INTRODUCTION OF VISITOR: On invitation of the Chairman, J. V. Scully introduced to the Committee a visitor, P. C. Banaag, of Manila, Philippines. He is Religious Liberty Secretary for three unions in the Philippines. He is on a tour, sponsored by the Andrews University, and is stopping off here. He is Editor of Freedom Magazine.

Elder Pierson spoke of the many warmhearted and gracious people in the Philippines, and of the reception he and J. C. Kozel received when visiting in that great land not many months ago. It is an area where the work is onward. In that country there are now 110,000 baptized believers. We are happy that in the course of his travels Elder Banaag was able to drop by, and to be with us this morning.

REPORTS: A. V. Pinkney, Associate Secretary in the Temperance Department, referred to Our neighbor country to the north of us* The impact he received as he traveled clear across Canada, the regions beyond, was one of immensity. He went to Vancouver, and had appointments in every province in Canada; out to Newfoundland, and then back to Maritime. The thing that impressed him was that in the thinking of the people--what the General Conference image means. When word comes out there is a General Conference man here--Tuesday night or a Thursday night, Saturday night, and, of course, Sunday and Wednesday nights, they had them out, and many of them in 68-879

March 7, 1968 subzero weather of 20 to 35 degrees below. But the people's hearts are warm, and they found that temperance has reached a new high in that area.

To be specific, in Oshawa, the sergeant of the detective bureau escorts the students to a public high school, he introduces them as students from . They do a short skit, show the film "Insight or Insanity," and pass out Listen Magazine. Their first order for Listen was 10,000 copies. We understand that will have to be duplicated any number of times.

Ray A. Matthews in Newfoundland is doing a renovation job on the old school building bringing the conference office over to the renovated site. An estimate for the job he is doing would run about $50,000. He is able to do it with volun- teer labor. He saw the men there all day Sunday working; they are going to be able to finish the job for $15,000. This is going to give a new prominence to the name Seventh-day Adventist in Newfoundland.

Elder Pinkney referred to the report Elder Carcich gave in worship just before he left for the trip, on how this work is moving forward, and the fact that he took notes as he does from the various speakers. He said he had the privilege of standing before Russians in Canada. He saw the tears roll down their faces when they heard a report first-hand on how God is blessing the message in Russia; how people throughout the vast country of Russia are loyal, holding up the standards.

Adventist young people, the finest in the world, are launching out on the Five-Day Plan in Canada. A thrilling report came from Ed. Teranski who is working with a British medical doctor, H. M. Howell, a member of the Anglican Church, now head of the Sturgeon Health Unit in Edmonton and nearby cities. Dr. Howell is using the Five-Day Plan to Stop Smoking throughout the Health Unit he heads, Now remember, he is not an Adventist, but is happy to use an Adventist tool.

Elder Pinkney said it was a real pleasure to work with Elders M. E. Erickson, Union Temperance Secretary; R. H. Anderson in British Columbia; A. N. White, Calgary, Alberta; W. G. Soloniuk, Saskatoon, Saskatchewan; J. W. Wilson, Oshawa, Ontario; President D. E. Tinkler, Moncton, New Brunswick; R. A. Matthews in St. John's, Newfoundland; together with a host of fine ministers in their fields. The trip has shown that temperance has a new and broader acceptance among our loyal people. In these hectic days the Temperance program is marching ahead.

R. H. Pierson, President, reported that a cable from M. L. Mills, President of the Trans-Africa Division, gave the information that the Division had 10,987 accessions during the fourth quarter of last year. The total 1967 accessions to the faith were 31,053. D. S. Johnson, Associate Secretary, said that B. L. Archbold, Secretary of the Inter-American Division, reported that during 1967 the largest number of baptisms have taken place in Inter-America, 23,133. This is a gain of 4,432 over 1966. They had 18,701 that year. This is an average of 1,928 each month during 1967, or an average of 64 each day of the year. 68-880

OKINAWA SERVICEMEN'S CENTER--ADMINISTRATION

1. Board of Directors, This Board is appointed by the General Conference Committee and is composed of persons in the General Conference. This Board of Directors will approve the overall general policies for the operation of the Okinawa Servicemen's Center. Building plans, operational budget, development and plans for the Center, etc., will be referred to the Board of Directors by the local board of management of the Center to the General Conference through the Far Eastern Division Committee.

