Chu Public Administration Program in China No Proposed Goal: 2009-2010 Yes Campaign Progress: Projected 2009-2014 Yes FOR APPROVAL 1. Dr. David S. Chu Public Administration Program in China Recommended: That the Board of Governors approve the naming of the Dr. David S. H. Chu Public Administration Program in China, in the Local Government Program of the Department of Political Science, in the Faculty of Social Science at Western. Background: In May 31, 2007, the Chu Family donated a generous gift of $2,000,000 to Western through Mission Hills(China) Ltd. The gift has been allocated as follows: • International Student Centre – $1,000,000 expendable to support the construction of an International Student Centre housed in a new Student Support Services Building at Western. The Dr. David S.H. Chu International Student Centre was approved by the Board of Governors in September 2008. • Public Administration program in China – $300,000 expendable to support the costs associated with a non-credit enrichment experience for Public Administration students at selected Chinese universities and local-government officials. The series of lectures, workshops and visits to Canada will be developed and delivered by Western professors from the Local Government Program of the Department of Political Science in the Faculty of Social Science at Western. • Master’s of Public Administration (MPA) Scholarships – $200,000 expendable in support of international scholarships for Chinese students to attend the MPA Program at Western. Six scholarships will be offered valued at $33,333 each, with two available for each of three years beginning in the fall of 2009. • Faculty Fellowships in Public Administration – $200,000 expendable to support a fellowship for a member of a Chinese School of Public Administration. Each Fellowship, valued at $50,000 will assist with the costs of salary support, research, travel and accommodation and living expenses. Proposed terms for the fellowship are submitted separately for approval. • Collaborative Chinese and Canadian Local Public Administration Research – $100,000 expendable to support research projects between Western’s Local Government Program and academics at Chinese Universities on the subject of local political participation in China and Canada. • Administrative Support - $200,000 expendable to assist with the MPA scholarships; arrangements for visiting academics; and coordination of travel and meetings for collaborative research. In recognition of The Chu Family’s generosity, the naming of the Dr. David S.H. Chu Public Administration program in China is supported by the Faculty of Social Science and the Social Science Faculty Council. The program to be offered in China consists of non-credit, enrichment programming for students enrolled in Public Administration programs in China and will also be available to local government officials. Lectures and workshops will be taught by Western faculty from the Local Government Program in Western’s Political Science Department. Chu is an entrepreneur and co-founder, with his son, Ken, of Mission Hills Group (the largest golf complex in the world) in Hong Kong. Dr. Chu once resided in Don Mills, ON, and now resides in Hong Kong. He started his working life as a bench hand in a paper mill. In 1993, He joined with two Asian businessmen (Suaphan Ngamjitsuksri and Elmer Yuen) to build the Mission Hills Golf Club and associated facilities at a cost of $1.6-billion. In 1997, he received an LLD from the University of Toronto. Dr. Ken Chu is the Vice-Chairman of Mission Hills Group. He holds a BA ’96, ACS from Western. In October 2007, he received an Honorary LLD from Western. He grew up in Canada, attending Upper Canada College before coming to Western, where he fast tracked through the ACS program in 24 months. He was anxious to return to China to work in the family business. Mission Hills is comprised of 12 world-class golf courses with 216 holes. The courses were designed by world renowned golfers (Jose-Maria Ozababal, David Duval, Vijay Singh, Jumbo Ozaki, Nick Faldo, David Leadbetter, Greg Norman, Annika Sorenstam, Ernie Els, and Jack Nicklaus.) The World Cup Course, and the masterpiece of Mission Hills, was designed by Jack Nicklaus. Mission Hills is a frequent sponsor of alumni events in Hong Kong. The recommendation has been approved by Senate and the Development & Fundraising Committee. FOR INFORMATION 1. Proposed Development & Fund Raising Goal: 2009-2010 Attached as Annex 1 is the proposed Development & Fund Raising goal for 2009-10. This goal is contingent on approval at the DFRC meeting held the morning of the Board meeting (June 23/09). 2. Campaign Progress: Projected 2009-2014 Attached as Annex 2 is the projected campaign progress for 2009-2014..
