INVITATION TO TENDER (ITT) 15 MARCH 2019 Production and delivery of Hogmanay Live December 2019 and December 2020 ITT for Hogmanay Live Section A – Introduction ITT SUMMARY1 The BBC is inviting producers to tender for the production of Hogmanay Live. The BBC is looking to evolve Hogmanay Live creatively whilst maintaining its unique offer to the audience. Hogmanay Live shall comprise: a flagship programme intended for transmission on BBC One Scotland (of 60 minutes duration); and an accompanying lead-up programme intended for transmission on the BBC Scotland channel (of up to 30 minutes duration). The contract to produce Hogmanay Live: is offered on a work-for-hire basis and all IP remains with the BBC; shall cover two years’ of Hogmanay Live programming, the first in December 2019 and the second in December 2020. The maximum tariff available for Hogmanay Live is £400,000 per year. Producers wishing to be considered for the tender should first submit some core information about their business and experience, for the BBC to evaluate if they meet the eligibility criteria. Only suppliers with an existing substantive production base in Scotland will be eligible, so that Hogmanay Live qualifies as a regional programme made in Scotland in accordance with OFCOM’s regional production/programme criteria (as detailed at Section E paragraph 8). In order to meet eligibility, producers or partnerships must list and demonstrate by way of examples the following: A demonstrable track record in live entertainment production (having produced a minimum of 2 hours of live linear broadcasting, either regional or network, within the past 5 years); A demonstrable understanding of what appeals to a Scottish audience. 1 This overview is for guidance only. Page 2 ITT for Hogmanay Live Section A – Introduction Producers should also pass all other criteria, including insolvency, bankruptcy and county court judgments and sign a non-disclosure agreement. Please see the Tender Eligibility Form at Section E for full details. It is anticipated that up to SIX producers will proceed to the tender submission stage – determined by those with the strongest scores. The scores will be based on how relevant the evidence submitted is against the eligibility criteria above. Tender submission Producers considered eligible will be invited to make a detailed submission. Before making their submissions, eligible producers will be supplied with further relevant production information to inform their bid and will be offered the opportunity to meet with the BBC to discuss the tender requirements. Further detail, if required, will be released to those who reach the final shortlist. Submission evaluation Only the contents of the Invitation to Tender (ITT) response will be evaluated. Evaluation will be against the four award criteria of editorial proposal and capability, value for money, strategic priorities and risk. Once bids are submitted, the highest scoring producers will be shortlisted and invited to interview to discuss their proposals further (and it is anticipated that the interview shortlist will be no more than FOUR eligible producers). Shortlisted producers will also be invited to a separate discussion regarding the potential transfer of employees and any potential commercial impact this has on their proposals. The interview and discussion will be evaluated against the award criteria and will feed into the overall final scoring. The BBC will then proceed to complete the commissioning specification and contract with the producer with the highest scoring bid.
