus and train services;

(ii) Information regarding ticket pricing for public transport, reduced ticket rates and potential season ticket loan information;

(iii) Information relating to car sharing and car clubs, to include promotion of leading operators and details of potential cost savings etc.;

(iv) The health benefits of walking and cycling, to include safety advice;

(v) Up-to-date details of cycle routes and footways, to include safe routes to and from the site.

4.1.1 An Action Plan outlining all of the proposed Travel Plan measures and actions identified for the site, along with responsibilities, estimated costs and implementation timescales will be prepared for inclusion in a Full Travel Plan. A summary of the initiatives to be defined within the Action Plan for implementation by the TPC is provided as follows;
