Bishop emeritus F. Joseph Gossman, the fourth bishop of the Raleigh , died August 12, 2013, at the age of 83, following a long illness. Bishop Gossman served as Bishop of Raleigh from May 19, 1975, until June 8, 2006, when Pope Benedict XVI accepted his retirement due to age. He was appointed Bishop of Ra- leigh at the age of 45 by Pope Paul VI on April 8, 1975, succeeding Bishop Vincent S. Waters, who died De- cember 1974.

During his 31 years as shepherd of the Raleigh Diocese, Bishop Gossman faced the challenge of extensive growth of the Catholic population of the Diocese, which comprises the 54 eastern-most counties of North Carolina. At the time of his appointment, Catholics numbered approximately one percent of the statewide population. At the time of his retirement, the registered Catholic population in the Diocese of Raleigh was 192,000, with an additional 200,000 Hispanics residing in the Diocese, many of whom were Catholic.

During his tenure, Bishop Gossman blessed and dedicated more than 60 parishes, schools and all-purpose buildings, most of them in his last 12 years.

Born in , , April 1, 1930, he was the son of Frank M. and Genevieve Steadman Gossman. He attended St. Charles College and St. Mary's Seminary in Baltimore, graduating with a bachelor's degree in 1952. He continued studies at the North American College in , obtaining his Licentiate in Sacred Theol- ogy from the Gregorian University, Rome, in 1956.

Bishop Gossman was ordained a priest of the Archdiocese of Baltimore in Rome, December 17, 1955. In 1956, he began graduate studies at the Catholic University of America in Washington, D.C., earning a doctor- ate in canon law in June 1959.

He served as an assistant pastor at Baltimore's Basilica of the Assumption until July 1968, at which time he was appointed administrator of the Cathedral of Mary, Our Queen in Baltimore. He also served as vice- chancellor of the Archdiocese from 1959-1968. He was made Honorary to His Holiness Pope Paul VI with the title of June 27, 1965.

In July 1968, he was named Auxiliary Bishop of Baltimore and was ordained a Bishop on September 11, 1968, by Cardinal Lawrence Shehan. In mid-1970, Bishop Gossman was named urban vicar, with the inner city of Baltimore and its people his special area of ministry.

During his Episcopacy, Bishop Gossman was a strong proponent of the sanctity of human life, speaking out on issues involving human dignity, from the plight of the poor, to care and concern of the immigrant, to strong opposition to capital punishment. In 1997, he joined with Bishop Emeritus William Curlin of Charlotte in is- suing a Pastoral Letter titled “Of One Heart and One Mind.” The document, based on Catholic social teaching, called on public and business officials, the faithful and all people of good will to work on behalf of the com- mon good.

The theme of the pastoral letter matched Bishop Gossman’s episcopal motto, “To serve, not be served.”

Bishop Gossman played a leading role in the creation of the North Carolina Lutheran-Roman Catholic Cove- nant that was signed in 1991 by the of Raleigh and Charlotte and the North Carolina of the Evangelical Lutheran Church in America.

On behalf of all of the people assisted through the ministries supported by the Bishop’s Annual Appeal (BAA), I write to seek your support. I respectfully ask for your timely help and renewed efforts towards a successful 2013 Appeal.

We as Catholics have a privileged opportunity to assist the needy throughout our dio- cese and within our communities through our participation in the BAA, which significantly supports our Catholic Charities efforts. Each parish and mission is asked to participate so that as a people of one faith, we can have a significant impact across the diocese as one people through more than 30 ministries in the areas of charity, evangelization and worship (all areas supported by the BAA are listed on our website). Gifts donated to the BAA are used only for these purposes, which do not include the Cathedral Campus campaign or Diocesan administra- tion.

I am concerned that as of the time this letter was produced for inclusion in this bulletin, Immaculate Conception is currently $9,361 (or 44%) short of its 2013 BAA goal. If you have not yet made a pledge this year, I respectfully request your assistance so that we can continue our work in feeding the hungry, housing the homeless, providing opportunities for faith devel- opment and continuing the countless other ways the BAA impacts your community. The fund- ing for these vital works of charity and pastoral outreach will be negatively impacted if the BAA does not meet its goal.
