Knowingly or unknowingly media has directly influenced on intensification of ethnic conflict which was the greatest calamity in the country inherited to a more than three decades history. At the end of 1970th decade, the newspaper became as the only media which is more familiar and which can heavily influence on public. The incident that the brutal murder of 13 military officers becoming victims of terrorists on 23rd of 1983 can be identified as a decisive turning point within the ethnic conflict among Sinhalese and Tamils. The local newspaper reporting on this case guided to an ethnical distance among Sinhalese and Tamils. It is expected from this investigation, to identify the newspaper reporting on the case of assassination of 13 military officers on 23rd of July 1983 and to investigate whether that the government and privet newspaper media installations manipulated their own media reporting accordingly to professional ethics and media principles. The data has investigative presented based on primary and secondary data under the case study method related with selected newspapers published on July of 1983, It will be surely proven that journalists did not acted to guide the folk consciousness as to grow ethnical cordiality and mutual trust.

    29 complaints against newspapers PCCS, Colombo, 07.06.2007 The Press Complaints Commission of Sri Lanka had received 29 complaints against newspapers during the first quarter of this year of which the commission had dealt with. A statement by the commission on its activities is as follows: The Press Complaints Commission of Sri Lanka (PCCSL) was established three and a half years ago (Oct. 2003) by the media to resolve disputes between the press, and the public speedily and cost-effectively, for both, the press and the public, outside the statutory Press Council and the regular courts system. We hope that the PCCSL has made things easier for editors and journalists to dispose of public complaints on matters published in your newspapers, and at no costs incurred in the retention of lawyers etc. In a bid to have more transparency in the work of the Dispute Resolution Council of the PCCSL, the Commission decided to publish the records of the complaints it has received.     BEACH MANAGEMENT CONFLICT CASE STUDY: SINGER ISLAND, FLORIDA Location: Singer Island, City of Riviera Beach, Palm Beach County, Florida Singer Island is part of a peninsula located along the coast of southeast Florida that separates the Lake Worth Lagoon from the Atlantic Ocean (Figure 1). Singer Island is under the jurisdiction of the City of Riviera Beach and is bordered by John D. MacArthur Beach State Park to the north and the Town of Palm Beach Shores to the south (Figure 2). This approximately two-mile stretch of beachfront is home to some of the most valuable real estate in Florida and is heavily developed with high-rise condominiums and hotels. Figure 1. Summary Like much of Florida’s densely developed beachfront, beach erosion has been an ongoing problem at Singer Island, becoming especially critical in the past ten years. The current conflict began in 2006 when Palm Beach County applied for a permit from the state to build a series of offshore breakwaters along Singer Island (Humiston & Moore Engineers 2006). Breakwaters are piles of rock installed just offshore to decrease wave energy and consequential erosion along the shoreline. After years of debate and revisions, the breakwater proposal was ultimately rejected by the Palm Beach County Board of County Commissioners in March 2011. Barana Waidyatilake Introduction Sri Lanka has, in recent years, begun to increasingly feature in discussions on the Asian ge- opolitical environment. Occupying a strategic location astride the Indian Ocean sea-lanes, Sri Lanka has been attracting the interest of major powers such as India, China, and more recently, Japan and the US. Naturally, this has generated speculation on whether Sri Lanka is poised to play a new role on Asia’s rapidly changing geopolitical stage. However, much of this commentary proceeds from an outside-in perspective, rather than providing in- sight into how Sri Lanka itself looks at the evolving regional context, and how it evaluates its role therein. This paper seeks to provide a Sri Lankan perspective on its regional role. On the one hand, it will show that Sri Lanka is indeed charting a new course for itself in the region through pursuing a more proactive economic diplomacy; such diplomacy seeks to embed Sri Lanka within what its Prime Minister Ranil Wickremesinghe called ‘the multi-layered regional- ism’ emerging in Asia.1 On the other hand, it will demonstrate that Sri Lanka is also seek- ing to reclaim a role it had played in the past - that of being a regional normative leader - by initiating regional dialogue on freedom of navigation, and by positioning itself as a re- gional information and coordination hub on non-traditional maritime threats.
