Coach Education Swimming WA would like to thank SAL and ASCTA for the development of resources and the streamlining of Coaching Courses administration processes improving the professionalism Swimming Australia’s five tier licence structure entered its of the licence system. Swimming WA & Masters Swimming WA, launched its joint officiating training program in the 2005/06 season. Swimming Australia developed a draft national competency based curriculum for all officiating positions which Swimming WA presenter’s trialled on behalf of the national body. The positions included General Principles, Timekeeping, Check Starter & Marshal, Starter, Recorder, Announcer, Judge of Strokes, Inspector of Turns and Referee. Swimming WA continued to offer its state curriculum for the position of Meet Director. The competency based curriculum was positively received by trainee officials who were happy to undertake assessment when they were competent rather than completing a set number of training sessions.

Swimming WA and Masters Swimming WA conducted two (2) metropolitan courses and eight (8) regional courses in 2005/06. 136 volunteers participated in one of these courses across the state compared to 42 last season, a 224% increase in attendance. Education sessions for each officiating position were offered at each of the courses with participants offered the flexibility to attend the session of the position they were interested in gaining knowledge, experience and accreditation.

Swimming WA and Masters Swimming WA conducted the two (2) metropolitan courses at Challenge Stadium and Claremont Pool for a total of 31 candidates, an increase of 210% from last season. Eight joint officiating courses were conducted in the regional towns of Bunbury, Narrogin,

Kalgoorlie, Midland (Wheatbelt), Geraldton, Exmouth, Club Administrator Education Port Hedland and Derby for a total of 105 candidates, an increase of 228% from last season. GO Club Administrator Workshops Swimming Australia launched the national club administrator development program, GO Club Administrator, in October, 2005. The workshop for the inaugural year of the program, to be implemented in all states, was designed to provide club administrators with information about Swimming Australia’s GO Swim and GO Club Administrator programs with an explanation of the GO Club PB Workbook Assessment Tool components developed for clubs to assess their administration strengths and weaknesses.

Swimming WA conducted one (1) metropolitan and eight (8) regional GO Club Administrator workshops between October and December, 2005. A total of 46 participants attended the GO Club Administrator sessions with 26% males and 74% females. 24% of the participants were from metropolitan clubs and 76% of participants were from regional clubs.

GO Club PB Workbook & Telstra Swimming Assistance Fund

The GO Club PB Workbook forms part of the GO Club Officiating Accreditation Administrator program designed as an assessment tool 19 officials from metropolitan and country clubs gained 36 for clubs to assess their strengths and weaknesses. Swimming WA distributed 1127 GO Swim New Member Kits across the state through the club structure based on the membership database statistics at February, 2006. At this time, 18% of our members were new to the sport of swimming and under 12 years of age. The GO Swim kits have received much positive feedback from clubs who have distributed them to their new members.

SunSmart Junior Swim Clinics Recruitment & Participation Programs Swimming WA conducted one (1) metropolitan and 14 regional SunSmart Junior Swim Clinics in 2005/06. Indigenous Swimming Swimming WA endeavours to continually improve the services it offers swimmers with a disability. The 2005/06 Swimming WA Fisher & Paykel State Youth Squad was selected based on the performances of swimmers aged 13 – 16 years at the 2005 Fisher & Paykel Australian Age Championships held at Chandler Aquatic Centre, Brisbane in April, 2005.

Region Squads - SunSmart Performance Clinics

The eight 2005/06 Swimming WA Region Squads were selected based on performances of 11 – 18 year old swimmers at the 2005 Fisher & Paykel Australian Age Championships, the 2005 SunSmart State Championship Series, the 2005 Alcoa Country Championships and a selected regional swim meet. Swimming WA’s Region Squads are designed to identify and recognise talent of regional swimmers who have achieved a state qualifying standard of swimming. 151 swimmers were selected in this year’s squads, slightly less than last year’s 164 swimmers selected.

