This is June 27, 2007. I'm here with Dr. Ed Harper, for the Richard Nixon Presidential Oral History Program. Dr. Harper, I'm delighted that you are joining us today for this interview. Ed Harper Thank you, glad to be here. Timothy Naftali Let's just start at the beginning. How did you come to join the Nixon administration? Ed Harper Well, I was working for Arthur Doolittle[phonetic sp], a consulting firm here in Washington, doing public policy analysis in different areas, and an old friend of mine from high school days, Bud Krogh, asked me if I'd come over and have lunch with him and John Ehrlichman, and I did. And John said, "Well, when can you join us on the domestic policy staff?" And I said, "How about Friday?" So that's how I came to be on the staff. Timothy Naftali At -- Male Speaker One second. When Richard Nixon became President, he appointed Bob Mayo to be Director of the Bureau of the Budget then. BACKGROUND Secretary Lynn, as Chairman of the Domestic Council Committee on Community Development, has convened an inter agency task force to review Federal Planning Assistance Programs. HUD Assistant Secretary David Meeker heads that task force which includes representatives from Agriculture, Commerce, EPA, HUD, Interior, Justice, Labor, Transportation, CEQ, HEW, OMB and the Domestic Council. -

Weinberger, not a defense technocrat, managed a massive defense buildup of 1.5 trillion dollars over a four year period. A biographical approach to Weinberger illuminates Reagan’s selection, for in many ways Weinberger harkens back to an earlier type of defense manager more akin to Elihu Root than Robert McNamara; more a man of letters than technocrat. -

Afterword AS SENATOR Sam Ervin completed his 20-year Senate career in 1974 and issued his final report as chairman of the Senate Watergate committee, he posed the question: “What was Watergate?” Countless answers have been offered in the 40 years since June 17, 1972, when a team of burglars wearing business suits and rubber gloves was arrested at 2:30 A.M. at the headquarters of the Democratic Party in the Watergate office building in Washington. Four days afterward, the Nixon White House offered its answer: “Certain elements may try to stretch this beyond what it was,” press secretary Ronald Ziegler scoffed, dismissing the incident as a “third-rate burglary.” History proved that it was anything but. Two years later, Richard Nixon would become the first and only U.S. president to resign, his role in the criminal conspiracy to obstruct justice—the Watergate cover-up— definitively established. Another answer has since persisted, often unchallenged: the notion that the cover-up was worse than the crime. This idea minimizes the scale and reach of Nixon’s criminal actions. Ervin’s answer to his own question hints at the magnitude of Watergate: “To destroy, insofar as the presidential election of 1972 was concerned, the integrity of the process by which the President of the United States is nominated and elected.” Yet Watergate was far more than that. Statistical Déjà Vu: The National Data Center Proposal of 1965 and Its Descendants by Rebecca S. Kraus, Ph.D. History Staff U.S. Census Bureau For presentation at the Joint Statistical Meetings Miami Beach, FL, August 1, 2011 This paper is to inform interested parties of ongoing research and to encourage discussion. Any views expressed on historical issues are those of the author and not necessarily those of the U.S. Census Bureau. Abstract Issues concerning sharing of statistical information, linking data sets, and storing and preserving data collected by the federal statistical agencies have long sparked debate. This paper focuses on the National Data Center proposal of 1965, ensuing public concern over its privacy implications, and the response of the Bureau of the Budget and the U.S. Census Bureau. The purpose of this study is to identify the issues leading to the development of the proposal, as well as the consequences of the proposal, in order to inform current policy decisions, particularly in regard to the U.S. Census Bureau. Examples of subsequent efforts at statistical consolidation and data sharing highlight the persistent theme of statistical déjà vu. Baker III Institute for Public Policy Abstract: This report covers the presidential work schedules of Presidents Dwight Eisenhower through George H. W. Bush during their first 100 days in office. It reports on patterns of work carrying out presidential responsibilities and reviews a number of strategies for expanding the president’s discretion and using that discretion to affect policy. The report concludes that adopting an hierarchical White House organizational structure, one commanded by a White House Chief of Staff, improves the president’s workday, finds more opportunities for discretion, and broadens the cadre of the president’s “inner circle.” It identifies a number of opportunities for increased presidential discretion beyond controlling the numbers of ceremonial events on the president’s schedule. -

Roy Ash Oral History 1 Naftali: Hi, my name is Tim Naftali. I'm the Director Designate of the Richard Nixon Library and Museum. I'm here today to interview Roy Ash. I'm in Bel Air. It's April 9, 2007, and I'm interviewing Mr. Ash for the Richard Nixon Presidential History Program. Mr. Ash, thank you for joining me today. Ash: Thank you very much for thinking of me even coming. Naftali: You had a major effect on the way in which people thought about management in the Nixon administration. It's important to talk to you. Let's start with how you met President-Elect Nixon. Ash: He was running for his 1972 election. That's what it was. And I was going to give him a contribution to help him win -- Naftali: Do you mean '68? Ash: '68, yes, that's right. Not '72, '68. And he won and when he got into the office, when he got into the office, he was sent to the hotel in New York City for the transition time between the previous administration and his. And I got a call from somebody in the office who said the President-Elect would like to see you. So I came down to the hotel, and Nixon said, "As you know," I remember this kind of almost literally -- "As you know, I've been Vice President and I've seen a lot of management problems. I'd like your help." And I didn't know what he was talking about except the general idea of management. -

In Rome, there is movement toward the long sought after U.S. goal of encouraging other developed countries to share in the food aid burden, especially in the next several critical months until a new crop can be harvested. However, the U.S. decision not to commit now to providing more food aid in the short term will be interpreted by many as a failure 11 to do everything humanly possible to assure that our future con tribution will be responsive to the growing needs.
