We are defined by our commitment to support economic growth and enhance quality of life in our province. SaskPower’s team is made up of over 3,000 permanent full-time employees. We manage more than $8.6 billion in assets. Our company operates three coal-fired power stations, seven hydroelectric stations, six natural gas stations and two wind facilities. Combined, they generate 3,428 megawatts (MW) of electricity. SaskPower also buys power from the North Battleford Generating Station, Cory Cogeneration Station, Meridian Cogeneration Station, Spy Hill Generating Station, Red Lily Wind Power Facility, SunBridge Wind Power Facility, Prince Albert Pulp Inc. and NRGreen Kerrobert, Loreburn, Estlin and Alameda Heat Recovery Facilities. At the end of the year, our company’s total available generation capacity was 4,281 MW. We are responsible for serving more than 500,000 customers within Saskatchewan’s geographic area of approximately 652,000 square kilometres. About three customers are supplied per circuit kilometre. We maintain more than 151,000 kilometres of power lines, 51 high voltage switching stations and 185 distribution substations. Our company also has interties at the Manitoba, Alberta and North Dakota borders. Likely not many. Electricity isn’t top of mind for many people. However, for all of our customers its impact cannot be denied. Electricity powers their lives, and their livelihoods. That’s why SaskPower employees have a responsibility to think about electricity every day and in every way. Our customers count on us for the reliable, affordable and sustainable energy that gives them the power to grow. Saskatchewan is using more electricity than ever. In 2013, we set a new all-time record for peak load of 3,543 megawatts (MW). This represents a 7% — or 229 MW — increase over the previous year’s record. To provide context, one MW can power about 1,000 homes. Meanwhile, with increased economic activity, a growing population and changing lifestyles, our summer peak is now almost as high as our winter peak. Today, our company’s primary challenge is to expand and renew SaskPower’s grid to meet the needs of a growing and dynamic province. We’re well on the way, with a multi-year, multi-billion dollar infrastructure program that is securing Saskatchewan’s electricity future. Whatever challenges SaskPower faces, we have a clear corporate plan for ongoing success. During the year — for the first time in our company’s history — we delivered SaskPower’s business strategy face-to-face with nearly all employees. Here are some examples: HEALTH CARE Private, for-profit clinics will now be permitted to offer surgeries in Regina and Saskatoon. The government's move to re-direct $5.5 million in public funds to finance private surgeries and diagnostic tests will mean: . higher costs; . less money for public health services; and . fewer health professionals in the public system. Higher costs The costs of surgeries in private, for-profit clinics will escalate after the initial 'introductory offer', according to the Saskatchewan Health Coalition. For example, the Alberta Health Services says the cost of hip and knee surgery in Edmonton's Royal Alexander Hospital is $4,500, while the cost in the for-profit Health Resources Centre is $14,000. Less money for public health services Diverting government funds to private clinics means less for publicly delivered services. The government has recently put a hold on $3 million in capital funding for a new public outpatient surgical care centre in Regina. Money for more staff and resources that would boost the public health system is now being siphoned off into the pockets of private companies. Staff shortages worsen There is a province-wide shortage of health professionals. Spreading our limited human resources across two systems - public and private - does not solve the problem. In fact, it will make the staff shortages in the public health system worse. We need to maximize staff recruitment and retention in our public hospitals.

