It consists of a collection of salient, topical areas for voter education. For quick reference and easy reading, the presentation is organized in a mix of popular education and brochure style format. Although the content is in detailed summary form, the quantity and variety of topics make this book a one-stop resource for civic education in Belize. The target audiences are: Educators Curriculum Developers Government Agencies Political Organizations Civil Society Non-governmental Organizations Youth Groups Church Groups Lay Persons Media Houses This is all encompassing. A Framework for Voter Education 3 ○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○ Electoral Management Bodies of Belize 4 A Framework for Voter Education ○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○ THE “WHAT IS” What is The Elections and Boundaries Commission? he role of the Elections and Boundaries Commission is set out in Section 88 T(13) (14) of the Constitution of Belize which states: (13) “The Commission shall be responsible for the direction and supervision of the registration of voters and the conduct of elections, referenda and all matters connected therewith”. (14) “In the exercise of its functions, the Commission shall not be subject to the direction or control of any person or authority and shall, subject to the provisions of this Constitution, act in accordance with the Representation of the People Act or any other law, rule or regulation relating to elections”. Also Section 90 empowers the Commission to make proposals to the National Assembly regarding boundary redistricting. here is a Chairman and four Members. The Chairman and two members are Tappointed by the Governor General, acting in accordance with the advice of the Prime Minister after consultation with the Leader of the Opposition. The other two members are appointed by the Governor General, acting in accordance with the advice of the Prime Minister, with the concurrence of the Leader of the Opposition. he terms consult and concur empower both the Government and the Opposition to Tappoint members to the Elections and Boundaries Commission. EAdministered by a Chief Elections Officer, the Elections and Boundaries Department is responsible for the day to day electoral management on behalf of the Elections and Boundaries Commission, specifically the following sections: Administrative Provisions Elections Continuous Registration Election Rules Adjustment of Electoral Records on Redistricting he Staff of the Elections and Boundaries Department are Public Officers as defined Tby the Belize Constitution whose conduct is governed by the Public Service Regulations and, where appropriate, the General Workers Rule. The Chief Elections Officer is also the Head of the Department. 6 A Framework for Voter Education ○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○ ABOUT US - A PROFILE Overview he Elections and Boundaries Department is one of two Election Management Bodies Tin Belize. The Department was initiated in 1989 after amendments to Section 88 of the Constitution (S.I. No. 26 of 1988), and the resultant amendments to the Administrative Provisions of the Representation of the People Act (ROPA). At that time the responsibility for staffing and other administrative obligations were transferred from the Elections and Boundaries Commission to the Public Services Commission. The Chief Elections Officer was appointed by the Governor General in accordance with the advice of the Prime Minister. An amendment to Section 107 of the Constitution in 2001, transferred the appointment of the Chief Elections Officer to the Public Services Commission. The Chief Elections Officer is the Head of the Department. The primary functions of the Department are: Electoral Administration Voter Education Electoral Administration ome 90% of the Department’s workload focuses on electoral administration. Five Stasks in electoral administration are directly related to registration matters. These are: The maintenance of electoral registers both electronic and manual Registration of new electors Processing transfers of electors from one division to another Processing of changes, such as change of names and addresses within the division Preparing replacements of Identification Cards Producing new Identification Cards Other related tasks are making corrections, ensuring quality control to maintain the integrity of the database, conducting physical investigations on the residences of the new registrants, preparing for and presenting transactions at the Monthly Revision Court, and making representations at the Annual Revision Court. A Framework for Voter Education 7 ○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○ Voter Education oter education has been an initiative of the Department since November 1999, with Vthe launching of a first publication entitled, “Selecting Our Leaders—Past and Present”. The primary focus of the Department is to: Provide the tools and support needed by personnel Maintain an accurate, transparent database and electoral systems Forge partnerships Share, link, network and reach out to like Organizations and Stakeholders This is done through: Lectures Publications Workshops Maintaining Library Corners Talk Shows Maintaining website Disseminating information to schools, libraries , NGO’s, media, and political parties Other Functions ection 90 of the Belize Constitution was amended by S.I. No. 26 of 1988. The Section Sempowers the Elections and Boundaries Commission to make recommendations to the National Assembly on boundary redistricting. The Department’s role is to provide technical assistance to the Elections and Boundaries Commission and to adjust the electoral roll as per the ROPA after the redistricting becomes law.     