Constitution, the Flag, the Coat of Arms and the Anthem Flag of Asgardia Coat of Arms of Asgardia The final decision on the national symbols will be passed by the Parliament of Asgardia 2 CREATING A SPACE NATION On 12 October 2016, at a press conference in Paris, Igor Ashurbeyli, a distin- guished aerospace scientist, visionary and philanthropist, announced the creation of Asgardia, the first space nation in the history of humanity. It is a global, integrative project, aimed at fostering peace, providing free access to space technologies for all nations and their citizens, and protecting planet Earth from natural and man-made threats from outer space. Asgardia’s concept comprises three parts – philosophical, legal and scientific/technological Asgardia invites everyone into the future 3 PHILOSOPHY Asgardia’s philosophy began with selecting the nation’s name – Asgardia. In ancient mythology, Asgard was a country in the skies, the country of gods, the country of dreams. Asgardia’s distinction in the philosophical sense is serving all humanity and every individual regardless of their personal prosperity or the prosperity of their country of origin Asgardia’s philosophical envelope is to ‘digitalise’ the Noosphere, the mirror image of humanity in space, but without the Earthly division into states, religions and nations. In Asgardia, we are all - Earthlings! Asgardia’s motto is: One Humanity – One Unity. 4 Asgardia is a nation of free-thinking people Steve Bronstein/ Getty Images LEGALITIES Many of the problems relating to global space law remain unresolved. There is too much influence of geopolitical conflicts, rooted in the history of Earthly nations. That is why it is time to create a new judicial reality in space. Asgardia’s core principle is that future space law should not become the law of the jungle. Today, only about 20 countries on Earth, out of about 200, have a space presence and lay their claim to a monopoly and certain exclusivity. Future space law must provide equal opportunities to all countries, not just to the ones that already have active space programmes and commercial interests in space A core legal principle is that Asgardia does not interfere in relations between states on Earth – and vice versa. Asgardia proposes ‘astropolitics’ as opposed to ‘geopolitics’ 5 SCIENTIFIC AND TECHNOLOGICAL Peace, Access and Protection are the three scientific and technological goals of Asgardia PEACE - to ensure the peaceful use of space. ACCESS - to create a demilitarised and free scientific base of knowledge in space. This will provide free access for all, especially for those in developing countries who do not currently have access to space access. Such access should be free and direct. PROTECTION - to protect planet Earth from natural and man-made space threats. 6 Asgardia opens up space for everyone TECHNICAL INFRASTRUCTURE Asgardia's technical structure in space is comprised of three types of segments. Orbital segments: Satellites Clusters of net- Protective space Space arcs work-centric small sat- platforms ellites and nanosatellites Earthly segments: Mission Control Launch facility Mission center Satellite factory Center Moon segments or localities will be represented by settlements and businesses. The space technologies of Asgardia will protect planet Earth 7 FIRST HALF A MILLION PEOPLE The official website, asgardia.space, was launched on 12 October 2016, and more than 100,000 people applied in the 40 hours following the announce- ment of Asgardia’s creation. More than 500,000 applied in the first 20 days At present, website counters show the current number of Asgardians who have passed the second level of the verification, as well as the future citizens of Asgardia who have passed the third level of verification and have voted on the Constitution, the flag, the coat of arms and the anthem. Upon completion of the registration and the acceptance of the Constitution – the third level of verification – every new Asgardian is issued a certificate with a unique ID number. This ID number will be used in the future for receiving an ID card and, finally, a passport, as well as for obtaining various services from the state, including social services and banking operations. 