The first complete fiscal period subsequent to the change is presented in this annual report and consists of the fifteen months ended March 31, 2016. It includes: • Quarter 1 (Q1) through quarter 4 (Q4) = January 1, 2015 through December 31, 2015 • Quarter 5 (Q5) = January 1, 2016, through March 31, 2016 Subsequent fiscal years will consist of the twelve months from April 1 through March 31. EXPANDING OUR LINK TO SASKATCHEWAN’S NORTH In 2015-16, SaskPower completed construction of the 300-kilometre Island Falls to Key Lake (I1K) Transmission Line. Built across the rugged Canadian Shield, the 230-kilovolt line will help meet growing demand for electricity in the North while also improving reliability.     the Renewable Energy Sector in Saskatchewan 1 issue in focus February, 2019 Core Issue In 2015, the Government of Saskatchewan committed to increasing its target for renewable energy generating capacity from 25 per cent to 50 per cent by 2030.1 The goal will include increased reliance on wind, solar, geothermal, biomass, and other sources. The impact on greenhouse gas emission (GHG) reductions is projected to be 40% below 2005 levels by 2030. Saskatchewan’s load growth projections, coupled with an ageing generation fleet and ageing transmission infrastructure mean that significant capital investment will be required with or without the province’s renewables roadmap or the Government of Canada’s climate change policies. SaskPower’s procurement process per the renewables roadmap results in private developers designing, building, and commissioning new renewable generating infrastructure. It is important to point out that private sector developers will also be responsible for the associated costs and liabilities of owning and operating these new assets, not the public via SaskPower. SaskPower will purchase power from private developers at an agreed upon price and distribute it to end-users. The renewable procurement strategy has prompted a number of important questions around how generating sources will be integrated into the electrical grid, what impacts it will have on future electricity rates, the changing role of natural gas, the pros and cons for each type of renewable generation source, and more. The objectives of this report are threefold. The first objective is to offer a 360 degree overview of the renewable energy sector in Saskatchewan. The second objective is to identify the barriers and challenges that currently hold back the industry from reaching its full potential, as well as the business opportunities available.

    Chapter 19 Chapter 19 Saskatchewan Power Corporation 1.0 MAIN POINTS The Saskatchewan Power Corporation (SaskPower), its subsidiaries, and the Power Corporation Superannuation Plan (Superannuation Plan) complied with authorities governing their activities related to financial reporting, safeguarding public resources, revenue raising, spending, borrowing, and investing. The 2011 financial statements of SaskPower, its subsidiaries, and the Superannuation Plan are reliable. SaskPower, its subsidiaries, and the Superannuation Plan had adequate rules and procedures to safeguard public resources except that the Superannuation Plan needs to reconcile investment balances in a timely manner. Without timely reconciliations, management may not have complete and accurate financial information for plan management. Also, the Superannuation Plan has implemented our previous recommendation and in 2011, appropriately monitored its service provider to ensure the service provider delivered the plan administration as expected. NorthPoint Energy Solutions Inc. has implemented our previous recommendation and in 2011, completed the development and roll out of its training program for traders. This program will help ensure its traders have a sufficient understanding of market rules and processes and, in turn, will help decrease the risk of non-compliance with market rules. 2.0 INTRODUCTION SaskPower is the principal supplier of electricity in Saskatchewan, operating primarily under the mandate and authority of The Power Corporation Act.     Chapter 31 Chapter 31 Environment—Preventing the Entry and Spread of Aquatic Invasive Species in Saskatchewan 1.0 MAIN POINTS By June 2018, the Ministry of Environment had implemented one of the five recommendations made in our 2016 audit related to the processes to prevent entry or spread of aquatic invasive species (other than aquatic invasive plants) in Saskatchewan. It, along with key partners, developed a long-term aquatic invasive species strategy to prevent the entry and spread of aquatic invasive species in Saskatchewan. In addition, it developed a communications strategy. The Ministry’s development of these strategies is a foundational step towards implementing the remaining four recommendations. The strategies will help Environment to formalize risk-based watercraft inspection strategies and for sampling waterbodies, complete and test a rapid response plan designed to reduce the impact and spread of identified aquatic invasive species (if any), and assess the effectiveness of its aquatic invasive species public education and awareness campaign. 2.0 INTRODUCTION The Ministry of Environment is responsible for preventing the introduction or spread of aquatic invasive species in our province. Aquatic invasive species are non-native animals (like zebra and quagga mussels) or plants that are usually spread through the water, and from one waterbody to another, by attaching to watercraft, trailers, and related aquatic equipment. They pose a serious threat to lakes and waterways in western Canada and can cause serious damage. They have been discovered in Ontario, Manitoba, Quebec, and 34 states, including Minnesota, Montana, and North Dakota.1 Prevention is the most cost-effective way to deal with potential threats.
