The New Brunswick Schools Question
CCHA Study Sessions, 37(1970), 85-95 The New Brunswick Schools Question by Peter M. TONER Section 93 of the British North America Act has probably caused more bitterness than any other article of Confederation. This was the section which theoretically guaranteed protection for the education of religious minorities of the various provinces by extending federal protection over any schools operated in the interests of the Catholic minorities in most provinces, and the Protestant minority in Quebec. Without question, the Manitoba Schools Question was the most famous dispute regarding education in Canada’s history, with Regulation 17 of Ontario ranking second. It has been common in the past for historians of either controversy to cite the problem of Catholic schools in New Brunswick as the first example of an Anglo-Saxon provincial government defying the spirit of Section 93 and, by so doing, trample on the rights of French-Canadians. Writing in the Journal of Canadian Studies,1 Professor W. L. Morton used the question of New Brunswick schools as the first step in the destruction of the principle of centralization in the “Macdonald Constitution”. However, he asserted that denominational schools, almost by virtue of definition, implied teaching through the medium of French, thus making any question involving Catholic schools a question of language as well.2 The New Brunswick Schools Question, because it involved Catholic schools, a portion of the Acadian people of the Maritimes, an d provincial rights, was therefore the precedent for the later crisis in Manitoba and Ontario. CCHA Study Sessions, 37(1970), 67-84 Archbishop Thomas L. Connolly Godfather of Confederation by David B. FLEMMING Thomas D’Arcy McGee ranked Archbishop Thomas Connolly as one of the foremost fathers of Confederation because of his unceasing efforts on behalf of the Confederation movement.1 Franklin J. Wilson, in a paper read before a meeting of the Canadian Catholic Historical Association in 1943, suggested that by virtue of Connolly’s ecclesiastical office his role might better be described as that of a “ godfather” of Confederation.2 Extensive research into Connolly’s public life only confirms the opinions of Messrs. McGee and Wilson. In an effort to assess his contribution to the Confederation movement, this paper will examine Connolly’s ideas on union and trace his role in the events leading up to its final achievement. Nova Scotia's entry into Confederation was fraught with difficulties. Of the four original provinces it was there that anti-union sentiment was strongest. Beginning with the publication of the Quebec Resolutions in November, 1864, opposition grew steadily, culminating in an overwhelming victory for the anti-Confederates in both the federal and provincial elections of September, 1867. The main argument used by the anti-Confederates was that Nova Scotia had nothing to gain, but much to lose, from union. The anti-Confederate victory resulted in a powerful movement for repeal of the British North America Act as it affected Nova Scotia. While the defection of Joseph Howe and other anti-Confederates to the Conservatives weakened this mov ement, elements of anti-Confederate feeling were still in evidence during the federal election campaign of 1872.3 The period prior to Confederation had been one of relative economic prosperity for the province. -

Pelletier, 2010 Abstract Sir John A. Macdonald has been a political figure frequently referenced in Canadian history. Yet no study has explored the evolution of his public memory. This study provides a focused examination of the attempts by Canada’s federal political parties to shape Macdonald’s public memory. The period of study began immediately following the death of Sir John A. Macdonald on June 6, 1891 and continued until the Centennial Celebrations of Confederation in 1967. The study first aims to identify and analyze events and activities organized or supported by Canada’s federal political class which provide opportunities to shape Macdonald’s public memory. The study then explores through the lens of official memory their motivation to engage in his commemoration and to shape his memory in specific ways. The objective of this study is to answer two specific research questions. The first asks if Canada’ federal political leaders were interested and successful in shaping Macdonald’s public memory during the period of study to allow the emergence of a seemingly national hegemonic figure acceptable to both political parties. The second asks if the federal political parties’ attempts to depict Macdonald as a unifying national symbol were picked up in the media in Ontario and Quebec and in both official languages, thereby reinforcing his hegemonic status for the federal political class. -

THE CANADIAN SCENE, 1880-1890 Presidential Address by Fred Landon The University of Western Ontario 1942 The general pattern of Canadian affairs during the 1880's is familiar to every student of Canadian history. At the opening of the decade there were visible signs of recovery from the depression which had come down upon the continent during the seventies. The return of the Liberal-Conservative party to power in 1878 had assured the completion of the transcontinental railroad promised to British Columbia and had made equally certain the adoption of a changed national trade policy. The new trade policy was in force by 1879 and in September, 1880, a contract was signed with private capitalists to complete the railroad project. These two developments provided the major federal issues of the early 1880's and for a brief period brought some measure of prosperity. In 1885 came the uprising in the West under Louis Riel. His trial and subsequent execution unloosed a train of racial and creed disputes that plagued the country for a decade and diverted energies sadly needed for other activities. Contemporary with these later events a new trade issue arose which was still a matter of controversy when the period closed with business depression, a lag in population growth and annexationist sentiment in the air. To many Canadians in 1890 the high promise of Confederation must have seemed to be but a mirage. This pattern, however, like many other accepted patterns in history is incomplete. It is that which chiefly impressed those who were contemporary with the events, and it is the picture which has been brought to us in the more familiar memoirs of the times. -

MG 598 – Ross Family Autograph Album Dates: [ca. 187-?] – 1981 (inclusive); [187-?]-1915 (predominant). Extent: 5 cm of textual records. Album: 110 pages, approximately 362 autographs; 5 letters; clippings and ephemera. Biographical Note: Jessie Flora Cattanach was born in Laggan, Ontario, on 10 November 1839, the daughter of Donald Cattenach (1799-1883) and Flora MacKenzie (1813-1893). Her maternal grandmother, Annie MacDonald (1777-1849) emigrated from Skye, Scotland, in 1831; the Cattenach family Bible was in Gaelic. Jessie married Arthur Wellington Ross on 30 July 1873. Arthur Wellington Ross was born in Nairn, Ontario, on 25 March 1846; and also was of Scottish ancestry. His grandfather, Arthur Ross (1776-1861), was a member of the 78th Highlanders, and served with the Duke of Wellington; likely immigrated to Canada between 1820 and 1846, and was one of the first settlers in the township of Adelaide, Middlesex County. (He also appears to have provided the inspiration for his grandson’s name). Arthur Wellington Ross began his career as a teacher, and later became inspector for public schools prior to earning a BA from the University of Toronto in 1874. By October of that year he had also joined his father-in-law’s firm, Crooks, Kingmill & Cattenach, as a law student. He and Jessie, together with their young son John Hugo, moved to Winnipeg in May 1877. [Jessie’s account of that trip, “Rambling Recollections,” was published in the “Women’s Edition of the Telegram”]. A second son, Donald Aynsley Ross, was born that September. Arthur joined his brother’s law firm, and was admitted to the Manitoba bar in 1878.
