Hallituksen vuosikertomuksesta säädetään tarkemmin valtioneuvostosta annetun lain (175/2003) 9 a §:ssä sekä valtion talousarviosta annetun lain (423/1988) 17 ja 18 §:ssä. Talousarviolain 18 §:ssä edellytetään, että hallituksen vuosikertomukseen otettavien valtiontalouden ja valtion taloudenhoidon sekä toiminnan tuloksellisuuden kuvausten tulee antaa oikeat ja riittävät tiedot talousarvion noudattamisesta, valtion tuotoista ja kuluista, valtion taloudellisesta asemasta sekä tuloksellisuudesta (oikea ja riittävä kuva). Säädöstasolla kertomuksen sisältöä määrittävät erityisesti myös valtion talousarviosta annetun asetuksen (1243/1992) vaatimukset. Hallituksen vuosikertomusta koskeva asetustasoinen sääntely on uudistettu helmikuussa 2016 voimaan tulleella valtion talousarviosta annetun asetuksen muutoksella (118/2016). Närmare bestämmelser om regeringens årsberättelse finns i 9 a § i lagen om statsrådet (175/2003) och i 17 och 18 § i lagen om statsbudgeten (423/1988). Enligt 18 § i lagen om statsbudgeten ska de redogörelser för statsfinanserna och skötseln av statsfinanserna samt resultatet av statens verksamhet som tas in i regeringens årsberättelse ge riktiga och tillräckliga uppgifter om hur budgeten följts och om statens intäkter och kostnader, statens ekonomiska ställning och resultat (rättvisande bild). På författningsnivå bestäms berättelsens innehåll dessutom särskilt av kraven i förordningen om statsbudgeten (1243/1992). Förordningsbestämmelserna om regeringens årsberättelse har förnyats genom en ändring av förordningen om statsbudgeten (118/2016), som trädde i kraft i februari 2016. In accordance with Article 4 of Regulation 473/13, the General Government Fiscal Plan is based on independent macroeconomic and fiscal forecasts produced by the Economics Department of the Ministry of Finance. Specific information relating to the Stability Programme is presented in Appendix 5. The General Government Fiscal Plan 2020–2023 does not contain new policy lines; it is based on current legislation and it takes into account the impacts of decisions made by Prime Minister Sipilä’s Government on expenditure and revenue levels in the coming years. The Government has today, following preparatory consideration of the matter in the Ministerial Finance Committee and pursuant to section 2 of the Decree on the General Government Fiscal Plan (120/2014), section 1 of the Budget Decree (1243/1992) and the Government’s decision issued on 24 April 2003 on the principles of formulating central government spending limits proposals, budget proposals and operating and financial plans, issued the following General Government Fiscal Plan and the central government spending limits decision included within it as well as a limit for local government expenditure set by central government measures: 1.     MEDDELANDE 1 ( 7 ) 12.2.2018 kl.10:00 Solidium Oy:s halvårsöversikt 1.7.–31.12.2017: • Avkastningen på Solidiums aktieinnehav var 4,0 procent under rapportperioden och 12,9 procent under kalenderåret 2017 • Solidiums substansvärde minskade med 39 miljoner euro under halvårsperioden pga. vinstutdelningen på 307 miljoner euro och var 7 656 miljoner euro i slutet av översikts- perioden • Solidiums ordinarie bolagsstämma beslutade om en vinstutdelning på 307 miljoner euro och Timo Ahopelto valdes som ny medlem till styrelsen för bolaget • I enlighet med den nya strategin har Solidiums verkställande direktör Antti Mäkinen blivit nominerad till styrelserna för Metso Abp, Sampo Abp och Stora Enso Abp Antti Mäkinen, verkställande direktör för Solidium, kommenterar översiktsperioden så här: ”Uppgången på aktiemarknaden mattades av något under andra halvåret 2017, vilket på- verkade även Solidiums innehavsbolag. Oavsett detta ökade aktieinnehavens värde från 8,2 miljarder till 8,5 miljarder euro under översiktsperioden. Glädjande var den fortsatt goda kursutvecklingen i Outotec, Stora Enso och SSAB under översiktsperioden. Under översiktsperioden slutförde Solidium arbetet med strategiuppdateringen där den främsta förändringen hänger samman med en aktivare ägarroll. Effekterna av denna strate- giuppdatering på händelserna efter utgången av översiktsperioden blir synliga i bland annat det att jag kandiderar till styrelserna för våra innehavsbolag. Jag har blivit nominerad till styrelserna för Metso, Sampo och Stora Enso i vårens bolagsstämmor. Ett av våra strategiska mål är att Solidium på längre sikt har en representant i styrelserna för varje innehavsbolag. Som en del av förnyelsen av aktieportföljen har vi under de två senaste veckorna sålt aktier i SSAB, vilket motsvarar cirka 3,6 procent av de emitterade aktierna och ett försäljningsbe- lopp på 151 miljoner euro.

We supplement the financial services offered by banks and other providers of financing. We help Finnish enterprises to succeed and boost their competitiveness. By granting financing, we can participate in projects seen as having the potential for success. We provide financing 376 for the start, growth and internationalisation of enterprises experts and for protection against export risks. No good project or investment should fail for lack of financing. Finnvera’s operations are steered by the relevant legislation, international agreements, and the industrial and ownership policy goals determined by the State of Finland. The funds needed for granting credits are obtained from the international financial market. Personnel 376 experts work in Finnvera.
