Medays 2019 : Les Thématiques Clés, Les Personnalités Phare Et L’Invité D’Honneur De La 12Ème Édition Tanger, Du 13 Au 16 Novembre Communiqué de Presse MEDays 2019 : Les thématiques clés, les personnalités phare Et l’invité d’honneur de la 12ème édition Tanger, du 13 au 16 Novembre Rabat, le 8 Novembre 2019 – L’Institut Amadeus organise, sous le Haut Patronage de SM le Roi Mohammed VI, du 13 au 16 Novembre prochain à Tanger, la douzième édition du Forum international MEDays, placée sous le thème « La crise de confiance : faire face à la subversion et aux incertitudes ». Le Forum MEDays 2019 reviendra sur les développements internationaux notamment les menaces qui pèsent sur la croissance mondiale et le dynamisme du commerce international, mais également les défis sécuritaires, les complexités du dialogue politique Nord-Sud et les mouvements des sociétés civiles observées dans les pays du Nord et du Sud, seront débattus et analysés sous l’angle du renforcement des relations Sud-Sud. Cette 12ème édition du Forum MEDays sera marquée par la participation de deux Chefs d’Etat du continent Africain, S.E. Monsieur le Président de la République du Sénégal, M. Macky Sall, invité d’honneur du forum, et S.E. Monsieur le Président de la République de Sierre Leone M. Julius Mada Bio. « Nous sommes très honorés d’accueillir deux leaders Africains qui portent des enjeux importants pour le continent, ceux du développement, de la stabilité et du dialogue politique. Le forum MEDay, qui s’inscrit dans le cadre de la vision de Sa Majesté le Roi Mohammed IV que Dieu l’Assiste, confirme sa capacité à œuvrer dans la voie d’une coopération Sud-Sud ouverte sur les sociétés civiles et les dynamiques économiques, qui sera un des facteurs majeurs de résilience pour notre continent » a déclaré Brahim Fassi Fihri, Président de l’Institut Amadeus. C’est la quatrième fois que le Forum MEDays accueille au moins un chef d’Etat en fonction après S.E. Paul Kagamé, Président de la République du Rwanda en 2015 et S.E. Alpha Condé, Président de l’Union africaine et de la République de Guinée en 2017 et S.E. Marc Roch Kaboré, Président du Burkina Faso en 2018. Les angles principaux de réflexion, d’échange et de débat du Forum MEDays 2019 porteront sur l’intégration régionale et continentale, notamment les enjeux de l’opérationnalisation de la Zone de Libre Échange continentale africaine (ZLECA) pour le continent et les politiques d’accompagnement. Le contexte de l’économie globale sera discuté dans le contexte des guerres commerciales entre les États-Unis et la Chine qui ont des répercussions sur le potentiel de croissance global. Le thème de l’énergie, préoccupation centrale des pays africains, celui de la compétitivité, du soutien aux PMEs et à l’économie numérique seront également au menu des discussions économiques. Le rôle et l’émergence des multinationales africaines, la participation des femmes dans les économies africaines et notamment des femmes chefs d’entreprise et les gisements de croissance dans les secteurs de l’assurance, des services financiers et du tourisme seront également abordés. Ces thématiques économiques seront discutées avec notamment la participation de Son Excellence M. Daniel Ona Ondo, Président de la Commission de la Communauté Economique et Monétaire du Gabon, Et M. Ferid Belhaj, Vice-Président de la Banque Mondiale de la Région MENA, qui se penchera sur la question des multinationales Africaines ainsi que les moyens pour favoriser le leadership économique du contient. Son Excellence M. Jean Marie Ogandaga, Ministre du commerce, de l’Artisanat, des PME, et de l’Artisanat du Gabon, et Son Excellence M. Luis Filipe Tavarez, Ministre des Affaires Etrangères et de la Défense de la République du Cap Vert, interviendront sur la ZLECAF ou la perspective d’un seul ou plusieurs marchés Africains comme nouveau modèle de co- développement inclusif, solidaire, et concret en Afrique. L’optimisation de cette initiative servira de catalyseur au développement de plusieurs marchés Africains, à savoir l’économie numérique à travers la révolution digitale que connait le continent. De ce fait, Son Excellence M. Laurent Lamothe, ancien Premier Ministre de Haïti, reviendra sur le boom l’innovation numérique et des start-up en Afrique comme indicateur majeur de la digitalisation du continent Africain. Plateforme africaine, le Forum porte depuis longtemps la thématique de la coopération Sud- Sud en bannière. Il a été un artisan à son modeste niveau des rapprochements en vue du retour du Royaume du Maroc au sien l’Union Africaine, sa « famille institutionnelle ». Une initiative sera dédiée à la réforme de l’Union Africaine et comment concrétiser une nouvelle intégration du continent, rassemblant des intervenants aussi prestigieux éminents que Son Excellence M. Dioncounda Traoré, ancien Président du Mali, Son Excellence M. Olusegun Obasanjo, ancien Président de la République Fédérale du Nigéria, ou