Conference Regie Center PBA = Plenary & “Restaurant Graham Ford Banquet Area »Templiners« ILS President Forewords 3 Foreword The fourth World Conference on Drowning Prevention will be hosted by the German Life Saving Socie- ty (Deutsche Lebens-Rettung-Gesellschaft = DLRG). After Amsterdam, Porto, and DaNang the world of lifesaving meets again for presentations, exchange of ideas and development of innovative projects. The relevance of drowning prevention is shown by two figures per year: - nearly 1 Million drownings in the world, - 35.000 to 40.000 drownings in Europe. In Germany we reached 2012 with 383 drownings (= 0,47 drownings per 100.000 inhabitants) a mar- vellous low figure, but nevertheless we have to continue our efforts in • Prevention • Teaching swimming and livesaving • Rescue and disaster operations. Therefore we are happy to organize the 2013 world Conference. Our meetings include a wide range of themes and aspects from prevention to management, from education to rescue service, from disaster prevention and operations to the work with youth and seni- ors. This conference in Potsdam has found the highest interest we ever had for such conferences: • 221 oral presentations, • 58 poster exhibitions, and • 7 prominent keynote speakers will attract everybody. The preparation team with Claudia Mauersberg, Jörg Jennerjahn, Jens Quernheim and Matthias Stoll has worked hard and we hope successfully. Enjoy the congress and the nice area of Potsdam with historical castles, gardens and lakes. The Seminaris Hotel offers a good service at all time! One century later the DLRG represents with over 1.100.000 Members and supporters the worldwide biggest Life Saving Organization and stands for an efficient organization to win the challen- ge of drowning prevention. Per Example the drowning of 0-15 year‘s old children could be reduced by 82% in the last ten years. The success of reducing drowning and develop effective drowning prevention strategies is based on different columns, which are represented by the WCDP 2013 Topics. Supported by Nivea, the DLRG could realize different basic water education campaigns for children. Young Children get the rules for bathing taught at beach festivals along the coast of Northern and Eastern Sea, especially skilled DLRG lifesavers go into the kindergarten and educate the children themselves in best behaviour at the water and simple questions of self-rescue, child care worker were trained to teach children to swim and a campaign will offer the possi- bility to reach the „Seahorse Badge“ for every children in Germany.     EUROPEAN CMAS MASTER’S FINSWIMMING CHAMPIONSHIPS Version 2020 (BoD210–05/09/2020) CMAS World Underwater Federation Finswimming Commission 1. General Principles of CMAS Master’s Finswimming Championships 1.1. The CMAS General Rules and CMAS Finswimming Rules will be applied. 1.2. The participants shall register only individually or as persons representing clubs. No swimmer or team may be designated as representing a country, but a label of Federal Team is authorized. 1.3. Since federal or club teams are not national ones, a club or a federation can present more than one relay teams in each age group. 1.4. Masters Competitors must be aware of the need of being well prepared and medically fit before entering master’s Competitions. They shall assume full responsibility for the risks included in competing in such competitions. In consideration of their entry, they must agree to waive and release CMAS, the Organising National Federation and the Organising Committee from any kind of liability for accidents, which may cause death, injury or property loss. Entry Forms containing a warning of the risks, an Accident Waiver and Release of Liability must be signed by each master’s competitor. 1.5. Anti-doping test may be conducted during the championship according to the international rules of WADA and the CMAS antidoping code 1.6. Athletes belong to master only if during the current season: ✓ Haven’t participated in national championship (senior category). ✓ Have classified only in competitions with master category. ✓ Have not taken part in world’s cup competitions (senior category) 1.7. It exists two different kind of championships for Master’s: ✓ Swimming-pool Championships ✓ Open Water Championships 2.

There have been some tragic fatal accidents this year due to shallow water blackout and some nasty accidents from gear and sharks (see more below). The AUF offers our sincere condolences to the family and friends of those affected. We are also trying to prevent future incidents and accidents and there has been good progress to increase awareness of safety with a National Spearsafe campaign with website, stickers, brochure, DVD and risk assessments. We also have a goal of a single national Spearfishing training package. Nationals Congratulations to Rob Torelli for winning the Open National Spearfishing Championships (held in Victoria) for a Record 7 times and to Mary Anne Stacey for winning the women’s championships for a record 7 times. The juniors was won by Trent Crane (Vic), intermediate was Dave Scholefield (SA), veterans Gunther Pfrengle (NSW), Master John Schulter (NSW). The Superdiver (Spearfishing, finswimming and photography) was hotly contested and close and the winner was Garth Byron (NSW). The Mark Searle Interpacific Pairs trophy was won by Aaron Crocome and David Welch. A full report below. There were 33 competitors, great support from sponsors, some challenging conditions and small fish. Thank you very much to Zia Mustafa and his team for being the Competition Director.

    ICRC Duty of Care: Elements of Definition

    ICRC Duty of Care: elements of definition Definition “Duty of care” (DoC) is a legal concept that comes from common law and can be defined as a legal obligation requiring adherence to a standard of reasonable care while performing any acts that could foreseeably harm others. Another definition of DoC would be a legal obligation to act towards others with prudence and vigilance in order to prevent any risk of foreseeable damage. The (legal) consequence of a breach of such a duty is a legal liability imposed upon the author (of the breach) to compensate the victim for any losses they incur. DoC entails an obligation of means (obligation de moyens) as opposed to an obligation of result (obligation de résultat). This means that the author must take all appropriate measures and behave in an appropriate way in order to avoid causing harm to third parties. This being said, the fact that harm is done does not necessarily mean that the duty of care was breached (or, in other words that the author was negligent), as certain events are beyond the control of the author (because they were unforeseeable or unavoidable despite proper care being taken). The ICRC’s DoC obligations towards the defined population hence depend on the nature of the relationship between the ICRC and the concerned population (employees, accompanying dependents, Movement partners, external contractual partners) and the relevant (legal and contractual) provisions applicable to such relationship. Content The actual measure, scope or content of the “care” that is required in each situation depends primarily on two factors: (i) the relationship between the parties and (ii) the applicable law.

Giovanni Angeloni oiovanni (John) Angeloni, 94 Los Angeles, Calif., formerly of Rayland, Ohio, died Tuesday April 15, 2003 in Pasadena! Calif. He was born October 19, 1908 in Aielli, Italy, the son of the late Carmine and Concetta Angeloni. He was Director of the Music Department at Hawthorne Christian Schools for 40 years. He founded Council #90 of the Sons of Columbus in Inglewood, California, and he was co- founder and first president of the Abruzzesi-Molisani di California. In addition to his parents he was preceded in death by his first wife Mary (Tedeschi) Angeloni and second wife Alma (Del Vecchio) Angeloni and a son, Ivan Angeloni. Surviving are two sons Ramon and Elvio of Los Angeles; a daughter, Vanina (Angeloni) Ruiz of Los Angeles; a brother, Olivio (Lee) Angeloni of Corona, Calif; a sister Eda Leoni of Upland Heights, Yorkville, Ohio; eight grandchildren and seven great-grandchildren.
