LOCATION Portsmouth lies at the centre of the South coast alongside the Solent, 65 miles south- west of London and 19 miles to the east of Southampton. The major part of the City lies on Portsea Island which is served by three road links to the mainland, the M275, the A3 London Road and the A2030 Eastern Road, all of which connect with the M27/A27. There is a mainline train service to London Waterloo, a passenger ferry service across the entrance to Portsmouth Harbour to Gosport, passenger and car ferry services to the Isle of Wight and passenger and car ferry services to France and Spain from the Portsmouth Continental Ferry Port. The population of the urban area is some 187,000 with an age demographic reflecting that of the UK. The property is located in Eastney on the south eastern corner of Portsea Island. The building itself is situated on the north side of Eastney Esplanade overlooking Eastney Beach and Seafront. Postcode: DESCRIPTION PO4 9PX The Museum is the former Officers’ quarters and mess completed circa 1865, designed by William Scamp (Director of the Admiralty Works dept) and is the principal building within the Eastney Barracks site. It is of substantial Victorian construction, with an imposing central section with balcony colonnades, twin external staircase approach and central stone gabling incorporating a coat of arms. The building retains its original interior plan, with a number of large and imposing “state” rooms: reception [vestibule], grand staircase [colours hall], picture gallery, and dining hall [Mountbatten Room] at first and second floor levels. The western front elevation of the property faces an open expanse of grass, to the south a small assault course and collection of static military equipment (not included in the sale), and to the north a formally landscaped ‘memorial garden’ and number of static memorials (including the Lumsden memorial). Eastney Fort East lies to the south east of the Museum building, abutting Eastney Esplanade. Directly to the west of Eastney Fort lies an area of open land that formerly provided a 180-space car park for the Museum’s visitors. PLANNING / HERITAGE DESIGNATION The Development Plan for the site consists of the Saved Policies of the Portsmouth City Local Plan 2001-2011, the Portsmouth Plan [Core Strategy] adopted in 2012 and associated Supplementary Documents. The objectives of policy PCS9 seek to ensure that any new development will contribute to the revitalisation of the seafront, tourism and the wider regeneration strategy of the City. We understand the property is Grade II listed and is within the Eastney Barracks Conservation Area. Portsmouth City Council produced a planning brief for the property, which notes the following: • The Museum building and Lumsden memorial (within the Memorial Garden) are Grade II listed. • Eastney Fort East and the knapped flint perimeter wall east of the Museum building are Scheduled Ancient Monuments (SAM). • Any scheme proposed in the future will require support from a Heritage Statement. • The western façade of the Museum building is architecturally significant and the loss or alteration of it would not be feasible. • The state rooms of the Central Core do not lend themselves to conversion. • The Council wish to engage with prospective developers through the pre- application process. TITLE OWNERSHIP Within the Sales Information folder available on request, the Title Entries and Plans are provided to identify any covenants, rights of way, obligations etc. prevailing over the land. The Trustees own the freehold interest in the North Wing of the main Museum building (shaded blue) and the site of the Eastney Fort East (shaded grey). The Central Core and South Wing, together with land to the front of the Museum including the Memorial Gardens and the current car park facility (all shaded pink) is owned freehold by the DIO. The areas shaded brown are included in the sale but to be retained and must have continual public access. The north west corner of the site is covenanted and that area is not to be used for any other purpose other than for Band Concerts, Tattoos or Beating Retreat. The sports ground area marked in red stripes is not part of the site and not included. DEVELOPMENT OPPORTUNITY We consider there is significant potential to redevelop or re-occupy the building and grounds (as a whole or in parts) for a wide range of alternative uses such as residential conversion, educational/training centre, nursing home/healthcare, event/conference centre, offices, designer hotel etc. The current use class is D1 and any future use will be subject to a reserved matters application taking account of the Conservation Area and Listed Building Status, as designated by Portsmouth City Council.     PART THREE PORTSMOUTH DOCKYARD IN THE TWENTIETH CENTURY1 3.1 INTRODUCTION The twentieth century topography of Portsmouth Dockyard can be related first to the geology and geography of Portsea Island and secondly to the technological development of warships and their need for appropriately sized and furnished docks and basins. In 2013, Portsmouth Naval Base covered 300 acres of land, with 62 acres of basin, 17 dry docks and locks, 900 buildings and 3 miles of waterfront (Bannister, 10 June 2013a). The Portsmouth Naval Base Property Trust (Heritage Area) footprint is 11.25 acres (4.56 hectares) which equates to 4.23% of the land area of the Naval Base or 3.5% of the total Naval Base footprint including the Basins (Duncan, 2013). From 8 or 9 acres in 1520–40 (Oppenheim, 1988, pp. 88-9), the dockyard was increased to 10 acres in 1658, to 95 acres in 1790, and gained 20 acres in 1843 for the steam basin and 180 acres by 1865 for the 1867 extension (Colson, 1881, p. 118). Surveyor Sir Baldwin Wake Walker warned the Admiralty in 1855 and again in 1858 that the harbour mouth needed dredging, as those [ships] of the largest Class could not in the present state of its Channel go out of Harbour, even in the event of a Blockade, in a condition to meet the Enemy, inasmuch as the insufficiency of Water renders it impossible for them to go out of Harbour with all their Guns, Coals, Ammunition and Stores on board. He noted further in 1858 that the harbour itself “is so blocked up by mud that there is barely sufficient space to moor the comparatively small Force at present there,” urging annual dredging to allow the larger current ships to moor there.

McGrath History and Description Fort Cumberland, designed to defend Portsea Island’s Eastern flank, was the last self-contained fully bastioned fortress constructed in England. It was the brainchild of the 3rd. Duke of Richmond, who, as Master general of the Ordnance, conceived it during an extensive Southern tour in 1782. He most likely envisaged a showpiece structure incorporating new techniques advocated by the Frenchman Montalembert. These were not, however, immediately acceptable to English Engineers trained more traditionally in the Vauban school. So a compromise was reached utilising casemates revived by Montalembert and Vauban’s bastions. The twenty-five year project involved thousands of transport-destined convicts representing a security nightmare but a cheap and semi-skilled labour force.

    GENDER AND NATIONHOOD: BRITAIN IN THE FALKLANDS WAR INTRODUCTION: ‘THE YOMPER’ In 1992 Lady Thatcher gave the inaugural speech at the unveiling of a commemorative statue of ‘The Yomper' at the Royal Marines Museum in Eastney, Portsmouth. This ceremony, and the statue itself, link together the two areas which this paper examines: the ways in which the Falklands War was gendered and the ways in which it was represented as a continuation of the Second World War. In its physical appearance 'The Yomper' is a very active, heroic, masculine representation of war and of soldiering. Not all commemorative statues of war look like this: the Vietnam Memorial in Washington and the Cenotaph in London show that memorials to the dead in warfare do not have to literally 'refigure' them. Instead, 'The Yomper' can be seen as a particular way of remembering a particular war. The Falklands War was a war in which gender divisions were seen in very sharp relief. Men went away to battle whilst women waited at home. The male soldiers seen in the media and spoken of in Parliament were active, fighting for their country; the women at home were seen as relatively passive, able to do little except wait for news of their men. The statue represents, in figurative form, this gendering of warfare. Unveiling the statue, and explaining how the phrase 'to yomp' had entered the British language in 1982, Lady Thatcher described the role of the Royal Marines, and of the rest of the Task Force, during the Falklands War: "Without warning, they and others were called upon to restore British people and British territory to the freedom and justice which we take for granted.
