Thailand Wat Nakorn-In Bridge and Connecting Road Construction Project (I) (II) External Evaluator: Keishi Miyazaki (OPMAC Corporation) Field Survey: September 2006 1.Project Profile and Japan’s ODA Loan Bangladesh Myanmar Laos Thailand Bangkok Vietnam Project Site Cambodia Malaysia Map of project area Rama V Bridge (formerly the Wat Nakorn-In Bridge) constructed by this project 1.1 Background A distinct lack of road capacity became apparent in the suburbs (which lie within the Outer Ring Road) due to the expansion of the urban zone in the Bangkok metropolitan area. Particularly in the area along the western bank of the Chao Phraya River from northern Bangkok to southern Nonthaburi Province, road congestion during the morning and evening rush hour became serious, because adequate bridges across the Chao Phraya River were not being built, even though farmland was rapidly being turned to residential and commercial use and traffic volume on existing roads and bridges was increasing markedly. In southern Nonthaburi Province, which is the site of this project, the only road bridges spanning the Chao Phraya River were the Phra Nang Klao Bridge toward the north and the Rama VII Bridge toward the south. Moreover, there were only two trunk roads which connected the Chao Phraya River and the Outer Ring Road, the northerly Rathan Thibet Road and the southerly Nakorn Chai Sri Road. For this reason, these roads and bridges experienced chronic congestion in the morning and evening; moreover, because no north-south trunk road existed in that area, vehicles that were bound north or south had to travel via central Bangkok, further exacerbating the traffic congestion in the metropolitan area. -

Maha Sura Singhanat Somdet Phra Bawornrajchao Maha Sura Singhanat (Thai: สมเด็จพระบวรราช Maha Sura Singhanat เจามหาสุรสิงหนาท; RTGS: Somdet Phra Boworaratchao Mahasurasinghanat) (1744–1803) was the younger brother of Phutthayotfa Chulalok, the first monarch of มหาสุรสิงหนาท the Chakri dynasty of Siam. As an Ayutthayan general, he fought alongside his brother in various campaigns against Burmese invaders and the local warlords. When his brother crowned himself as the king of Siam at Bangkok in 1781, he was appointed the Front Palace or Maha Uparaj, the title of the heir. During the reign of his brother, he was known for his important role in the campaigns against Bodawpaya of Burma. His father Thongdee was the Predecessor Creation for the new Royal Secretary of Northern Siam and Keeper of Royal Seal. As a son of aristocrat, he entered the palace and began his aristocratic life as a royal page. Thongdee was a dynasty, previously descendant of Kosa Pan, the leader of Siamese mission to France in the seventeenth Krom Khun Pornpinit century. Bunma had four other siblings and two other half-siblings. Bunma himself Successor Isarasundhorn (later was the youngest born to Daoreung. THAILANDTHAILAND New Rama VI Bridge Construction Project Report Date: March 1999 Field Survey: February 1999 1 Project Summary and JBIC's Cooperation This project is designed to replace the deteriorating Rama VI Bridge, spanning the Chao Phraya River in the city of *Pathom Tani Bridge � Bangkok, with a new bridge up-river (north) in order to * Bridges constructed � using ODA loan alleviate traffic congestion in the northwest area of Bangkok. Nonthaburi Bridge The ODA loan covers the entire foreign currency portion and a part of local currency portion for cost of civil and construction works and the entire foreign currency portion LAOS for consulting services. M THAILAND Y A Project Site 2 Evaluation Results N Bangkok M A CAMBODIA R (1) Project Implementation *New Nonthaburi Bridge VIETNAM (i) Project Scope The project scope was implemented mostly in accordance with the original plan, and no problems were observed. New Rama VI Bridge� Regarding the land acquisition, the size of a park (This Project)� adjoining the bridge had to be reduced owing to the Rama VI Bridge fact that land prices soared drastically, but this had no effects on the actual construction of the bridge and no Krung Thon Bridge substantial modifications were made to the plan. *Phrapin Klao Bridge ←Middle-Ring Road (ii) Implementation Schedule The start of the construction was delayed by twenty months mainly owing to the delay of land acquisition, *Memorial Bridge and the completion of the project was consequently *New Memorial Bridge delayed by twenty months against the original plan. Considering the difficulty in forecasting increases Sathorn Bridge in land prices, the delay in the implementation schedule was unavoidable. -

Executive Summary Report Transport Data and Model Integrated with Multimodal and Logistics (TDL) Introduction The Transport Data and Model Integrated with Multimodal and Logistics Project (TDL) in 2012-2014 (TDL II) is aimed to develop and maintain the transport and traffic database models. The said project has been conducted consecutively from the projects of UTDM, TDMC I-VI, TDML I-II, to TDL. The present project has integrated the results of the former projects so that the database, the information, and the transport and traffic models of Office of Transport and Traffic Policy and Planning (OTP) could be more comprehensive and updated all the time. Office of Transport and Traffic Policy and Planning (OTP) has assigned a group of consultant companies, i.e. PCBK INTERNATIONAL CO., LTD. SEA Consult Engineering Co., Ltd. Chotichinda Mouchel Consultants Limited and Systra MVA (Thailand) Ltd, to carry out this project with an operation term of 18 months. This Executive Summary Report represents the summary of all operation results in this project, including survey, study, review, recent data analysis, maintenance of transport and traffic database, improvement and maintenance of National Model (NAM) and extended Bangkok Urban Model (eBUM), application of transport and traffic model, and enhancement of staff’s potential. The consultants would like to express our appreciation to the executives and other officials involved in Office of Transport and Traffic Policy and Planning for cooperation and provision of information which is very indispensable in the study. Project Profile and Japan’s ODA Loan Myanmar Laos Hanoi Vientiane Yangon Thailand Project site Bangkok Cambodia Vietnam Phnom Penh Site map: Bangkok New Krung Thep Bridge 1.1 Background At the time of planning, there was no railway-based means of mass transportation in the city of Bangkok, which depended almost entirely on roads for intra-city transportation. The rapid economic growth and the increase in the number of vehicles in the early 1990s added to the volume of road transportation, making road congestion even more serious. Traffic congestion was also seen on the bridges that spanned the Chao Phraya River in the city. Particularly, the traffic for the Krung Thep Bridge, which played an important role as part of the Middle-Ring Road, had continued to grow each year, reaching 99,700 vehicles per day in 1991. With economic and population growth, it was predicted that the traffic would increase to about 1.5 times the 1991 level in 2001 and 1.8 times in 2010, and it was feared that traffic congestion would become even more serious. The main reason for traffic congestion around the bridge was that the Middle-Ring Road had six to eight lanes throughout its course while the Krung Thep Bridge had only four lanes and that the bascule bridge had to be lifted two to three times a week on request. In addition, because more than 30 years had elapsed since the bridge was constructed, it was becoming increasingly old, and the traffic of heavy vehicles had been restricted since 1988. -
