Dr S Kubayi for his editorial assistance. iii Abstract The study sought to investigate the problem of dissatisfaction by residents of Malamulele in Thulamela Local Municipality (LM) with service delivery. The dissatisfaction of the residents manifested in violent protests in Malamulele and surrounding communities where citizens demanded to have their own municipality separate from Thulamela LM. Residents alleged that the Thulamela LM gives preference to Thohoyandou area and surrounding communities on issues of governance and service delivery while neglecting Malamulele. The problem under study was viewed from a social exclusion and relative deprivation points of view, which elucidate possible causes of dissatisfaction and resultant protests. The study adopted a qualitative research design where data was collected through interviews with sampled residents that were purposively selected took into consideration the manner in which the sample would assist in providing data towards achieving the aim and objectives of the study. Data was analysed using the thematic method of analysis where themes and categories emerged to assist in interpreting the data. Based on the findings of the study, recommendations were made. Some of the key findings were that Malamulele residents were dissatisfied with poor service delivery and poor governance by Thulamela LM, the violent protests were due to poor service delivery and tribalism and poor service delivery, Malamulele residents needed their own municipality, and that the relationship between the Venda-speaking people and Tsonga-speaking people is bad. Some of the key recommendations are leaders should engage communities to manage their hopes and expectations from government, exercising Constitutional rights should not result in devastating government property and violence, and citizens should be consulted in policy-making and other government activities that involve them. It is believed that these recommendations will go a long way to address similar problems and to enhance literature on the ongoing debate on governance and service delivery issues. iv Abbreviations and Acronyms ACCEDE -     36 JOURNAL OF INTERNATIONAL LIBRARY OF AFRICAN MUSIC SINGING PSALMS WITH OWLS: A VENDA 20th CENTURY MUSICAL HISTORY pART TwO: TSHIKONA, BEER SONGS AND pERSONAL SONGS by JACO KRUGER The three categories of Venda music discussed here are tshikona (the bamboo pipe dance), beer songs (malende, jive) and personal songs. As I indicate in part One of this essay,1 tshikona is useful for the construction of a musical history because its performance is intimately associated with traditional politics. By contrast, beer songs do not feature di­ rectly in politics. However, they not only comprise the largest category of adult music, they also have more elaborate texts than Venda music forms such as tshikona or tshigombela. While song texts have an important function, they arguably play a secondary role in large scale performances of communal dance music such as tshigombela and tshikona, which primarily are geared towards emotional arousal through sound and movement. As the continuum of musical performance extends towards smaller groups, and finally the individual musician, performances become more reflective, and their cognitive content increases to a point where a simple accompaniment on a musical bow or guitar becomes the subservient carrier of song texts of epic proportion (see Kruger 1993:348-403). While the study of large-scale dance performance reveals general social developments, the texts of beer songs and personal songs not only uncover the detail of these develop­ ments but also the emotional motivations which underpin them. Tshikona Tshikona is one of a number of South African pipe dances (see Kirby 1968:135­ 170). These dances mostly take place under the auspices of traditional leaders, and they are associated with important social rituals.