Swimming WA, in its new Coach Development Pathway, developed eligibility and selection criteria for Head Coach and Assistant Coach positions for each of its eight Region Squads. Coaches needed to be the primary coach of a swimmer selected in one of the Region Squads and were invited to attend one of the eight SunSmart Performance Clinics conducted across regional WA.

Swimmers and coaches were provided with an opportunity to participate in an intensive weekend clinic under the guidance of a high performance Mentor Coach. The weekend was designed for swimmers and coaches to gain high performance training experience, to develop competition skills and experience a Swimming WA development squad program.

The Oldest Male Long Course record broken was Ross Briggs of Aqua Attack 11yrs 400m Freestyle on 16th October 2005 which broke the record previously held by Colin Durnin of City of Perth set on 4th November 1978, a record that stood for 26 years and 347 days.

The most improved Female Long Course record broken was the WA Residential 14yrs 50m Breaststroke which was reduced from Rebecca Blevin’s time of 0:34.68 to Rebecca Blevin’s time of 0:34.04 an 1.85% improvement.

The Oldest Female Short Course record broken was Jemma Hawkins of Mandurah 11yrs 50m Breaststroke on 2nd July 2005 which broke the record previously held by Toni Ciffolilli of Bunbury on 21st June 1992, 13yrs and 11 days old.

The most improved Female Short Course record broken was the All Comers & Residential 13yrs 50m Breaststroke which was reduced from Elaine Konijn’s time of 0:34.99 to Rebecca Blevin’s time of 0:33.78 an 3.46% improvement.

There were 25 records older than 10 years old broken, 3 records older than 15 years old broken and 3 records older than 20 years old broken.

The swim meet that created the most activity was the 2005 Hancock FMF State SC Age Championships with 117 records being established, the next major meet was the 2005 Hancock FMF State Open Championships with 67 records.

Technical Officials continue to be an integral part of swimming. Their impartial judgment and knowledge of the rules is an important to swimmers and coaches all.

This year has seen the successful introduction of competency-based assessment in all technical areas. Previously we used the process for referees only. New trainees were instructed using the SAL compiled notes and activities rather the old method of exams and the collection of signatures showing experience. The on the job training methods have been successfully adopted. SAW officials are now familiar with the process and in conjunction with Aussi Masters and DSR will continue the new approach.

Country courses for 2005/6 were held in all major centres and in association with the Swim fit clinics run by the coaches for country swimmers and coaches. Two city courses were successfully run with new aspiring officials taking part. These new officials are encouraged to continue their commitment to our sport.

Glenn Riekie, technical officials and the office staff, again ran the State Championships successfully. A vote of thanks goes to the tireless work of the meet directors, Jeanette Bailey, Sharon Russell, Lorena Evens and Mandy Crawford.

WA officials continue to be appointed to Australian championships. The following were success this year; Dot Harris, Greg Wilson, Robyn Arblaster, Peter Lawless, Kaye Bolger, Ryan Arblaster, Lesley Arrowsmith, Ross Emerson Peter Anderson, Ian Arblaster and Martin Lankester. Kaye worked as an official at the Pacific School Games with 6 WA officials being appointed to the Commonwealth Games.

Other meets where SWA officials worked were PSA, IGSSA, ACC, Shells, Club meets and carnival and WADSSA. Thank you all for your assistance.

The Technical Committee after an uncertain start to the year, and with the late appointment of the coordinator, has successfully worked with the Executive Director and each other these passed 4 months. We thank the Board, the Executive Director and the office staff for their support and consideration regarding our role as volunteers. We look forward to this continuing well into the future.

