Poor Bedfellows: How Blacks and the Communist Party Grew Apart in the Post-War Era Jill Ferris November 30, 2007 Culture and Society in Cold War America Prof. Wall Ferris 2 The decade following the end of World War II is characterized by the building of the Cold War consensus. Virulently anti-Communist in nature, this consensus poised the nation in a moral battle against the Soviet Union. With the 1948 arrest and prosecution of eleven Communist leaders under the Smith Act, as well as well-publicized investigations conducted by the House Un-American Activities Committee (HUAC) and later Senator Joseph McCarthy’s Government Operations Subcommittee on Investigations, the government fostered the development of the second “Red Scare” in the twentieth century. This decade also represents a complicated and challenging time within the historical context of the civil rights struggle. Many black veterans returned home from the war, only to find themselves shut out of veteran’s organizations like the American Legion and, in general, the post-war American dream. 1 Until 1954 when the landmark Brown v. Board of Education of Topeka case was decided by the U.S. Supreme Court, the civil rights movement was marked by small battles, successes and losses. Individuals and organizations struggled to define the movement within the new era and formulate a successful strategy to bring about significant change in the treatment of blacks in America. The combination of these two environments – strong anti-communist sentiment and a factional civil rights movement – created a challenging situation for the Communist Party’s relationship to the black community. -

Cold War Contested Truth: Informants, Surveillance, and the Disciplining of Black Radicalism, 1947-1957 Charisse Burden-Stelly, PhD Africana Studies and Political Science Carleton College [email protected] (510) 717-9000 Introduction During the height of the era of McCarthyism, roughly 1947-1957, Black radicalism was surveilled, disciplined, discredited, and criminalized through a multitude of anticommunist technologies. These included “parallelism,” red-baiting, infiltration, and guilt by association. McCarthyism was constituted by a range of legislation meant to fortify the U.S. security state against the Communist threat, starting with the Foreign Agents Registration Act of 1938, and including the Alien Registration Act of 1940 (commonly known as the Smith Act); the Labor Management Relations Act of 1947 (often referred to as the Taft-Hartley Act); Executive Order 9835 of 1947 (the “Loyalty Order”) and its supersession by Executive Order 10450 in 1953; the Attorney General’s List of Subversive Organizations; and the Internal Security Act of 1950 (also known as the McCarran Act). It was under this legal architecture that scores of activists and scholars who defied Cold War statist pedagogy were indicted, deported, incarcerated, surveilled, and forced underground. This paper uses the examples of the the Peace Information Center (PIC) the Sojourners for Truth and Justice (STJ), and the Council on African Affairs (CAA) to elucidate that career confidential informants, “stool pigeons,” and “turncoats” were instrumental to the Cold War state apparatus’s transmogrification of Black radicals committed to anti-imperialism, anticolonialism, antiracism, peace, and the eradication of economic exploitation into criminals and subversives. Black 1 radicalism can be understood as African descendants’ multivalent and persistent praxis aimed at dismantling structures of domination that sustain racialized dispossession, exploitation, and class-based domination. -

ABSTRACT This dissertation examines the apartheid debate from an international perspective. Positioned at the methodological intersection of intellectual and diplomatic history, it examines how, where, and why African nationalists, Afrikaner nationalists, and American liberals contested South Africa’s place in the global community in the 1960s. It uses this fight to explore the contradictions of international politics in the decade after second-wave decolonization. The apartheid debate was never at the center of global affairs in this period, but it rallied international opinions in ways that attached particular meanings to concepts of development, order, justice, and freedom. As such, the debate about South Africa provides a microcosm of the larger postcolonial moment, exposing the deep-seated differences between politicians and policymakers in the First and Third Worlds, as well as the paradoxical nature of change in the late twentieth century. This dissertation tells three interlocking stories. First, it charts the rise and fall of African nationalism. For a brief yet important moment in the early and mid-1960s, African nationalists felt genuinely that they could remake global norms in Africa’s image and abolish the ideology of white supremacy through U.N. -

The Durban based OPVs (Strikecraft) have conducted patrols along the coastline, stopping over in Simon's Town for fuel and a bit of R&R. They have returned to their base in Durban. SAS AMATOLA is currently getting ready for Exercise OXIDE, which is a search and rescue exercise with the French based at Reunion. The exercise will be conducted in Durban. Talking of the French, their ship the FLOREAL sustained some damage in Durban from the storm recently and will remain in Durban for a while to effect repairs. We welcome new members and wish all those with upcoming birthdays a very special day and a great year ahead. Report from The Treasurer Financial results for September were, once again, most pleasing, with our sales target achieved and bottom line exceeded. Thanks for the great support! Our Club Manager has been particularly vigilant and has managed to keep costs down, especially controllable costs such as water, electricity and stationery / printing and we are indebted to him. The targets for October are a little more challenging, but we are confident that they will be achieved if the current support from members continues. The signs are already there. -

The results Wilson achieved by late April 1919, after several months of near-daily negotiation in Paris, varied between partial success and complete failure.1 Wilson had had other important goals in Paris, including establishing a framework for international arbitration of disputes, advancing labor rights, and promoting free trade and disarmament, and progress was made on all of these. But in terms of his own biography and the distinctive mission of U.S. foreign policy as he and other Americans understood it, the anti- imperial and pro-self-determination goals were paramount. -

The Lion and the Springbok The Lion and the Springbok presents a unique account of the dynamics and divergences of the ‘uneasy special relationship’ between Britain and South Africa. From the bruising experience of the South African War (1899–1902) to South Africa’s withdrawal from the Commonwealth in 1961, the authors chart this relationship in all its political, economic, cultural, and geostrategic aspects. All the major disputes are discussed, including the struggle for the High Commission Territories, the crisis over Seretse Khama’s marriage, and the transfer of the Simon’s Town naval base. These issues trace, for the most part, a continuing deterioration in relations, as Afrikaner nationalist identity hardened and South African politics slid into the extremes of apartheid. ABSTRACT Title of dissertation: ROYAL SUBJECTS, IMPERIAL CITIZENS: THE MAKING OF BRITISH IMPERIAL CULTURE, 1860- 1901 Charles Vincent Reed, Doctor of Philosophy, 2010 Dissertation directed by: Professor Richard Price Department of History ABSTRACT: The dissertation explores the development of global identities in the nineteenth-century British Empire through one particular device of colonial rule – the royal tour. Colonial officials and administrators sought to encourage loyalty and obedience on part of Queen Victoria’s subjects around the world through imperial spectacle and personal interaction with the queen’s children and grandchildren. The royal tour, I argue, created cultural spaces that both settlers of European descent and colonial people of color used to claim the rights and responsibilities of imperial citizenship. The dissertation, then, examines how the royal tours were imagined and used by different historical actors in Britain, southern Africa, New Zealand, and South Asia. My work builds on a growing historical literature about “imperial networks” and the cultures of empire. In particular, it aims to understand the British world as a complex field of cultural encounters, exchanges, and borrowings rather than a collection of unitary paths between Great Britain and its colonies. Library British Library of Political and Economic Science Abstract: This study presents an original effort to explain referendum use through political science institutionalism and contributes to both the comparative referendum and institutionalist literatures, and to the political history of South Africa. Its source materials are numerous archival collections, newspapers and over 40 personal interviews. This study addresses two questions relating to F.W. de Klerk's use of the referendum mechanism in 1992. The first is why he used the mechanism, highlighting its role in the context of the early stages of his quest for a managed transition.
