Introduction 1.1. Background Due to geographical location, presence of numerous rivers and flat and low-lying terrain, Bangladesh is one of the most vulnerable countries to hazard in the world. In addition, it is the most densely populated country of the world excluding the city state and a large number of populations is poor. The country regularly faces flood, cyclone, tidal surge, storm, waterlogging, land slide, riverbank erosion, salinity intrusion and drought as well as fire and boat capsize. Numerous of these incidences, at low magnitude, affect all parts of the country every year. They create distress for large number of people and cause huge damage to asset and livelihoods. As well, large scale disasters occur at less frequent interval and cause human casualty along with huge damage to asset and livelihoods and disruption of the services. Disaster cannot be stopped, but experiences suggest that well preparedness at household and community level can significantly reduce the loss of lives and assets. Hence, it is important for building resilience of the communities, institutions and respective organizations. Over the last decades, few concepts have gained such prominence as resilience, the capacity of a system to deal with change and continue to develop. There has been an explosion of research into ways to promote or undermine resilience of various systems, be it landscape, a haor or coastal areas or a city. However, the multitude of suggested factors that enhance resilience has led to a somewhat dispersed and fragmented understanding of what is critical for building resilience and even how an understanding of these factors can be applied. BRAC Humanitarian Program (BHP) works for building capacity of other BRAC programs, other non-governmental organizations, the government and communities across Bangladesh and beyond. The program, through a sustainable and comprehensive approach, aims to build institutional resilience and reduce the risks of disaster events on its programs, participants and the communities. To implement its commitment to resilience, BRAC intends to create a tool that would stand as a guideline and a standard mean of verification through which BRAC can assess whether and how resilient its programs and projects are. This tool, a resilience marker, will help to portray BRAC’s capacity to the donors and partners; to withstand adversities, sustain its programs and help communities realize its resilience. This resilience marker may also be a guideline or a starting point for other national development organizations that rely on BRAC as an example-setter. 1.2. The connection between violence, security and development, within the broader context of the rule of law, is an important factor to be considered. Since its impact goes beyond the loss of human life and can create a climate of fear and uncertainty, intentional homicide (and violent crime) is a threat to the population. Homicide data can therefore play an important role in monitoring security and justice.

The IPCC (2007) warned that the megadelta basins in South Asia, such as the Ganges Brahmaputra Meghna (GBM) will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. A key issue in assessing vulnerability and adaptation (V & A) in response to extreme flood events (EFEs) in the GBM river basin is the concept of autonomous adaptation. This thesis investigates autonomous adaptation using a multi-method technique which includes two participatory rapid appraisals (PRA), a questionnaire survey of 140 participant analyses over 14 mauzas in the case study area, group and in-depth discussions and a literature review. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2009 and identifies a general description of flood hazard characteristics, history and research trends, causes of floods, and types of floods. Second, it examines farmers’ crop adaptation processes in a case study area at Islampur, Bangladesh, in response to different types of EFEs (multi-peak with longer duration flood, single-peak with shorter duration flood and single-peak at the period of harvesting), and describes how farmers have been adapting to the extreme floods over time.

    SUNAMGANJ FLOODS Phase 1 - Joint Rapid Emergency Assessment 02 July 2012 KEY FINDINGS - Five upazilla have been affected by the flooding. The three most severly affected are Bishwambarpur, Dowarabazar and Chhatak wit Sunamganj Sadar and Thaipur being moderately affected. - 318,000 people are partially or severely affected by the flood in the Sunamganj district (around 58,000 families, 13% of the total population). - 55,000 people were displaced as of the 30th June (around 10,000 households). Most displaced people are being hosted in neighbour’s and relative’s houses. - Around 13,000 shelters have been damaged in the 5 affected upazillas. - The flood has damaged water infrastructure and sanitation facilities. This situation increases the risk of water borne diseases including skin diseases and diarrhoea. - Although the flooding situation is decreasing, heavy rains that are predicted by weather forecasts could lead to a deterioration of the situation in the coming ten days. - The markets are still functional at the present time, but the impact of the floods on the food prices need to be monitored. - The top priorities according to government officiasl are: o Food security support o Water and Sanitation o Shelter - The local capacities of government authorities in terms of response is estimated to cover around 20% of the current needs. Recommendations Further assessments and ongoing monitoring - A Community Level Assessment is required in the five most affected upazillas (29 unions) - Regular monitoring of the flood situation is required

    The Chief Engineer Local Government Engineering Department PREFACE It is a matter of satisfaction that LGED Road Database has been published through compilation of data that represent all relevant information of rural road network of the country in a structured manner. The Rural Infrastructure Maintenance Management Unit of LGED (former Rural Infrastructure Maintenance Cell) took up the initiative to create a road inventory database in mid nineties to register all of its road assets country-wide with the help of customized software called, Road and Structure Database Management System. The said database was designed to accommodate all relevant information on the road network sequentially and the system was upgraded from time to time to cater the growing needs. In general, the purpose of this database is to use it in planning and management of LGED's rural road network by providing detailed information on roads and structures. In particular, from maintenance point of view this helps to draw up comprehensive maintenance program including rational allocation of fund based on various parameters and physical condition of the road network. According to recent road re-classification, LGED is responsible for construction, development and maintenance of three classes of roads, which has been named as Upazila Road, Union Road and Village Road (category A & B) in association with Local Government Institution. The basic information about these roads like, road name, road type, length, surface type, condition, structure number with span, existing gaps with length, etc. has been made available in the road inventory. Side by side, corresponding spatial data are also provided in the road map comprising this document.
