The Havasupai Tribe Facilities & Maintenance Supervisor (FMS) is the point of contact for this RSOQ. All communications regarding this RSOQ must be directed to the FMS. Unauthorized contact regarding the RSOQ with other employees, Tribal consultants, elected officials and/or agents of the Havasupai Tribe may result in the firm being disqualified, suspended or disbarred from the Havasupai Tribe firms list. A SOQ from a firm that did not attend the mandatory pre-submittal conference and mandatory site visit will be automatically rejected. Statements must be received by the FMS at the location specified below no later than 5:00 P.M., ARIZONA TIME, on Friday, December 18, 2015. Statements received after that time and date will be considered non-responsive and will be returned unopened. GENERAL INFORMATION 1.1 Havasupai Reservation A. Location The Havasupai Reservation is remotely located near the southwest corner of the Grand Canyon National Park. The Havasupai Reservation consists of 188,077 acres. The Havasupai Reservation is approximately 172 miles from Flagstaff and is about 122 miles from Kingman, Arizona. The nearest community is Peach Springs on the Hualapai Reservation, which lies 79 miles southwest of the Havasupai Reservation. Supai Village is easily accessible by I-40 and then by the old Route 66 through either Seligman or Kingman. Between Seligman and Kingman, Supai Village can be reached on BIA Route 18 for approximately 60 miles and then by either an 8-mile steep trail into the Village or by helicopter. Travel either by trail (foot or on horses) or helicopter largely depends on weather. During winter or monsoon seasons, Supai Village is not always accessible. Please see the attachment for map and travel information. B. Community The Havasupai Tribe is a federally recognized Indian Tribe. The United States 2010 Census reported a population of 465 residing at the Havasupai Reservation. The Havasupai Tribe is a very small Indian tribe governed by a 7-member Tribal Council. The Havasupai Tribe has approximately 29 departments and programs with approximately 204 employees. C. Infrastructure The electrical infrastructure on the Havasupai Reservation is owned by the by Bureau of Indian Affairs (BIA) and operated by the BIA Truxton Canon Agency (BIA TCA). Electricity is provided by the Mohave Electric Cooperative (MEC) to the BIA. The Havasupai Reservation has a community water and sewer system. Transportation in and out of Supai is via an 8-mile dirt trail (for hikers and horses) and by helicopter. Landline, limited cell service and internet service are available in the village of Supai. RSOQ#5-2015 Page 1 Havasupai Tribe Administration Building Project The United States Post Office (USPO) provides mail delivery on the Havasupai Reservation. Mail is delivered by mules on the eight (8) mile trail and can take between 7-14 days. Courier services are not available on the Havasupai Reservation. Basic health services for the Havasupai Tribal members are provided by the Indian Health Service (IHS). There is no hospital or emergency medical service in Supai. Public Safety is provided by the BIA Office of Justice Services (OJS) Law Enforcement Services. The Havasupai Tribe has a volunteer fire department made up of tribal members and employees. 1.2 Project Description The existing Havasupai Tribal Administration Building is approximately 2,694 sq.ft. in size. The building is occupied by 7 Tribal administration units with approximately 20 employees. It was constructed in the early sixties and is no longer adequate to house the increasing needs of the Havasupai Tribal Administration. It is deteriorating and costly to maintain and repair that the Havasupai Tribal Council has decided to replace the existing building to meet current and future administrative needs of the Havasupai Tribe. RSOQ#5-2015 Page 2 Havasupai Tribe Administration Building Project Interested firms will have construction challenges associated with the remote location of Supai. The Design-Builder selected for this project is expected to have demonstrated significant experience in the type of work required, constructing on Indian Reservation, remote location with little or no basic infrastructure, unstable weather, with Tribal culture and tradition, with local practices and with Tribal and relevant Federal requirements. 1.3 Scope of Services The Design-Builder will begin with the firm in a lead role for design phase services and will hold the construction contract with the Havasupai Tribe for construction of the project. Design phase services are anticipated to include architectural, structural, mechanical, electrical, communication, plumbing and related work. At some point prior to construction, the Design-Builder will assume the risk of delivering the project through a lump sum contract. The Design-Builder will be responsible for construction means and methods, and will be required to solicit bids from pre-qualified subcontractors to perform the work. The Design-Builder will not be required to self-perform portions of the work, but may competitively bid to do so. There will be no limit to the amount of self-performance allowed by the Havasupai Tribe. A. Design phase services by the Design-Builder shall include but will not be limited to the following: • provide detailed cost estimating and knowledge of marketplace conditions; • prepare a complete and comprehensive set of construction plans and specifications; • provide for construction phasing and scheduling that will minimize impacts to the community; • provide alternate systems evaluation, value engineering and constructability studies; • advise the Havasupai Tribe of ways to gain efficiencies in project delivery; • select subcontractors/suppliers for this project; • provide project planning and scheduling; B. Construction phase services by the Design-Builder may include but will not be limited to the following: • demolition of existing building; • complete construction of
