Landscape Medallion in Washington State

For most of this time, very little was understood about these scenes of rivers and mountains. The locations depicted in the landscapes and any relevance the paintings once held had long faded from memory. The art of the Capitol is deeply rooted in symbolism and themes that reflect national pride, which strongly suggested that the medallions’ significance extended beyond their decorative value. Ultimately, a breakthrough in scholarship identified the long-forgotten source of the eight landscapes and reconnected them to their his- torical context: a young nation exploring and uniting a vast continent, as well as a great national issue that was part of this American narrative—the first transcontinental railroad. CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

ALLA CORRENTE Constantino Brumidi
ALLA CORRENTE Constantino Brumidi Constantino Brumidi (July 26, 1805 - February 19, 1880) was a Greek/Italian-American historical painter, best known and honored for his fresco work in the Capitol Building in Washington, DC. He was born in Rome; his father was Greek and his mother was Italian. After studying at the Italian Academy of Arts, he showed his talent for fresco painting and painted in several Roman palaces, among them that of Prince Torlonia. Under Pope Gregory XVI he worked for three years in the Vatican as a fresco artist. The occupation of Rome by French forces in 1849 apparently convinced Brumidi that he had to emigrate. He had joined the short-lived Roman Republic of the Risorgimento and with its collapse he saw that there was no future for him or his artistic talent in Rome. So he sailed for the United States, where he became a naturalized citizen in 1852 at the age of forty-seven. Taking up his residence in New York City, he painted a number of portraits. Following these, he undertook more important works, the primary one being a fresco of the Crucifixion in St. Stephen’s Church, for which he also painted a Martyrdom of St. Stephen and an Assumption of Mary. He also painted frescoes at Taylor’s Chapel in Baltimore, Maryland. In 1854 Brumidi went to Mexico, where he painted an allegorical representation of the Holy Trinity in the cathedral of Mexico City. On his way back to New York, he stopped in Washington, DC and visited the U.S. Capitol. -

DECISION OF THE BOARD OF DIRECTORS This petition for review, involving five proposals, was filed by the Fraternal Order of Police, District of Columbia Lodge No. 1, U.S. Capitol Police Labor Committee (Union) after the United States Capitol Police (USCP or Department) alleged they were outside of its duty to bargain. The petition for review comes before the Office of Compliance Board of Directors (the Board) pursuant to § 7105(a)(2)(E) of the Federal Service Labor-Management Relations Statute (FSLMRS), as applied by § 220(c)(1) of the Congressional Accountability Act, 2 U.S.C. § 1351(c)(1). The Union is the certified representative of a unit of police officers employed by the USCP. The parties are governed by a collective bargaining agreement (CBA) that was to have expired on June 9, 2013, but remains in effect until superseded by a successor CBA. I. DECISION OF THE BOARD OF DIRECTORS The appellant, Patrick Rager (“Rager”), has petitioned the Board to review the Hearing Officer’s January 12, 2018 Order, which entered summary judgment in favor of the appellee, the U.S. Senate Sergeant at Arms (“SAA”), on all claims alleging violations the Congressional Accountability Act (“CAA”). Upon due consideration of the Hearing Officer’s orders, the parties’ briefs and filings, and the record in these proceedings, the Board affirms the Hearing Officer’s Order in its entirety. I. Background and Procedural History Unless otherwise noted, the following facts are undisputed1: Rager, a Caucasian male who suffers from Type I diabetes, was employed by the SAA in October 2013. At all times relevant to this appeal, he was employed as a Data Production Specialist (“DPS”) in the SAA’s Printing Graphics and Direct Mail (“PGDM”) facility located in Landover, Maryland. One of Rager’s primary job duties was to copy, scan, and print documents received from Senate offices, including Member offices and Senate Committees. The SAA and PGDM have established policies and procedures to ensure the security of these documents, as many of them contain sensitive and confidential information.
