Ms. Helen Britez, Hanover Park Musical Director, will be presenting a musical piece from the Hanover Park spring musical production, “Disney’s High School Musical, Jr.”

Ms. Alyssa Fanelli, Whippany Park Musical Director, will be presenting a musical piece from the Whippany Park spring musical production, “How to Write a Hit Musical!”

Ms. Maria Carrell, Superintendent of Schools, will be presenting the phased reopening plan for the district.

A. PERSONNEL

21.406. Teacher Resignation for Retirement Purposes

It is recommended that the Board accept the resignation for retirement purposes from Vicki Philhower, Whippany Park Special Education Teacher, effective June 30, 2021.

21.407. 2020-2021 Leave Replacement Guidance Counselor Appointment

It is recommended that the Board approve Daniel Rendine as Leave Replacement Hanover Park Guidance Counselor effective on or about June 21, 2021 through on or about November 22, 2021. Compensation for this appointment will be $350.00 per diem. This appointment is pending successful completion of the background check and receipt of criminal history clearance.

21.408. 2020-2021 6th Period Assignment Extension

It is recommended that the Board approve to extend the 6th period assignment for Elizabeth Johnson, Whippany Park School Psychologist, to perform psychological testing as required, effective January 19, 2021 through on or about April 1, 2021. Per diem compensation is $95.89 based on 2020-2021 salary guide and will be paid upon voucher submission.

21.409. Maternity/Child Rearing Leave of Absence Extension

It is recommended that the Board approve the request of Kim Senius, Whippany Park Special Education Teacher, to extend her previously approved maternity/child rearing leave of absence effective September 2, 2020 through on or about December 31, 2021. Ms. Senius plans to use 40 accumulated sick days during this leave. This leave will run concurrently with FMLA and NJFLA. It is anticipated that Ms. Senius will return to her teaching position effective January 1, 2022.

21.410. Child Rearing Leave of Absence

It is recommended that the Board approve the request of Jurgis Urbonas, Hanover Park Groundsman, for a child rearing leave of absence. The absence will run in accordance with the NJ Family Medical Leave Act effective on or about April 12, 2021 through on or about July 5, 2021. This absence will run concurrently with his accumulated sick days.

21.411. Medical Leave of Absence

It is recommended that the Board approve Concetta Palumbo, District Payroll Secretary, for a medical leave of absence effective March 1, 2021.

21.412. Substitute Payroll Secretary Appointment

It is recommended that the Board approve Michelle Meechan as a District Substitute Payroll Secretary effective March 1, 2021 through June 30, 2021 not to exceed forty hours per week with compensation of $30.00/hour.

21.413. 2020-2021 Volunteer

It is recommended that the Board approve Carmelo Bianchi as Tier II 2020-2021 Volunteer pending CPR certification.

21.414. 2020-2021 Hanover Park Stock Market/Investment Volunteer Club Co-Advisor

It is recommended that the Board approve Edward Lynch as a 2020-2021 Hanover Park Stock Market/Investment Volunteer Club Co-Advisor.

B. CURRICULUM AND INSTRUCTION

21.415. Individual Instruction

It is recommended that the Board approve Student No. 7240850 to begin home instruction effective February 25, 2021. Instruction will be provided by Four Winds Hospital, The Learning Center at a rate of $60.00 per hour for a maximum of ten hours per week.

21.416. Internship

It is recommended that the Board approve Kyle Mednick, Whippany Park Part-Time Instructional Aide/Job Coach, to perform a 740-hour internship from June 2021 through July 2022 as part of his Master's Degree program in Clinical Mental Health Counseling. Mr. Kirby Hollingsworth, Licensed Clinical Social Worker, will serve as the cooperating staff member/mentor for this program. The hours performed will be outside of his district assigned hours.

21.417. Algebra I Summer Course

It is recommended that the Board approve the operation of an Algebra I Summer Course. This course will be provided to all incoming grade 9 students who are residents of East Hanover, Florham Park and Hanover Township. Students from outside the district may be considered for this course with Superintendent approval. This course will run from June 28, 2021 through August 6, 2021 from 8 a.m. - 12 noon. There will need to be an enrollment minimum of 10 students to run the course with a teacher stipend of $6,000.00. The cost per student will be $600.00.