2. Local Board of Management:

a. Memhership of the local board of management shall consist of the following: President* of the Japan Union Mission as Chairman; the Center Civilian Chaplain as Secretary; the following as members: Division President (or available Division officer), Division Missionary Volunteer and National Service Organization Secretary, Japan Union Treasurer*, Japan Union MV-NSO Secretary*, and the Okinawa Mission President*. It is further suggested that if a Seventh-day Adventist military chaplain is assigned to Okinawa, he also be invited to meet with the local board of management whenever possible. (*Those marked thus above should be overseas missionary workers. If these positions are occupied by nationals, then suitable alternate overseas workers should be appointed by the Division Committee to serve as board members.)

b. Duties and responsibilities of the local board of management are as follows:

Supervise the operation of the Center in harmony with policies set by the Board of Directors; To consider and authorize the necessary requests of the Center Chaplain in the operation and maintenance of the Center building; To give guidance and approval to the plans for and implementation of plans for the activities of the Center and the Chaplain; To authorize the expenditure of funds for the Center and its activities; To approve the travel and itinerary plans for the Chaplain; To prepare and recommend annual operating budget and budget requests to the Far Eastern Division and General Conference and the Center Board of Directors; To develop and arrange preparation of building plans as may be necessary to be recommended to the Division and General Conference and the Center Board of Directors.

E. L. MINCHIN--LEAVE OF ABSENCE:

REPORTS: R. R. Frame, Associate Secretary, said reference has been made in this Committee to the evangelistic campaign being conducted in Stockholm by Elder J. T. Coltheart. He received a little detail from W. D. Eva, which gave some items of interest in addition to what was already reported by N. R. Dower.

The hall in which Elder Coltheart holds his meetings seats 1,300 people. On the opening night there were four full sessions. They were fully booked after the first two days of advertising and they had to turn away hundreds. They took 2,000 reservations before the opening of the first meeting for the following Sunday night.

During that first week, Elder Coltheart opened an effort at Uppsula, not too far from Stockholm. A thousand people were present. Twenty workers came in from Norway, Denmark, and Finland, and were associated with Elder Coltheart in the evangelistic campaign. Elder Eva wrote they are daring to hope they have made a breakthrough in Stockholm. During 1969 it is planned that Elder Coltheart go to Helsinki, and to Oslo or Copen4agen in the latter part of 1968. It is a new day when an Adventist evangelist can preach through an interpreter and maintain a crowd such as is repotted here.

Elder Frame then referred to Dr. Sherman Nagel, who is located in East Nigeria with his wife and youngest son, and the fact they are in the midst of civil war. We have correspondence from Dr. R. E. Krum, who was associated with Dr. Nagel in 68-888

Nigeria prior to coming out and taking a program at Harvard and to whom Dr. Nagel has written. Dr. Nagel says little about his own circumstances, but we do observe he is busy. He says their church work continues to grow encouragingly, and they are having wonderful Wednesday and Friday evening meetings with the patients. He wrote they keep a little short-wave radio in the operating room and this is their only contact with the outside world. He writes, "The situation in Viet Nam certain- ly is very disturbing." He himself is in the midst of a civil wars

In his letter of February 2 he mentions the inflation that has come into the country. The medicines for which he paid $3.50 before the crisis now cost up to $30.00, if and when one can find them.

He writes: "Greet our mutual friends at the General Conference for us. Tell them we thank them for their prayers and interest. We do not know from day to day how to plan, but God has a plan for us and we leave ourselves in His care." Dr. Nagel would certainly request a further prayer in their behalf.

R. H. Pierson, President, said he received a letter from W. D. Eva, in which he passed on a message received from Dr. S. A. Nagel through the Red Cross, February 26, 1968. Dr. Nagel wrote that his family and he are well. The church and hospital work keep them busy, but their courage is good. They may be contacted through the International Red Cross, Geneva. Elder Eva is able to reply with a, message of twenty-five words.

L. C. Naden, President of the Australasian Division, has written that their baptisms for 1967 were 5,136. They are well ahead on their goal of 20,000 bap- tisms during these four years.