Region 1 Coordinator’s Report The Harvey Swimming Club was our host Club for the Region 1 Swimming Carnival that was held on the 4th December. Throughout the year Region 1 has held 7 general meetings, The whole day was a great success, thanks to the fantastic a Development Weekend, a ‘green’ coaching course, 5 organisational skills of Bryan Doust and his team. WESTERN AUSTRALIAN SWIMMING ASSOCIATION (INC) FINANCE REPORT Financial year ended 30 April 2006 The financial operations of the Association for the 2005/2006 year resulted in a net cash surplus of $130,265. After allowing for provision for depreciation on plant and equipment and the movements in accrued expenditure the Association had a net surplus of $47,119. The accounts for the Association have been prepared on a receipts and payments basis for this financial year. Previous accounts have been prepared on an income and expenditure basis. The change in reporting mainly affects the reporting of grant monies received during the year. In previous years only the amount of grant monies that had been expended during the year were shown as income, with unaquitted grants shown as a liability in the Association’s balance sheet. Under the new reporting system, the total value of cash grants received each year is recorded as a receipt and any movement in unaquitted grants is recorded separately in the receipts and payments statement as accrued income/expense. The Association had total receipts of $999,013 and total operating payments of $868,973. At 30th April 2006 there remained $114,724 in unaquitted grants. The Association is committed to expenditure in relation to these grant monies received which remained unspent at 30th April 2006. The amount of grant money unacquitted at 30th April this year is $58,756 higher than at the same period last year. This is due mainly to the receipt of the Healthways grant for 2006 ($105,000) being received prior to the end of April. In previous years this amount had been paid in two six monthly instalments. The Association received the following Government Grants during the year healthways $105,000 department of Sport & Recreation & Academy of Sport $189,000 The Association thanks these Departments for their continued support In addition the Association received sponsorship income totalling $68,884 from the following sponsors hancock Medical Foundation fisher & Paykel telstra shell Australia Alcoa World Alumina Australia The Association also thanks these sponsors for their continued support. Membership income for the year was $261,628 (up $23,079 on last year). Swim meet entries for the year were $177,873 (up $13,028 on last year). The Association continues to be in a sound financial position. As at 30th April the Association had net assets of $343,524.

We have audited the financial report, being a special purpose financial report, of Western Australian Swimming Association (Inc.) for the year ended 30th April 2006. The board is responsible for the financial report and has determined that the accounting policies used and described in Note 1 to the financial statements which form part of the financial report are appropriate to meet the requirements of the Associations Incorporation Act (Western Australia) and are appropriate to meet needs of the members. We have conducted an independent audit of this financial report in order to express an opinion on it to the members of Western Australian Swimming Association (Inc.). No opinion is expressed as to whether the accounting policies used are appropriate to the needs of the members.

The financial report has been prepared for the purpose of fulfilling the requirements of the Associations Incorporation Act (Western Australia). We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which it relates to any person other than the members, or for any purpose other than that for which it was prepared.

Our audit has been conducted in accordance with Australian Auditing Standards. Our procedures included examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial report and the evaluation of significant accounting estimates. These procedures have been undertaken to form an opinion whether in all material respects, the financial report is presented fairly in accordance with the accounting policies described in Note 1 so as to present a view which is consistent with our understanding of the Association’s financial position, and performance as represented by the results of its operations. These policies do not require application of all Accounting Standards and other mandatory professional reporting requirements in Australia.

The audit opinion expressed in this report has been formed on the above basis.

1. Statement of Significant Accounting Policies This report is a special purpose financial report prepared in order to satisfy the financial reporting requirements if the Associations Incorporation Act (Western Australia). The committee has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act (Western Australia) and the following Australian Accounting Standards: AAS 5 Materiality AAS 8 events Occurring After Reporting Date No other applicable Accounting Standards, Urgent Issues Group Consensus Views or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values, or except where specifically stated, current valuations of non-current assets. The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. (a) Grants and Sponsorship Monies Grants and sponsorship are recognised on an accrual basis. These sponsorships have a strong historical link with the Association.

(b) Fixed Assets Leasehold improvements and office equipment are carried at cost less, where applicable, any accumulated depreciation. The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. Leasehold improvements are amortised over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

(c) Clubs in Recess Monies held on behalf of clubs which have ceased activities - repayable upon reconstitution of club.

(d) Income Tax The Association, being a non-profit sporting organisation, is exempt from income tax.

(e) Annual Leave Provision is made in respect of the Association’s liability for annual leave.
