This information forms part of our annual submission to the Annual Return on the Charter (ARC). In 2004-2005 the Prudential Code replaced the longstanding Section 94 system of capital control. The basic principle of the new system is that Councils will be free to invest so long as their capital spending plans are affordable, prudent and sustainable. This principle continues to be followed in preparing this programme. 2. The Housing Asset Management Plan sets out the key aims and objectives for the Council’s assets held on the Housing Revenue Account (HRA) to ensure they are used in an effective and efficient manner and links directly to the Housing Investment Programme. The Housing Asset Management Plan and the results of the Stock Condition Survey inform the key decisions in terms of the future investment in the Council’s housing stock. In order to continue to update and refine the Council’s stock condition information, a rolling programme of in-house stock condition surveys was aligned with the cyclical maintenance programme. 3. The total proposed investment over the 5 years of the 2019/20 - 2023/24 Housing Investment Programme is £280m. The total proposed investment over the next 3 years of the 2019/20 – 2021/22 is £193.4m the expenditure profile is detailed on page 9. 4. Over the life of this 3 Year Housing Investment Programme, £97.7m will be spent on improving and maintaining our existing council housing stock to the required housing standards. As well as the continued requirement to maintain our stock to the Scottish Housing Quality Standard - Details of the SHQS are set out in Appendix 1, the Scottish Government launched the Energy Efficiency Standard for Social Housing (EESSH) in 2014. This new standard came into effect on 1 April 2015, it is aimed at improving the energy efficiency of social housing and will replace Criteria 35 of the SHQS. The EESSH sets a minimum Energy Efficiency rating for landlords to achieve that varies dependent upon the dwelling type and the fuel type used to heat it – Details of the standard are set out in Appendix 2. The target date to achieve the first EESSH milestone is 31 December 2020; therefore, the impact of EESSH has been considered as part of identifying priorities within the Housing Investment Programme. 5. The continued improvement and maintenance of the Council’s housing stock at the levels stipulated by the required housing standards will continue to influence the Council’s investment priorities, the impact of which will be monitored throughout this programme and within future updates of the Housing Asset Management Plan. Maintaining these standards, through HRA investment, supported by prudential borrowing, is a key element in the Council’s strategy of stock retention detailed in the Local Housing Strategy and the Housing Asset Management Plan. 6. The addresses identified in the programme are all subject to further on-site inspection before the proposed work can be confirmed and excludes owner occupied dwellings. 7. The programme has moved towards an Area Based Scheme and geographical details of the External Fabric Programme are set out in Appendices 3A – 3F.
