RISE AND REPORT TERMINATION Regular Council Meeting April 6, 2021 2 Minutes of the Regular Meeting of the Council of the Village of Gold River held March 15, via Zoom commencing at 7:00 pm. PRESENT: Mayor B. Unger Councillor K. Begon Councillor B. Patrick Councillor J. Sinclair (arrived at 7:11 pm.) Councillor R. Stratton STAFF: M. Roy, Deputy Corporate Officer M. McLean, Director of Finance CALL TO ORDER The meeting was called to order at 7:07 pm. INTRODUCTION OF LATE ITEMS APPROVAL OF AGENDA MOVED/SECONDED THAT the agenda be approved. CARRIED ADOPTION OF MINUTES Minutes of the Regular Council Meeting held March 1, 2021 MOVED/SECONDED THAT the minutes be adopted as circulated. CARRIED Minutes of the Public Hearing held March 1, 2021 MOVED/SECONDED THAT the minutes be adopted as circulated. CARRIED Councillor Sinclair joined the meeting. UNFINISHED BUSINESS Gold River Child Care Society – JCC Rent Forgiveness MOVED/SECONDED THAT Council denies the rent forgiveness request and directs administration to permit the Gold River Child Care Society the opportunity to enter into payment plan to pay the outstanding $800 for the monthly payments for March to June 2020 by the end of 2021. CARRIED Regular Council Meeting April 6, 2021 3 REPORTS M. McLean – 2021-2025 Financial Plan MOVED/SECONDED THAT the 2021-2025 Financial Plan proceed based on a 7% increase to taxes, water rates, sewer rates and garbage rates. CARRIED M. Roy – Regional Grant Opportunity – Community Resiliency Investment MOVED/SECONDED THAT an application for financial assistance under the UBCM FireSmart Economic Recovery fund be authorized for submission to the UBCM in collaboration with the Strathcona Regional District; and THAT the Village of Gold River authorizes the Strathcona Regional District to receive and manage the funds on behalf of the Village of Gold River if the application is successful. CARRIED M. Roy – Jack Christensen Centre Rental Policy – Free Use/Discounted Rent and Utility Fees MOVED/SECONDED THAT the fee be increased to $40.00 per month, per room and be assessed to organizations receiving discounted rent or free use toward utility/hydro costs for 9 months/year (totalling $360.00), excluding June, July and August, unless Council waives the utility fee. AND THAT Council approve free use of space at the Jack Christensen Centre for the year 2021 for the following organizations: • Gold River Restorative Justice Society • Gold River Lions Club • Gold River Junior Canadian Rangers • Gold River Food Bank • Gold River Museum & Archive Society and that the $360.00 annual fee plus GST per room toward utility/hydro costs apply. DEFEATED M. Roy – Jack Christensen Centre Rental Policy – Free Use/Discounted Rent and Utility Fees MOVED/SECONDED THAT the Jack Christensen Centre Rental Policy be amended that Effective January 1, 2021 a fee of $30.00 per month, per room will be assessed to organizations receiving discounted rent or free use toward utility/hydro costs for 9 months/year (totalling $270.00), excluding June, July and August, unless Council waives the utility fee. AND THAT Council approve free use of space at the Jack Christensen Centre for the year 2021 for the following organizations: • Gold River Restorative Justice Society • Gold River Lions Club • Gold River Junior Canadian Rangers • Gold River Food Bank • Gold River Museum & Archive Society and that the $270.00 annual fee plus GST per room toward utility/hydro costs apply. Roy – Statutory Officer Appointment MOVED/SECONDED THAT Michael Roy be appointed Chief Administrative Officer in the interim for the Village of Gold River with the statutory responsibilities for Corporate Officer, Approving Officer and responsibility for administration of Bylaw Enforcement in accordance with the requirements of the Community Charter, Local Government Act and Land Title Act. Roy Corporate Administrator Regular Council Meeting April 6, 2021 6 Village of Gold River REPORT TO COUNCIL Regular Council Meeting April 6, 2021 Author: Maxine McLean, Director of Finance Subject: 2021 Financial Plan & Tax Rate Bylaw Information & Requirements RECOMMENDATION(S): That Council accepts the attached information regarding the Financial Plan and Tax Rate Bylaws and that we move forward towards adoption of the 2021-2025 Financial Plan Bylaw. PURPOSE To proceed with the Adoption of the 2021-2025 Financial Plan Bylaw. ATTACHMENT(S): 1. Province of BC Circular No. 21:07 2. Schedule “A” - 2020-2021 Tax Rate applied evenly throughout the classes 3. Schedule “B” - 2020-2021 Sample Assessment Changes & the Effect on Local Taxes DISCUSSION Attached for Council information is Circular No. 21:07 from the Province of BC. This Circular provides direction and information to Finance Administrators outlining requirements for an alternative process for readings while under the COVID Pandemic. Under the authority of the Emergency Program Order #M192 certain bylaws, which include the Financial Plan and the Tax Rates Bylaws, may be read and adopted at the same meeting. Alternatively, Council may proceed with the regular process of adoption over a few meetings, but they must both be adopted on or before May 14, 2021, with the Financial Plan adopted prior to adopting the Tax Rates Bylaw. Financial Plan The Financial Plan is on the Council Agenda tonight and may be taken to 3rd reading and Adoption, should Council choose. The Financial Plan includes a couple of minor changes from the presentation March 15, 2021 which do not impact the bottom line, but include: • 2020 COVID Funding ($557,000) - The Village utilized $84,782 in 2020 to offset additional costs and loss of revenue bringing forward $472,218 for future use. (shown within the Surplus funds as “Designated”) Regular Council Meeting April 6, 2021 7 • Water & Sewer Surge Protection Project $6,000 - $3,000 in each of the Sewer and Water departments were included, the costs will be offset by utilization of accumulated Gas Tax Revenue.

On February 5th, Minister Dix and Dr. Henry announced that the province-wide restrictions, put in place to significantly reduce COVID-19 transmission related to social interactions and travel, would continue until further notice based on direction from the PHO.

We understand that BC can add an additional 20 BC student seats to BC’s regional veterinary college, but that the government declined to do so, citing costs. In the interest of animal health and welfare issues including relief from suffering and unnecessary death, public health, and biosecurity for BC, we ask you to ask the Minister of Advanced Education Anne Kang to fund an additional 20 BC seats at WCVM effective immediately. As a BC resident, I want my voice added as an individual who cares about the health and welfare of animals and who wishes the government to provide funding to help alleviate the shortage of veterinarians in BC.
