MINUTES (Aide Memoire) AAA Division Meeting

1. Welcome and Apologies (Rob Porter – Divisional Chair)

Rob Porter, the AAA Queensland division chair, welcomed members and new members to the meeting and advised apologies had been received from:

 Peter Dunlop ()  Peter Pallot (Sunshine Coast)  Robert Pugsley (OTS)  Duncan Bird (Archerfield)

Rob thanked the sponsors of the event, Queensland Airport Lighting (Meeting) and Smiths Detection (Dinner), and called on members present to introduce themselves advising which airport or business they were representing.

 Rob encouraged all members to continue to read the regular AAA e-news alerts and AAA papers that are available on the website.

2. AAA Update & 3. AAA Policy Update (Caroline Wilkie - CEO, AAA)

The most significant issues covered were:

 The Pavement & Lighting Forum - May 2017  AAA National Conference Adelaide – 13-17 November 2017  Airfield Lighting and Pavement Practice Notes  Launch of Webinar Program  Launch of online education program  CASA MOS 139 Review  Review of Services

4. AAA Education Launch (Andrew Goodlace - Education Manager, AAA)

Andrew outlined some new online training that has been made available to members and encouraged them to visit the education website: www.airporteducation.asn.au

 ASO/WSO course now available  Wildlife Hazard Management Essentials Course

Additionally there are several courses still in development:

1. Airside Safety Essentials 2. Airfield Lighting Essentials 3. WSO – Time Limited Works

The AAA also facilitates a broad range of working groups for stakeholders and members to participate in and attend.

5. Around the State (Members’ Reports)

Reports were given verbally by the following airports and corporate members covering PAX numbers and trends, projects and issues:

 Cairns  Brisbane  Western Downs Council – Miles & Chinchilla Airports  Hamilton Island  Leigh Robinson (Airport Equipment)

6. Annual Wildlife Hazard Risk Assessment (Jill Brix - Principal Consultant, AVISURE)

 Challenge is getting land holders to WHME meetings (land fill operators, National Parks, Council)  Wildlife hazard and risk assessments.

7. The Regional Dispersal of International Visitors (Denise Brown - Aviation Business Development Manager, Brisbane Airport)

 28 International Destinations  Role of Brisbane Airport in Regional Queensland growth  Brisbane working with the regional ports on through traffic, e.g. Narita traffic going through to Hamilton Island  Airlines want regular updates. Brisbane gets weekly updates  2016 – 0.6% of Brisbane international arrivals go to Townsville  57% of all PAX into Townsville came on flight from Brisbane  Brisbane talking to Singapore and Malaysian Airlines regarding the Indian market into Queensland  Lion Air commenced into Brisbane  Working towards the QF network planner presenting a workshop at August 2017 meeting Brisbane  Work on city pair opportunities  1 Full Day – RTO’s to be invited to attend.  International airports such as in NZ and PNG to further promote connectivity in 2 way direction.  Tiger base opening in Brisbane soon.

8. Office of Transport Security Update (Stewart Lawson – OTS)

 Stewart provided a brief update.

9. T2 Incident (Kate McCreery-Carr - GM Operations, Cairns Airport)

 Kate provided a brief overview of the Cairns Airport T2 incident. A disgruntled passenger who missed a flight earlier in the day returned to the terminal later in the day. He proceeded to become very agitated and erratic resulting in him pouring petrol in the check- in area and threatening to set it alight. The reactions of the passengers and those in the terminal was unexpected. The emergency plan and staff engagement were reviewed post incident. Staff welfare was a concern post incident with the need to consider any developing mental health issues.

DAY 2 – 9th March 2017

10. Brisbane Airport NPR Update (Paul Coghlan, Project Director – New Parallel , Brisbane Airport)

Paul discussed the new Parallel Runway Project. He explained the original settlement of the ground had now developed into 4 major projects.  A $4million under the road access  Seawall and Site Access  Dryandra Drive Works and  Airfield Works to link the taxiway area.

11. CASA Update (Russell Dwyer - Airport Inspector, CASA Aviation Group)

Russell updated members on the MOS 139 review. He also provided information on the Aerodrome Sector risk profile.

12. Case Study:

(Tony Schulz - Operations Manager, Whitsunday Coast Airport) and (Jeff Rankin - Managing Director, Queensland Airport Lighting)

Tony and Jeff updated members on the new lighting control system which is state of the art and can be operated remotely.

13. Airservices Australia Update (Rob Irwin – Aviation Relations)

14. Calculating the economic and social benefits of airports (Paul Hammond – Divisional Director, Integrated Transport, Mott Macdonald)

Consider the nouns “Airport” and “Airport City” in the era Transient Oriented Development.

 Regional modelling - social and economic benefits, - Social licence to operate  Transparent Economic Model - Adaptable and live, - How many jobs? And for whom?  Assist with funding model and proposals to access funding

15. Challenges for aircraft pavements at Australian Airports (Greg White - Adjunct Associate Professor, Pavement Engineering, Sunshine Coast University)

Greg stressed that runways are not roads! Yes, both concrete rigid constructions but Greg stressed airports need to challenge the differences in road and runway construction and covered:

 Should pavement maintenance be brought forward?  MOS 139 Review – options for friction / grooving  Grooving – when can airports remove them?

16. Taking airport business intelligence to the next level (Carly Wieland – Managing Consultant, Lime Intelligence)

Carly gave insight into staying ahead with airline statistical information to better facilitate planning. The end game is strong airline relationships resulting in increased passengers and revenue.

 What happened?  Why did it happen?  What do I do now?  Can I influence the change?  Who can help me?  Win through partnerships?

WIIFM – What’s In It for Me! The airport can be the “eyes and ears” and lead the “destination team” for the airlines.

17. Panel Session/Open Discussion on hot topics – drones, lasers and ASO’s – ALL (Mathew, Paul, Jill, Peter)

 Drones - Discussed the challenges of the increasing presence of drones around airports; practical uses in the community and the need for stricter guidelines.  Lasers – new technology with guns and weapons.

With a number of stories, including aircraft damage there is the need for processes to be considered and put in place.

18. Next Meeting and Close

The next meeting is scheduled for early August with the venue to be confirmed.