8 In Asgardia we are all - Earthlings WHO ARE WE, ASGARDIANS? The current population of Asgardia consists of citizens of 204 Earthly nations, 175 of which are members of the UN. The Asgardia administration team organises regional groups on forums and in social networks to allow Asgardians to communicate in their native languages. The national symbols of Asgardia have been selected. The Central Electoral Commission has begun working in preparation for Asgardia’s parliamentary elections. Out of 140,000 Asgardians who took part in the voting, 101,500 (or 72.5%) voted in support of the Constitution Asgardia creates new space law 11 HEAD OF NATION On 20 January 2017, by Decree No 1, after more than 150,000 people residing in more than 150 countries had expressed their support, Igor Ashurbeyli was of- ficially announced as the Head of Nation by Decree 1. In accordance with section 2 of Article 32 of the Constitution of Asgardia, on 10 September 2017, by Decree No 10, Igor Ashurbeyli officially assumed the position of the Head of Nation. The map shows Earthly cities with the number of Asgardians residing in each of them. Asgardia does not see Earthly boundaries. That is why all Earthly cities are marked with the same colour on the map of Asgardia. This map will become an effective tool for the global communication among Asgardians Asgardia is a nation without boundaries 13 Head of Nation Igor Ashurbeyli meets local Asgardians after the Hong Kong conference COMMUNITY On the official website of Asgardia, every Asgardian can have a personal blog, participate in the discussions of all publications, and conduct their own election campaigns at all levels. The forum on the website and the social media pages are organised according to subject matter and languages, so that everyone can be informed about devel- opments, participate in discussions according to their interests, and organise meetings in their communities. There are many official groups, including 50 regional ones with more than 200,000 followers on Facebook, Twitter and Instagram 14 We are not the best – we are the future ECONOMICS Private donations: Anyone can make a donation in support of the future of Asgardia on the official website. There are no limits on donations from individuals and organisations. NGO Asgardia: Non-governmental organisation Asgardia is registered to serve as a prototype for a future space nation. The organisation’s budget is comprised of entrance and annual fees both from individuals and from members of associations who take part in the development of space programmes. Asgardia AG: A joint-stock company Asgardia is an investment company that accepts means from investors for the creation of space and technological programmes. These programmes are aimed at the development of the nation of Asgardia in general, and on certain projects in particular. It is led by Igor Ashurbeyli, chairman of UNESCO’s Science of Space Committee and founder of the Aerospace International Research Centre in Vienna. At first glance, it’s an amazing concept and surely one that every space scientist should welcome. Arsenault Fund at McGill Faculty of Law Almost sixty years of exploration and use of outer space have brought unprecedented benefits to mankind. Humanity now depends heavily upon space, and even a single “day without satellites” would have disastrous impacts for everyone on Earth, particularly those who increasingly rely on space assets. However, many concerns exist today across a broad spectrum of issues with regard to space activities that impact upon notions of national and global security. Vavilov RAS (Moscow, Russia) E-mail: [email protected] https://orcid.org/0000-0002-1094-7770 The article deals with the philosophical foundations of the theory and practice of creating Cosmic Humanity. It suggests a new idea, concept and technology of organizing cosmic communities, i.e. communities of people aspiring to space, striving to explore space, to fly and live beyond the Earth: the Cosmic Union of communities for the implementation of the superglobal project to create Cosmic Humanity. The methodological, social and technological aspects of the evolution of cosmic communities are described. The options, ways, models and projects of the institutionalization of such communities in the process of space exploration, as well as the creation of Cosmic Humanity are systematized. A brief analysis of the history and experience gained during the Space Age and the Space Revolution is made using the examples of the two types of Cosmic Humanity: (1) the global astronaut community (1959-2018) and (2) the Asgardian community — a megaproject of the first space state created in the cosmopolitan paradigm form of constitutional monarchy based on digital technology (2016-2018). A new powerful stream of people aspiring into space (more than 1 million people) has arisen and is growing. The problems and features of the transition process during the creation of Cosmic Humanity are shown. A general assessment of the potential and problems of applying new technologies is given.

Hanlon††† † Humaid Alshamsi is a founding partner of ABH Aerospace and Legal Counsel to the Dubai World Central Corporation, where he provides legal services for an emerging 145 sq. km. master-planned city that includes aviation and logistic districts beside the world’s biggest airport in the making (Al Maktoum International Airport). Prior to this current position, Mr. Alshamsi was the first lawyer to work for the UAE General Civil Aviation Authority (GCAA) where he was involved in a number of legislations related to aviation, such as the Civil Aviation Law, GCAA’s Establishment Law, and Advance Passenger Information Law.