Abstract The purpose of the study was to characterize operators of the Tshakhuma and Khumbe markets and to investigate the items sold and sources from which they were acquired. Some 91 operators were interviewed, 67 from Tshakhuma and 24 from Khumbe Market. Majority (91.2%) of operators was female and 77% of them were 21 to 60 years old. Some 22% of the operators had no schooling, 25.3% had primary, 44% had secondary and 8.8% had tertiary education. Operator incomes were low as evident from budget spending on basic necessities only. Half (49.5%) of operators were married, 31.9% were single, 3.3% were divorced while 15.4% were widowed. Agricultural produce constituted the main items sold in the markets, and those were mostly fruits, vegetables and field crops. Fruits were acquired from commercial farmers while vegetables and field crops were from own households and local smallholder farmers.     CLERGY’S Resistance to VENDA HOMELAND’S INDEPENDENCE IN THE 1970S and 1980S S.T. Kgatla Research Institute for Theology and Religion University of South Africa [email protected] ABSTRACT The article discusses the clergy’s role in the struggle against Venda’s “independence” in the 1970s and 1980s, as well as resistance to the apartheid policy of “separate development” for Venda. It also explores the policy of indirect white rule through the replacement of real community leaders with incompetent, easily manipulated traditional chiefs. The imposition of the system triggered resistance among the youth and the churches, which led to bloody reprisals by the authorities. Countless were detained under apartheid laws permitting detention without trial for 90 days. Many died in detention, but those responsible were acquitted by the courts of law in the Homeland. The article highlights the contributions of the Black Consciousness Movement, the Black People Conversion Movement, and the Student Christian Movement. The Venda student uprising was second in magnitude only to the Soweto uprising of 16 June 1976. The torture of ministers in detention and the response by church leaders locally and internationally, are discussed. The authorities attempted to divide the Lutheran Church and nationalise the Lutherans in Venda, but this move was thwarted. venda was officially re-incorporated into South Africa on 27 April 1994.     CHAPTER 1 1.1 AIM, PURPOSE AND JUSTIFICATION OF THE STUDY This thesis attempts to reconstruct the manner and the effects of the forced removal of the Ravele community, from their historical homes in old Mauluma1 along the Luvuvhu River Valley. Luvuvhu is the name given to a river that dominates the area under discussion. The name Luvuvhu’ is retained until, it enters Kruger National Park, where the Vatsongas call it Phafuri - as the river flows through Chief Mphaphuli’s territory. After relocation, the whole area under discussion is now known as Levubu. Levubu is corruption of the word Luvuvhu by the local white farming community. Old Mauluma in the Luvuvhu valley was situated on the North Eastern part of Louis Trichardt. More or less 3000 Ravele community members were forcibly removed from their land, between 1920 and 1940 to new Mauluma or Beaconsfields.2 The removal constituted a severe crisis for the members of the community as they were taken from a rich ecological area and resettled 100 kilometres west of old Mauluma, a dry and rocky area. A study of the Ravele community’s removal from old Mauluma (Levubu area) is especially pertinent at this juncture because of the campaign by the previous owners to reclaim their land. Since the April 1994 election and the promise by the government that dispossessed people could reclaim their land, hundreds of the former Levubu residents (including Ravele community) have demanded compensation or return to their land. Not surprisingly, the campaign has the support of all those who were removed, but is viewed with suspicion by white farmers in Levubu and surrounding areas.

This is a serious problem in Limpopo Province considering the fact that the province is in a semi-arid area with low, unreliable rainfall. The rainfall distribution pattern, for example, in the Vhembe district is characterised by wet and dry periods depending on the geographical location. In the Vhembe district high rainfall is usually experienced in the Tshakhuma and Levubu areas. Most of the rainfall received in the Vhembe district is in the form of thunderstorms and showers, and this makes rainfall in the district vary considerably. The impact of lower rainfall has negative effects on the agricultural sector, low rainfall resulting in decreases in agricultural activities, loss of livestock, shortage of drinking water, low yields and shortage of seeds for subsequent cultivation. For example, farmers in Rabali area are supposed to use hybrid seeds due to lack of sufficient irrigation water and also poor rainfall distribution compared to farmers in areas such as Tshakhuma and Tshiombo areas.

A total of twelve production systems were selected. Result shows that all were profitable under market condition with existing policies and all except Dry land maize had comparative advantage suggesting efficiency in the systems. Ranking the systems in term of PRC and DRC, irrigated vegetables like Potatoes, cabbages and tomatoes had higher profitability and comparative advantages than field crops like both dry and irrigated maize, Peanut and Beans.     Committed to Unity: South Africa’s Adherence to Its 1994 Political Settlement Paul Graham IPS Paper 6 Abstract This paper reviews the commitment of the remaining power contenders and other political actors to the settlement which was reached between 1993 and 1996. Based on interviews with three key actors now in opposing political parties represented in the National Assembly, the paper makes the case for a continued commitment to, and consensus on, the ideals and principles of the 1996 Constitution. It provides evidence of schisms in the dominant power contender (the African National Congress) which have not led to a return in political violence post-settlement. The paper makes the point that, while some of this was the result of President Nelson Mandela’s presence, more must be ascribed to the constitutional arrangements and commitments of the primary political actors and the citizens of South Africa. © Berghof Foundation Operations GmbH – CINEP/PPP 2014.
