Prior to the start of the meeting, clerk was asked to report to the local Beat Team cars turning right from Hursley Hill into Hursley Lane. 1) Members of the Public: No matters raised. 2) Apologies for Absence were received from Mrs J Gully, Mr S Filer Apologies were received from Mrs Grimes for the February meeting. 3) Minutes of Monday 14 TH DECEMBER 2009 after being circulated and read were signed as a correct record. 4) Matters Arising from the previous minutes: Cllr Edwards was asked to follow up when the Planning Committee will be discussing the housing development proposed for the South Side of Keynsham. It was reported that the Free Stay car park in Keynsham is at present closed. Mr Chilcott further reported that the paying area is also closed. Cllr Edwards will follow up. A37-Belluton Junction Safety Improvements: Details of a scheme aimed at reducing accidents on the A37 Pensford Hill/B3130 Belluton Junction were circulated. There appears to be little change to the road layout, however there is a proposal for much more signage.

    Pensford Village - A leisurely stroll of approximately 3 km (1.9 miles) Walk 1 One of a series of walks in and around Pensford Pensford Local History Group INTRODUCTION This walk meanders and loops through the historic village and is broken down into three sections. The maps and directions are colour-coded. For most visitors, Pensford is simply known for being the first village you get to heading south from Bristol on the A37. In fact, the A37 dissects the village leaving intact much of its medieval street layout. The origins of the name Pensford are debatable but the earliest version is Pendlesford which may be Anglo-Saxon or Celtic. Unlike the nearby hamlet of Belluton, there is no reference to Pensford in the Domesday Book and its early development is probably due to the fact it provided a crossing over the River Chew on the main route between Bristol, Wells and the South Coast. Its importance grew with the medieval wool and textile trades, by harnessing the power of the River Chew. In the late-C14, Somerset was the largest producer of woollen cloth (the country’s most important export) and the largest cloth market in Somerset was in Pensford. The evidence of later industries, particularly coal, mills and the railways, is perhaps more visible in today’s landscape. For John Locke, the philosopher, Pensford and Belluton were his home. He spent his early life here until the age of about 15. He was a protégé of Alexander Popham who owned the Hunstrete Estate (known locally as the Popham Estate) which included Publow.

    Methodology – defining infill boundaries This paper sets out the approach that has been undertaken in defining infill boundaries for both villages with an existing Housing Development Boundary (HDB) and villages that currently do not have a boundary defined. 1. Villages with an existing Housing Development Boundary (HDB) 1.1. Assess village boundary a. Compare with the existing criteria for defining HDBs which includes: i. Tightly defined around housing, excluding non-housing uses on the edge of the settlement ii. May be appropriate to define two or more separate boundaries – exclude small clusters of housing (less than 10 dwellings) iii. Include existing housing commitments iv. Include land within residential curtilages, except large gardens or other open areas which are visually detached from settlement v. Exclude playing fields or open space at settlement edge vi. Exclude large gardens or other areas at the settlement edge where development or intensification would harm character vii. Exclude developments which are visually detached from the settlement (including farm/agricultural buildings which relate more to the countryside) viii. Exclude holiday accommodation or other housing permitted through farm diversification schemes ix. Exclude significant employment sites at the settlement edge b. The same principles apply for infill boundaries given the similarities and need to protect the village landscape character and to prevent sprawl. 1.2 Amend some boundaries to better reflect infill opportunities, tightly bordering settlement boundaries.
