BEATON This appeal has been taken in accordance with Title 46 United States Code 239(g) and 46 Code of Federal Regulations 137.30-1. By order dated 28 October 1970, an Administrative Law Judge of the United States Coast Guard at San Francisco, California, suspended Appellant's seaman's documents for six months plus six months on six months' probation upon finding him guilty of misconduct. INTRODUCTION A barren-ground caribourange evaluation of Southampton Island, conducted by the Canadian Wildlife Service, provided the opportunity to observe the birds on the island during the periods 2 June to 14 August 1970 and 1 July to 31 August 1971. The main camp in 1970 was on the Southampton Limestone Plains of the Hudson Bay Lowlands (Bird 1953) at Salmon Pond (64" 14' N., 85" 00' W.), although several trips were made in July, 15 miles northeast to the Precambrian highlands.