21.418. LinkIt! Agreement – Attachment No. 1

It is recommended that the Board approve the agreement between the district and LinkIt! to institute the pilot program for the remainder of the 2020-2021 school year as presented in Attachment No. 1. The LinkIt! program will be used as a tool for benchmarking assessments in order to analyze the progress of the students in reference to mastery of the Student Learning Standards in English and Math and as a tool to analyze the overall performance.

21.423. Approval of Signage – Attachment No. 6

It is recommended that the Board approve the Hanover Park Between the Lines Club to display temporary signage for home softball events during the 2020-2021 season. This is in accordance with Policy 6162 - Corporate Sponsorships. The signage will list families and businesses that donate to the Hanover Park Between the Lines Club as presented in Attachment No. 6.

It is recommended that the Board approve the Hanover Park Diamond Club to display temporary signage to the back of the varsity dugout during the 2020-2021 season. This is in accordance with Policy 6162 - Corporate Sponsorships. The signage will list families and businesses that donate to the Hanover Park Diamond Club as presented in Attachment No. 6.

21.424. Field Trip/Structured Learning Destination

It is recommended that in accordance with N.J.A.C. 6A:5.8 the Board of Education approve the following field trip/structured learning destinations:

D. STUDENT AFFAIRS

21.425. Project Graduation

It is recommended that the Board of Education provide courtesy transportation for Project Graduation for Hanover Park and Whippany Park High Schools:

Hanover Park High School Project Graduation is scheduled for June 24, 2021 - June 25, 2021 at Anchor Golfland in East Hanover, New Jersey. They will require five (5) buses to transport the students. Students will leave from the school at 8:45 p.m. and return at 3:15 a.m.

Whippany Park High School Project Graduation is scheduled for June 25, 2021 - June 26, 2021 at Drew University in Madison, New Jersey. They will require six (6) buses to transport the students. Students will leave from the school at 9:00 p.m. and return at 4:00 a.m.

The Project Graduation organizers will provide adequate adult supervision for each bus.

21.426. Whippany Park Share the Keys Program

It is recommended that the Board approve Sergeant Carpenter of the Hanover Township Police Department to present the “Share the Keys” driving safety program virtually to Whippany Park grade 11 students during the month of March 2021. There is no cost to the district for this program.

E. FINANCE

21.427. Report of the Business Administrator/Board Secretary – Attachment No. 7

Be it resolved, that the Board of Education of the Hanover Park Regional High School District accept the Board Secretary Report pursuant to 18A:17-9 for the period ending and investments made during the month of January 31, 2021. Further, pursuant to N.J.A.C. 6A:23A-16.10(c)4 the Board of Education certifies that as of January 31, 2021, after review of the Secretary's monthly financial Agenda March 10, 2021 Page 6 of 11 report (appropriate section) and upon consultation with the appropriate district officials, to the best of our knowledge no major account or fund has been over-expended in violation of N.J.A.C. 6A:23A-16.10 and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year and pursuant to N.J.A.C. 6A:23A-16.10(c)3, I certify that as of January 31, 2021 no budgetary line item account has been over-expended in violation of N.J.A.C. 6A:23A-16.10 (Attachment No. 7).

21.433. Emergency Purchase of Air Purifiers for Hanover Park Regional High School District

It is recommended that the Board approve the emergency purchase of one hundred and seventy-five (175) air purifiers for the Hanover Park Regional High School District. The Board received the following quotes from potential vendors in accordance with N.J.S.A. 18A:18A-7, et. seq.;

WHEREAS, Oransi, submitted the lowest quote, in the amount of $78,575.00.

WHEREAS, the quote submitted by Oransi, has been reviewed and determined to be in compliance with New Jersey Public Contract Laws, N.J.S.A. 18A:18A-7, et. seq.; and

WHEREAS, the Board, has considered the recommendation of the Superintendent of Schools;

NOW, THEREFORE BE IT RESOLVED, that the Board authorizes the award of the contract to Oransi for the emergency purchase of one hundred and seventy-five (175) air purifiers for the Hanover Park Regional High School District in the amount of $78,575.00.

