Curbar Parish Council 56 Upperthorpe Road Shefffield S21 1EJ Peak District National Park Authority Aldern House Road DE45 1AE 19 November 2019 Dear Sirs Application Number: NP/DDD/0919/0987 Broughton Caravan Park Baslow Road Curbar Change of use from grassland to a caravan park extension for 21 pitches. Alteration to the main road (A623) Curbar Parish Council resolved to object to the above planning application at its meeting on 12/11/2019. The access to Curbar and Calver coming along the A623 from Baslow, is a traditional picture of pasture land on the left, and gritstone buildings including the school, church, Bridge Inn and the Craft Centre complex, on the right. All these buildings are included in a Conservation Area. The extension of the static caravan site up to the roadside would destroy what the National Park Authority are trying to protect and is contrary to Policy GSP2; in that the scheme does not in anyway enhance a valued part of the village, the scheme offers no benefit at all to the natural beauty of the area and does not respect the character of the area. The proposed changes to the existing access fall within Calver Conservation Area No. 1 which extends into Curbar and includes the road frontage immediately adjoining the site up to the site boundary wall. The Core Strategy Policy RT3, relating to camping and caravans is very clear. RT3 B. states “Static caravans, chalets or lodges will not be permitted.” The impact of static caravans adjacent to the highway, which this will be, can be seen on High Street, Stoney Middleton where they have impacted on the street scene. A much wider entrance is required by DCC Highways onto the A623. Currently, the access to the site is unobtrusive. This proposal will make the existing caravan site more visible, in addition to the impact of the proposed extension of the site. DCC Highways require that the very wide grass verge is cleared of all trees and vegetation and growth restricted to within 0.6 metres (2 feet), exacerbating still further the prominence this will give to the new site. This will include the clearance of the existing trees on the verge. The submitted plans showing the position of trees adjoining the A623 are inaccurate. There is only one tree within the proposed site, all the others being on DCC Highways land, and will therefore be felled. The access to the site from the A623 is nearly opposite the junction to Curbar village and the school, which is very busy, being part of a rat run to Sheffield, Chesterfield and Manchester. There have been several incidents at this junction. The increased traffic movements from the site can only add to these incidents. The residents of Riverside Close, Calver, who live across the river from the site will be adversely affected, as the proposal is directly opposite to their homes, across the River Derwent. Finally, particularly in the light of recent flooding, the site lies within a flood zone and is another reason why the site should not be developed. Curbar Parish Council strongly object to the proposed extension to the static caravan park and request that the Planning Committee reject this application. Yours sincerely