encore M. Mohammed El Hace Lebbat, Principal Conseiller Stratégique de la Commission de l’Union Africaine. Par ailleurs, le forum abordera également des initiatives politiques et internationales dans les zones de crise avec une attention particulière aux régions du Proche-Orient, du Sahel et de l’Océan indien, des situations internationales complexes sur lesquelles des médiations internationales sont mobilisées. M. Saeb Erakat, Négociateur en Chef et Secrétaire Général de l’Organisation de Libération Palestine, se penchera sur la question du supposé « Deal du siècle » proposé par l’administration américaine pour la question palestinienne. Son Excellence M. Ryad Al Malki, Ministre des Affaires Etrangères de la Palestine, abordera aussi la situation prévalant en Syrie et dans le Golfe. Enfin les mouvements des sociétés civiles que ce soit dans en Europe et aux États-Unis ou dans les pays arabes et les pays d’Amérique latine seront également débattus pour comprendre les liens entre les situations politiques dans ces pays et les tensions générées les insatisfactions sociales. Il s’agira également de comprendre en quoi ces mouvements peuvent représenter des aspirations nouvelles dans l’ordre politique interne de ces pays et les développements internationaux qu’ils pourraient porter notamment dans l’émergence de nouveaux cadres ou paradigmes économiques et politiques. Parmi les intervenants présents sur les thématiques politiques et internationales comptent Son Excellence M. Ivo Josipovic, ancien Président de la Croatie, Son Excellence M. Mihai Tazvan Ungureanu, ancien Premier Ministre de la Roumanie, M. Robert D. Kaplan, Directeur Général d’Eurasia Group, débâteront de la montée des mouvements populistes en Europe et de leur rejet des schémas traditionnels politiques, causant ainsi un euroscepticisme palpable. De ce fait, un renouveau du multilatéralisme est plus que jamais nécessaire à travers une diplomatie internationale au service d’une paix pérenne et durable. Le regain de confiance en dans les gouvernements et dans les organisations internationales sera débattu par Son Excellence M. José Luis Rodriguez Zapatero, ancien Président du Gouvernement d’Espagne, Son Excellence M. Gaston Browne, Premier Ministre d’Antigua et Barbuda, et Son Excellence M. Jiarui Wang, Président de China Soong Ching Ching Foundation. Avec près de 200 intervenants de très haut niveau - Chefs d’Etats et de Gouvernements, ministres, responsables politiques, Prix Nobels, chefs d’entreprises, dirigeants d’organisations internationales, experts et représentants de la société civile – le forum MEDays constitue une plateforme de débat et de réflexion de quatre jours permettant d’échanger sur les questions prioritaires de l’agenda international aux côtés de 4500 participants.     The Underlying Causes of Morocco-Spain Maritime Dispute off the Atlantic Coast By Samir Bennis. Introduction The question of the delimitation of maritime boundaries between Morocco and Spain has always been a hot topic in the relations between the two countries. Because of the complexity of the issue and its legal and political ramifications, there are no formal maritime boundaries between Morocco and Spain, whether in the Mediterranean or off the Atlantic coast. The existence of a territorial dispute between Morocco and Spain over the Spanish enclaves of Ceuta and Melilla is just one of the factors at play that have made it impossible for the two countries to reach an agreement on the delimitation of their maritime boundaries in the Mediterranean. The main bone of contention is the delimitation of the two countries’ respective Exclusive Economic Zones (EEZ) and their continental shelves. The existence of an overlap between Rabat and Madrid’s continental shelves, as well as their diverging views on which method should govern the delimitation process has doomed all attempts by the two countries to delimit their respective maritime boundaries to failure. While Spain calls for the application of the method of equidistance and median line, Morocco calls for the application of the method of equity, and stresses that any delimitation should result in an equitable outcome, in line with international law. What has made negotiations between the two countries more arduous is the fact that the overlap between their continental shelves lies in the water off the Sahara, which have been under Morocco’s de facto sovereignty since 1975.

Often referred to as the “think tanks’ think tank,” TTCSP examines the evolving role and character of public policy research organizations. Over the last 29 years, the TTCSP has developed and led a series of global initiatives that have helped bridge the gap between knowledge and policy in critical policy areas such as international peace and security, globalization and governance, international economics, environmental issues, information and society, poverty alleviation, and healthcare and global health.