DESCRIPTIVE STATISTICAL ANALYSIS 2012 General Elections By Myrtle Palacio INTRODUCTION This is a generalized descriptive statistical analysis of the 2012 General Elections. Using 2008 as the base year for comparison with the 2012 Elections, the analysis will scrutinize the electoral divisions by administrative district. Voter turnout will be targeted in place of pure numbers primarily for uniformity, as the voter populations of electoral divisions are not equal, and may cause the outcome to be perceived as misleading. For example in Toledo West, the variance of win is 1,297 and in Fort George it is 487. In terms of pure numbers Toledo West demonstrates a party popularity of nearly three times that of Fort George. However the outcomes for both are nearly the same when the percentage is utilized: the PUP candidate in Toledo West garnered 62.45% voter popularity and the PUP candidate in Fort George garnered 61.92%. Voter turnout and party popularity indicate voter participation at the polls and to a great extent communicates voter behaviour or attitude; and the outcomes in the examples clearly conveys that nearly two- thirds of the Voters wanted the PUP. The data for this exercise come primarily from two tables in the Appendix, namely Appendix i “Summary Result of General Elections 1979 to 2012” and Appendix ii “Election Outcome by Division Party and Voter Participation”. Table ii compares the voter turnout of 2008 with that of the 2012 election by party and by division. The source for the tables and appendices are my recent publications and papers and the Elections and Boundaries Department for 2012 election result.

Dylan Gregory Vernon 2 Abstract Presenting Belize as an illustrative and critical case of clientelist democracy in the Commonwealth Caribbean, this thesis explores the origins of clientelist politics alongside the pre-independence birth of political parties, analyses its rapid expansion after independence in 1981 and assesses its implications for democratic governance. Based on qualitative research, including interviews with major political leaders, the thesis contends that, despite Belize’s positive post- colonial reputation for consolidating formal democracy, the concurrent expansion of clientelism, as both an electoral strategy and a mode of participation, ranks high among the worrying challenges affecting the quality of its democracy. Although intense party competition in a context of persistent poverty is central to explaining the trajectory of clientelism in Belize, the Westminster model of governance, the disappearance of substantive policy distinctions among parties and the embrace of neoliberal economic policies fuelled its expansion. Small- state size and multi-ethnicity have also been contributing factors. Even though the thousands of monthly dyadic transactions in constituencies are largely rational individual choices with short-term distributive benefits, the thesis concludes that, collectively, these practices lead to irrational governance behaviour and damaging macro-political consequences.

    THE WHAT AND HOW OF BOUNDARY REDISTRICTING 2004 By Myrtle Palacio What Is Boundary Redistricting? Boundary Redistricting and Boundary Delimitation are terminologies used interchangeably for the process of fixing, drawing, altering and/or increasing electoral boundaries. It is done to decrease substantial differences in the population ratio between electoral divisions. A new Electoral List compiled after Re-registration in 1998, demonstrated a difference in population ratio between the largest and smallest electoral divisions of 3.5 to 1. By September 2003, the gap widened to 4.4 to 1. The growth of the Electoral Roll at September 2003 is evidence that ten Electoral Divisions have grown by 25% or more. Five of these Electoral Divisions are in the Belize District namely, Lake Independence, Queen's Square, Belize Rural South, Pickstock and Port Loyola, in descending order. Boundary Redistricting is most commonly associated with majority electoral systems as ours. Success at the polls in the First Past the Post Electoral System (FPP) relies on garnering a majority number of single member constituencies. Did This Happen Before? The last Boundary Redistricting exercise was conducted in 2002. Then, all communities located in the Stann Creek District that were placed in the Toledo East Electoral Division in 1997, were transferred to the Stann Creek West Electoral Division. The ultimate effect was the redrawing or adjusting of the boundaries of 2 Electoral Divisions — Toledo East and Stann Creek West. The communities affected included the villages of Independence and Placencia.