21.434. Resolution Authorizing Contracts with Certain Approved State Contract Vendors for Boards of Educations Pursuant to N.J.S.A. 18A:18A-10a

WHEREAS, the Hanover Park Regional Board of Education, pursuant to N.J.S.A. 18A:18A- 10a and N.J.A.C. 5:34-7.29(c), may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State Agenda March 10, 2021 Page 8 of 11 contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and

WHEREAS, the Hanover Park Regional Board of Education has the need on a timely basis to purchase goods or services utilizing State contracts; and

WHEREAS, the Hanover Park Regional Board of Education intends to enter into contracts with the attached Referenced State Contract Vendors through this resolution and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts; now, therefore, be it

BE IT RESOLVED, that the Hanover Park Regional Board Secretary as appropriate shall certify to the availability of sufficient funds prior to the expenditure of funds for such goods or services; and be it further

BE IT RESOLVED, that the duration of the contracts between the Hanover Park Regional Board of Education and the Referenced State Contract Vendors shall be from 07/01/20 to 6/30/21.

Be it resolved, upon the recommendation of the Superintendent, that the Board of Education of the Hanover Park Regional High School District, in the County of Morris, New Jersey approves the following resolution:

AND a public hearing on the budget for the 2021-2022 school year will be held at the Hanover Park Regional Board of Education, 75 Mount Pleasant Avenue, East Hanover, NJ 07936 on May 5, 2021and;

Pursuant to N.J.A.C. 6A:23A-7.3, a board of education must establish a maximum dollar limit for travel expenditure, as defined in N.J.A.C. 6A:23A-7.1 et seq.,

BE IT RESOLVED that the Board of Education includes in the tentative budget a maximum travel expenditure in the amount of $75,000.00 for the 2021-2022 school year. The maximum travel expenditure amount for the 2020 - 2021 school year is $75,000.00, of which, $15,823.90 has been spent and $14,127.52 is encumbered to date. Agenda March 10, 2021 Page 9 of 11

The Board of Education recognizes school staff and Board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district;

AND, N.J.A.C. 6A:23A Subchapter 7 requires Board members to receive approval of these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board;

AND, a board of education may establish, for regular district business travel only, an annual school year threshold of $150 per staff member where prior Board approval shall not be required unless this annual threshold for a staff member is exceeded in a given school year (July 1 through June 30);

AND, travel and related expenses not in compliance with N.J.A.C. 6A:23A Subchapter 7 but deemed by the board of education to be necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms;

BE IT RESOLVED, the Board of Education approves all travel not in compliance with N.J.A.C. 6A:23A Subchapter 7 as being necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms; and

BE IT FURTHER RESOLVED, the Board of Education includes in the tentative budget travel and related expense reimbursements in accordance with N.J.A.C. 6A:23A Subchapter 7, to a maximum expenditure of $75,000.00 for all staff and board members for the 2021-2022 school year.

The School Business Administrator/Board Secretary shall track and record these costs to ensure that the maximum amount is not exceeded.

Be it further resolved, that the School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded.

WHEREAS, N.J.A.C. 6A:23A:5.2 (a) mandates boards to establish annually prior to budget preparation, for public relations and each type of professional service a maximum level of spending for the ensuring school year; and

WHEREAS, the tentative budget includes the following appropriations

WHEREAS, the Board and Administration wishes to minimize the amount of paperwork involved in this area;

Be it further resolved, that the Hanover Park Regional High School District Board of Education, in the County of Morris, New Jersey established maximums for professional services in the areas listed above at a level of 120% of the amounts listed above.

21.436. Apptegy Agreement – Attachment No. 11

It is recommended that the Board approve the agreement between the district and Apptegy from May 1, 2021 to June 30, 2022 as presented in Attachment No. 11. It is anticipated that the district will transition to this new school website platform for the 2021-2022 school year. Apptegy uses Thrillshare app for website design, development, and communication with mobile connection capability.