R. A. Wilcox, President of the South American Division, said the Lord has been good to them during the past year. The workers have labored most faithfully. They had set a goal of 26,000 baptisms for 1967. M. S. Nigri informs us the last report was that 25,607 had been baptized. We really baptized, we think, more than 26,000, but the reports did not come in very fast. They closed off the reports on January 15. Me official goal for 1968 is 34,000; the local unions have set it up to 38,000. D. A. Delafield, Associate Secretary in the White Publications, described the trip he just completed March 7, 1968, which took him around the world, and lasted one hundred days. Most of his time was spent in the Far Eastern Division, visiting, teaching, and preaching in our principal colleges of the Far East from Seoul, Korea, down to Indonesia. In each of these educational centers Elder Delafield conducted Spirit of Prophecy emphasis weeks, strengthen- ing the faith of overseas youth in the principles of guidance God has given to the Advent movement through the work of Ellen G. White. Meetings were also held in the publishing houses and sanitariums; for example, Manila, Tokyo, and Seoul. In all, thirty-six institutions were on the schedule of appointments.

The Church in the Far Eastern Division shares with the Church in America a full confidence in the Spirit of Prophecy and of Ellen G. White. But there is need for overseas trips to provide a background of knowledge which they probably could not get from any other source except representatives of the White Estate. Translations of Ellen G. White are not plentiful, and these contacts with the field by Elder White and Elder Delafield are most fruitful.

MINUTES of the meeting held March 7, 1968, were approved. INSURANCE SERVICE-- MAN ELCARBALLAL TO WEST COAST BOARD:

The West Coast Insurance Service Board has voted to name Manuel Carballal to serve on its Board of Directors. According to the General Conference of Seventh-day Adventists Insurance Service, Inc. (Calif.) Bylaws,. Article 2 Section 1, members must meet the following requirements:

"Eligibility.--Membership of this corporation shall consist of the board of directors, and no person....shall be eligible for membership unless a member in good standing of the Seventh-day Adventist Church."

VOTED, To approve of Manual Carballal as eligible for service on the.West Coast Insurance Board.

FAR EASTERN DIVISION-- FIXED RATE OF EXCHANGE:

On recommendation of the Far Eastern Division, it was--

VOTED, That the fixed rates of exchange for Indonesia be changed from 240.00 to the U.S. dollar or .00416666, to 280.00 to the U.S. dollar or .00357142; and the West Irian be changed from 24.00 to the U.S. dollar or .0416666, to 28.00 to the U.S. dollar or .035714; effective beginning March 1, 1968.

SOUTH AMERICAN DIVISION-- SECONDARY EDUCATION FOR OVERSEAS CHILDREN:

The South American Division has developed two plans for the secondary educa- tion of overseas children. They have requested that the General Conference give study to and approve the plans.

VOTED, That the South American Division plans for the secondary education of overseas children be approved for one year; and that these plans as given in detail be listed for consideration at the time of the 1968 Autumn Council.

STEWARDSHIP AND DEVELOPMENT SERVICE WORKSHOP:

VOTED, That a Stewardship and Development Service Workshop be held in Washington, D.C., June 24-26, 1968.

REPORTS:

Lawrence M. Nelson, Associate Secretary in the YPMV Department, said they rejoice to bring this good report.

Sister White told us many years ago that "We have an army of youth today who can do much if they are properly directed and encouraged." He referred to the MV TARGET goal of 100,000 baptisms, young people to be won through evangelistic methods during this quadrennium. Since the General Conference session in 1966, through December 31, 1967, we can now report 52,751 baptisms. This effort has been a wonderful blessing to our young people. They are now in the process of conducting 116,800 evangelistic projects.

The Voice of Youth has produced the most results. 15,760 were won by our young people preaching; MV Branch Sabbath Schools have provided 10,065 baptisms. We wish that all the MV societies could do as they have done in Cebu, Philippines. These youth have vowed to present their pastor with a candidate for baptism every month, and they have not failed in the past eighteen months.

