-MENDOCINO COUNTY COASTAL ELEMENT - CHAPTER 4 -- THE LAND USE PLAN: DESCRIPTIONS AND POLICIES FOR THIRTEEN PLANNING AREAS NORTH COAST CAC PLANNING AREA 4.1 HUMBOLDT COUNTY LINE TO ROCKPORT PLANNING AREA (List Coast) The northern three quarters (approximately 7.5 miles) of the Lost Coast is in public ownership or is proposed for acquisition by the Department of Parks and Recreation. Private lands in the 1,000-yard-wide coastal zone mainly are in the Timber Preserve Zone or in Agricultural Preserve. Sinkyone Wilderness State Park; Usal Ranch Project Except for a part of the Bureau of Land Management's King Range National Conservation Area (Chemise Mountain Primitive Area) extending south from Humboldt County, most of the coastal zone north of Bear Harbor is Sinkyone Wilderness State Park. No management plan has been prepared by DPR, and no developed campsites exist. The Usal Ranch Project, extending from the Sinkyone Wilderness State Park boundary to a mile south of Usal Creek, is not a part of DPR's officially funded acquisition program. If funds are insufficient, acquisition could be limited to a trail easement or other less-than-full-fee interest in portions of the area. The large beach at Usal Creek is within the funded acquisition program. Land south of the Usal Ranch Project is designated for timberland and agricultural use. Lost Coast residents who have commented on plan proposals for their area strongly favor preservation of wilderness, and most wish to restrict motor vehicle access in Sinkyone State Park within the coastal zone. Coastal Element Policies: Sinkyone Wilderness State Park and the Proposed Usal Ranch project 4.1-1 A management plan for the Sinkyone Wilderness State Park and for the proposed Usal Ranch project shall maintain a wilderness recreational experience wherever appropriate. -

In this business plan, the Arcata Field Office proposes a new individual Special Recreation Permit requirement and fee of $5 per-person, per-day for overnight use in the King Range Wilderness and Backcountry. This new Wilderness Permit Program would replace the current Backcountry Permit Program. The Wilderness Permit Program would, for the first time, limit overnight use in the King Range Wilderness and Backcountry through an allocation system administered through the National Reservation Service at Recreation.gov. The Arcata Field Office also proposes increasing the existing fee schedule for the six King Range NCA developed campgrounds from the current $8 to $15 per night, per site. This would affect the Mattole, Honeydew Creek, Horse Mountain, Tolkan, Nadelos, and Wailaki campgrounds. Your comments on these proposals are welcome. The Department is the lead agency, pursuant to the California Environmental Quality Act (CEQA), responsible for preparation of this document. Project Location: Sinkyone Wilderness State Park (Park) is located on the north coast of California in the northwest corner of Mendocino County and the southwest corner of Humboldt County. The Park extends for approximately 19 miles of coastline. Project Description: The project consists of the proposed approval of a General Plan for Sinkyone Wilderness State Park. The General Plan will guide future management direction at the Park over an approximate 20-year planning horizon. Upon approval of the Plan, large portions of the Park (approximately 7,100 acres) will be designated as state wilderness. -
Implementing the California Coastal Salmonid Monitoring Plan in Mendocino County, California
How Do We Know How Many Salmon Returned to Spawn? Implementing the California Coastal Salmonid Monitoring Plan in Mendocino County, California Sean P. Gallagher1 and David W. Wright2 Abstract California’s coastal salmon and steelhead populations are listed under California and Federal Endangered Species Acts; both require monitoring to provide measures of recovery. Since 2004 the California Department of Fish and Game and NOAA Fisheries have been developing a monitoring plan for California’s coastal salmonids (the California Coastal Salmonid Monitoring Plan- CMP). The CMP will monitor the status and trends of salmonids at evolutionarily significant regional scales and provide population level estimates. For the CMP, data to evaluate adult populations are collected using a spatially balanced probabilistic design (e.g., Generalized Random Tesselation Stratified- GRTS). Under this scheme a two- stage approach is used to estimate status. Regional redd surveys (stage 1) are conducted in stream reaches in a GRTS sampling design at a survey level of 15 percent or ≥ 41 reaches, which ever results in fewer reaches, of available habitat each year. Spawner: redd ratios are derived from smaller scale census watersheds (stage 2) where “true” escapement is estimated using capture-recapture methods. These are used to estimate regional escapement from expanded redd counts. In 2008 and 2009 we applied the results of our previous studies to estimate salmonid escapement for the Mendocino coast region, the first implementation of the CMP in the state. Here we present the results of the first 3 years of this monitoring effort and discuss our findings in context of expanding the CMP to all of coastal California. -

-MENDOCINO COUNTY COASTAL ELEMENT - CHAPTER 3 -- THE LAND USE PLAN: RESOURCES AND DEVELOPMENT ISSUES AND POLICIES 3.1 HABITATS AND NATURAL RESOURCES Policies Coastal Act Requirements The Coastal Act includes the following policies for protection of land and marine habitats: Section 30230. Marine resources shall be maintained, enhanced, and, where feasible, restored. Special protection shall be given to areas and species of special biological or economic significance. Uses of the marine environment shall be carried out in a manner that will sustain the biological productivity of coastal waters and that will maintain healthy populations of all species of marine organisms adequate for long-term commercial, recreational, scientific, and educational purposes. Section 30231. The biological productivity and the quality of coastal waters, streams, wetlands, estuaries, and lakes appropriate to maintain optimum populations of marine organisms and for the protection of human health shall be maintained and, where feasible, restored through, among other means, minimizing adverse effects of waste water discharges and entrainment, controlling runoff, preventing depletion of ground water supplies and substantial interference with surface water flow, encouraging waste water reclamation, maintaining natural vegetation buffer areas that protect riparian habitats, and minimizing alteration of natural streams. Section 30233. (a) The diking, filling, or dredging of open coastal waters, wetlands, estuaries, and lakes shall be permitted in accordance with other applicable provisions of this division, where there is no feasible less environmentally damaging alternative, and where feasible mitigation measures have been provided to minimize adverse environmental effects, and shall be limited to the following: (1) New or expanded port, energy, and coastal-dependent industrial facilities, including commercial fishing facilities. -

Resolution: The State Coastal Conservancy hereby authorizes a grant of an amount not to exceed four hundred thirteen thousand dollars ($413,000) to Save the Redwoods League (“the grantee”) to construct approximately 4.5 miles of new public access trails on the Shady Dell property near the Usal Beach area of the southern Lost Coast in Mendocino County. Prior to commencement of the project, the grantee shall submit for the review and written approval of the Executive Officer of the Conservancy (Executive Officer) the following: 1. A detailed work program, schedule, and budget. 2. Names and qualifications of any contractors to be retained in carrying out the project. 3. A plan for acknowledgement of Conservancy funding.
