Edición Especial 2008 Editorial Estimados Lectores, Este año celebramos el 3 de Octubre en un positivo ambiente económi- co. Perú pronostica un crecimiento de 10%, el más alto de la región, sostenible gracias a los proyectos pendientes. En Bolivia el crecimiento será de 5 ó 6%. El intercambio comercial entre Perú y Alemania romperá nueva- mente un record, con cerca de US$ 2 mil millones. En Bolivia el intercam- bio con Alemania se ha casi duplicado. Sin embargo la situación política en Bolivia sigue preocupando: el referéndum no aportó respuestas a los pro- blemas de fondo. La inflación percibida en nuestros países es un signo nor- mal del crecimiento que atraviesan y, en el caso peruano, no debiera ser sobrevalorada ni mucho menos ser motivo para que se intente frenar el crecimiento. Si bien en Bolivia la inflación es mayor, la reacción de ambos Bancos Centrales debe ser prudente. En Bolivia concentraremos nuestros esfuerzos en la realización de eventos de actualidad para nuestros socios y en el Sistema de Formación Profesional Dual. En esta edición les informamos además sobre el cierre del proyecto ini- ciado a raíz del terremoto que sacudió Perú en agosto del 2007. Con la ayuda alemana obtenida gracias a la iniciativa de la AHK Perú y el apoyo de Welthungerhilfe fue posible reconstruir la escuela de Nuevo Ayacucho, centro poblado ubicado a 200 Km. al sur de Lima. Si bien la participación femenina en la dirección media de las empresas alemanas ha aumentado, la presencia de mujeres en la alta dirección es bastante escasa. A este nivel el por- centaje de ejecutivas solo ha aumentado en un 2,3 % (de 3,2 % en 1995 a 5,5 % en 2008). En principio, lo que debería cambiar es la actitud mas- culina ante un estilo de gestión distinto al suyo y dejar de considerarlo un riesgo cuando es en realidad un beneficio. Por su parte, las mujeres deben dejar de conformarse con menos, según Magret Suckale, quien hasta junio del 2008 fuera Directora de Personal de la Deutschen Bahn AG y con ello la única mujer entre 553 directores de las 100 empresas más grandes de Alemania. Monaco Abstract This Comments argues that the Europol Convention will be an effective and workable mech- anism for countering international crime within the European Union, and therefore should be rat- ified by Member States. Part I discusses the theoretical basis for international police cooperation, and analyzes the agreements and initiatives among EU Member States which predate Europol. Part II examines the obstacles that have delayed the completion of the Europol Convention, as well as the particular aspets of the Convention that may delay or prevent its ratification.