W. A. Higgins, Associate Secretary in the Publishing Department, said that our literature evangelists not only sell books by the millions of dollars which will bear fruit some day, but last year they gave away over 3,000,000 pieces of literature to what are called "preferred customers," and enrolled 348,000 in Bible courses. We do not know the full results, but we do have a report that from their contacts 7,729 persons were baptized in the world field last year, a gain of 864 over the number reported the previous year. Wherever we go, soul winning is being emphasized. 68-893 March 21, 1968

Elder Higgins said that last Sabbath he met a humble literature evangelist who told him of having met a Jehovah's Fitness. He visited with her, and gave her a Bible study on the millennium. He told her he would return and give her another study. All together, he gave her seven Bible studies on the millennium. when he had gotten through the seventh, she said, "I have been wrong. I'will talk to a lady right now with whom I have been studying and tell her I have been wrong." The Jehovah's Fitness and the lady she studied with are now both baptized Seventh-day Adventists.

The Chairman, R. H. Pierson, quoted from Eph. 6: 13--"And having done all, to stand." He commented that this is good counsel for Seventh-day Adventist leaders in the times in which we are living. In a time when there are so many trends in the religious world that are headed in the wrong direction--the new morality, Christian atheists, and other things that are going on, and even inside the Church, there are some things we need to keep our eyes on. We are told that the object of God's supreme regard, the Church, is to be the object of Satan's most vicious attack. "The dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ." Rev. 12: 17.

Then Elder Pierson made an appeal to the General Conference leaders to be men who will stand for right though the heavens fall. As leaders in God's cause we ought to stand for right and let folks know where we stand. When Paul said "Come out from among them, and be ye separate," he meant exactly what he said. God's people today ought to be a separate people. As Abraham Lincoln said on one occa- sion, "To sin by silence when they should protest makes cowards of men." In clos- ing he read from The New English Bible translation Eph. 6: 14-20.

REPORTS:

E. E. Cleveland, Associate Secretary in the Ministerial Association, said that he did not receive all the information he tried to get for this report, but that received is certainly encouraging. Two factors led to the upsurge in evangelism in the year 1967. One is the fine dedication of the men in this building to the idea of public preaching and running some form of campaign. This more than any- thing else is heard out in the field at the grass roots. They now believe we mean what we say--that evangelism is growing. There are 54 of our General Conference staff workers who are going out for evangelistic work this year. 68-898

Last year, 4 men baptized 390 to 602. Perhaps the shortest evangelist we have has the tallest figure--F. W. Detamore, with 602, in five campaigns.

2 men baptized between 275 and 300 souls; 29 men baptized between 150 and 266; 141 men baptized between 100 and 150; 243 men baptized between 50 and 99.

The total baptisms for North America last year stands at 23,476 (including profession of faith). There were 243 efforts, and 138 in small towns with short campaigns. In the small cities there were 755 efforts in North America. C. D. Martin, Associate Secretary in the YPMV Department, indicated the deep concern of the Church to adequately prepare our young men for military service. He has just returned from two Medical Cadet Corps Camps--one for the North Pacific Union Conference at Fort Lewis, Washington, the other for the Central Union Conference at Camp Ashland, Nebraska. There were 350 young men in attend- ance; all were much in earnest and not one left camp early. The camp at Fort Lewis marked the first time a military base has been opened for such MCC training.

Last Sunday, Major General Lyle Welch, Adjutant General National Guards of Nebraska, reviewed the cadets at Camp Ashland. He was much impressed and ex- pressed gratitude for the preparation being given Seventh-day Adventists by the Church.

W. E. Phillips, Assistant Treasurer, reported a message received from Brazil concerning a large flood, which left 8,000 people homeless. They requested relief material. He went to the executive offices of Varig Airlines in New York City, and was ushered into the office of an executive. This man had attended our college in Brazil for three years. All of his brothers and sisters had at- tended. It took him less than a minute to approve our sending relief material by air on his airline to Brazil.

DEFERRED-GIVING ARBITRATION COMMITTEE:

At the time of the Inter-Organizational Estate Planning Relationship Committee meeting in Chicago, Illinois, February 1 and 2, 1968, it was felt advisable that there be set up a committee at the General Conference level which could study the problems that come up in the field from time to time and be able to arbitrate.
