    Federal-State Cooperative Program for Population Estimates/ Local Population Estimates A series of reports presenting population estimates prepared under the auspices of the Federal-State Cooperative Program for Local Population Estimates. The objective of this program is the development and publication of State-prepared estimates of the population of counties using uniform procedures largely standardized for data input and methodology. The methods were mutually agreed upon by the individual States and the Bureau of the Census and were selected on the basis of the results of an extensive test of methods against the 1970 census conducted in late 1971 and early 1972. The estimates for counties are consistent with independent State population totals regularly prepared by the Bureau of the Census and published in the P-25 series of reports. Pages vary. DESCEIPTORS *Comparative Analysis; Demography; Metropolitan Areas; *Migration Patterns; *Population Growth; *Population Trends; Residential Patterns; *Rural Population; *Urban to Rural Migration ABSTRACT Late in 1973 it became evident that the trend of population growth in the U.S. had turned toward rural and small town areas. Growth and migration rates for metropolitan and nonmetropolitan areas were compared. Counties were classified by certain basic functional characteristics, and the trend was examined in thcse that were dominated by some feature or function. Principal source of current population data was the annual series of estimates for all counties conducted by the Census Bureau in cooperation with State agencies. Causal data such as the Social Security Administration's statistics on covered employment and on location of retired worker beneficiaries were also used. Findings included: from April 1970 to July 1974, the nonmetropolitan counties increased in population by 5.65, while Detropolitan counties grew by 3.4%; as measured by the rate cf net migration, all but two States showed increased net /stention or greater acquisition of population in their ncnmetro areas in the 1970's as compard with the 1960's; the nonmetro counties that shcwed tiv most .capid growth were those that were termed retirement counties; the second most rapidly growing class of nonmetro counties was those 1/11,:e a senior State college was located; and counties with high dependence on farming were still having net outmigration though on a far lower pace of outmovement than in the 1960's.

    AMERICAN IMIAN CULTURE AND RESEARCHJOURNAL24:2 (2000) 1-22 Native American Women and Coerced Sterilization: On the Trail of Tears in the 1970s SALLY J. TORPY During the 1970s, the majority of American protest efforts focused on the feminist, civil rights, and anti-government movements. On a smaller scale, Native Americans initiated their own campaign. Network television periodi- cally broadcast scenes of confrontation ranging from the Alcatraz Occupation in 1969 through the Wounded Knee Occupation of 1973. The consistent objective was to regain treaty rights that had been violated by the United States government and private corporations. Little publicity was given to another form of Native American civil rights vio- lations-the abuse of women’s reproductive freedom. Thousands of poor women and women of color, including Puerto Ricans, Blacks, and Chicanos, were sterilized in the 1970s, often without full knowledge of the surgical proce- dure performed on them or its physical and psychological ramifications. Native American women represented a unique class of victims among the larger popu- lation that faced sterilization and abuses of reproductive rights. These women were especially accessible victims due to several unique cultural and societal real- ities setting them apart from other minorities. Tribal dependence on the federal government through the Indian Health Service (IHS), the Department of Health, Education, and Welfare (HEW), and the Bureau of Indian Affairs (BIA) robbed them of their children andjeopardized their future as sovereign nations. Native women’s struggle to obtain control over reproductive rights has provided them with a sense of empowerment consistent with larger Native American efforts to be free of institutional control.
