MENDOZA LA CANCION CHILENA EN MEXICO COLECCION DE ENSAYOS N.° á INSTITUTO DE INVESTIGACIONES MUSICALES PORTADA Y VIÑETA DE MAURICIO AMSTER Se puede decir, sin riesgo de exagerar ni de equivocarse, que la música popular de los diversos países conquistados por España fué netamente peninsular y mantuvo puros sus caracteres hasta finali- zar el siglo XVIII; pero parece ser cierto también, que hacia los primeros años del siglo XIX cada uno de dichos países iba madu- rando, adquiriendo personalidad propia y tiñendo con su propio matiz todos esos cantos importados de España que afluían a las costas americanas sucesivamente, desde el descubrimiento. También viene a ser fácilmente probable que el verdadero factor que influenciara a los diversos países hispanoamericanos en su música propia fué la cristalización del sentimiento español por medio de todos los ingredientes literarios y musicales que dieron nacimiento a la Tonadilla Escénica; que floreció en la Península desde mediados del siglo XVIII y dió frutos sazonados al terminar dicha centuria. Entre los elementos que dieron vida, desarrollo y plenitud a la Tonadilla Escénica, se deben mencionar la Seguidilla, las Coplas, las Tonadas, las Boleras y demás cantos del pueblo que habían ascendido a los escenarios de las principales ciudades de España. Entre estos elementos aparecen algunas derivaciones, como el «Ca- ramba» y la «Tirana», con algunos otros de existencia más remota, como el «Ay, ay, ay», y otros tipos de canto andaluz, tales como el Fandango y la Guajira. Todos estos ingredientes perfectamente mezclados y saturados con el aire de la tierra americana, tuvieron que aflorar en medio de las luchas por la libertad, y así cada país, al lograr su propia personalidad, estaba produciendo los primeros tipos de canto regional y elaboraba, de hecho, su propia música. Por lo antes dicho es justificado hablar de música chilena en México, pues aunque, en principio, como quedó asentado ya, nues- tra música fué de ascendencia hispánica, ya hacia la segunda déca- da del siglo XIX se distinguía fácilmente la fisonomía de cada uno de los países hispanoamericanos. Durante el gobierno colonial las comunicaciones entre Chile y México fueron frecuentes y continuadas, especialmente entre los puertos de Valparaíso y Acapulco. La difusión se comprueba observando el texto que aparece en forma de seguidilla y el asunto que trata que viene a ser el mismo.

    Evolution and Structure in Flamenco Harmony By Peter Manuel The unprecedented vogue and revitalization of flamenco since the early 1960s have generated a considerable amount of scholarly literature on the subject, written primarily by Spaniards. These studies, while contributing greatly to our understanding of flamenco in its historical and social context, have tended to avoid less overtly humanistic subjects, including any analyt­ ical discussion of the structural aspects of flamenco as music per se. Hence, such a topic as the structure of flamenco harmony has received only passing mention in flamenco studies or oblique reference in guitar manuals. While flamenco musicians themselves are generally uninterested in theo­ rizing about their music, flamenco harmony is one of the most crucial expres­ sive aspects of the genre and certainly merits some study in this regard. On a broader level, an inquiry into flamenco harmony may reveal some of the-­ processes by which musical acculturation and instrumental idiosyncracies can generate a syncretic and highly distinctive harmonic system. This article addresses certain aspects of the development and present form of flamenco harmony. In brief, it advances two hypotheses: first, that flamen­ co harmony is a syncretic product of Arab modal practice and European harmony, and second, that many of the most distinctive features of the har­ monic system, and in particular the use of altered chords, have arisen in direct connection with idiosyncratic characteristics of the guitar. The first of these theses, although difficult to document, is hardly original, and indeed, is widely taken for granted among flamenco scholars. Before proceeding direct­ ly to these arguments, some introduction to flamenco harmony and style may be appropriate here.

Recently, Cuba has introduced substantial reforms to its socialist economic model of central planning in order to face a three-decade crisis triggered by the demise of the USSR. The transition to a new model, known as the “update,” has two main objectives: to make the state sector more efficient by granting more autonomy to its organizations; and to develop alternative economic actors (small private businesses, cooperatives) and self-employment. Cultural production and entrepreneurship have been largely absent from the debates and decentralization policies driving the “update” agenda. This is mainly due to culture’s strategic role in the ideological narrative of the ruling political leadership, aided by a dysfunctional, conservative cultural bureaucracy. The goal of this study is to highlight the potential of cultural production and entrepreneurship for socioeconomic development in the context of neoliberal globalization. While Cuba is attempting to advance an alternative socialist project, its high economic dependency makes the island vulnerable to the forces of global neoliberalism. This study focuses on Havana’s music sector, particularly on the initiatives, musicians and music professionals operating in the informal economy that has emerged as a consequence of major contradictions and legal gaps stemming from an outdated cultural policy and ambiguous regulation.

Mendoza SE puede decir, sin riesgo de exagerar ni de equivocarse, que la música popular de los diversos países conquistados por España fué netamente peninsular y mantuvo puros sus caracteres hasta finali­ zar el siglo XVIII; pero parece ser cierto también, que hacia los primeros años del siglo XIX cada uno de dichos países iba madu­ rando, adquiriendo personalidad propia y tiñendo con su propio matiz todos esos cantos importados de España que afluían a las costas americanas sucesivamente, desde el descubrimiento. También viene a ser fácilmente probable que el verdadero factor que influenciara a los diversos países hispanoamericanos en su música propia fué la cristalización del sentimiento español por medio de todos los ingredientes literarios y musicales que <!,ieron nacimiento a la Tonadilla Escénica; que floreció en la Peninsula desde mediados del siglo XVIII y dió frutos sazonados al terminar dicha centuria. Entre los elementos que dieron vida, desarrollo y plenitud a la Tonadilla Escénica, se deben mencionar la Seguidi1Ia, las Coplas, las Tonadas, las Boleras y demás cantos del pueblo que habían ascendido a los escenarios de las principales ciudades de España. Entre estos elementos aparecen algunas derivaciones, como el «Ca­ ramba» y la <Tirana>, con algunos otros de existencia más remota, como el «Ay, ay, ay>, y otros tipos de canto andaluz, tales como el Fandango y la Guajira. Todos estos ingredientes perfectamente mezclados y saturados con el aire de la tierra americana, tuvieron que aflorar en medio de las luchas por la libertad, y así cada país, al lograr su propia personalidad, estaba produciendo los primeros tipos de canto regional y elaboraba, de hecho, su propia música.

For some reason, although not lacking in popularity, this is less well known in the greater part of Europe. There are several reasons for its comparitive obscurity and they call to mind the situation of Blues in America before its "discovery" in Europe: confusion of concepts and standards, mixing with popular fashions in music, cabaret and night-clubs. Most of those activities do not display the true Flamenco art. The desire to open the door to a wider understanding of the Flamenco art and its artists and to make known the music which has inspired a wide range of contemporary music and especially Jazz, led to the resolve to call exclusively upon those who formed this art, and who preserve its essential nature in the closed circles of their own communities: the GITANOS, the Spanish Gipsies. Federico Garcia Lorca said: "... these people have united the most ancient elements of our country with the oldest they brought with them to Andalusia, and given the definite form to what we call the CANTE JONDO. They are the soul of our soul...." THE FLAMENCO IS THE BLUES OF EUROPE. Both have strong African roots and both were created and kept alive over the century by depressed minorities. In November 1965, Lippmann and Rau, the organizers of the American Folk Blues Festival, followed this successful event with the Festival Flamenco Gitano.

This anthropological reservoir of conflicting cultures has fas• cinated composers whenever Spain was accessible. While it was fashion• able at one time to write Spanish music in France, it is now equally fashionable to write French music in Spain. Bizet made a feeble attempt in the first direction, Falla a successful one in the latter. It is easier for a Spaniard to become a European than for a European to become a Spaniard. Musically the Spaniard depends upon the Gypsy, a fact recognized by Falla, whose home for years had been Granada. His friendship with the Gypsy dancers, singers and guitarists of that region is the inspiration for whatever is not Parisian in his music. Falla recognizes two influences, Debussy and the Gypsy, and the music of the Spanish Gypsy is guitar music. If one remains conscious of the guitar in listening to Spanish music many of its peculiarities can be explained. The guitar is tuned in fourths, an ancient Near-Eastern method. The structure of the guitar accounts sorne• what for the strangeness of flamenco· music. Another distinguishable trait is the rhythm, which in many cases cannot be written down in musical notation. It is startling in its many unexpected accents and silences. The adoption by the Spanish church of the Byzantine liturgie chant with its absence of metric rhythm in the melody and its riehness of modulated inflection, as weIl as the ]ewish and Arab influences are elements to be evaluated in a discussion of Cante Jondo (deep song, the purest type of Gypsy music) and flamenco dancing.
