Cultural Commons and Urban Policy Among Real and Virtual Walls Chiara Carolina Donelli — University of Parma — [email protected] Michele Trimarchi — Magna Graecia University (Italy); University of Bologna (Italy) — [email protected] ABSTRACT “Poor but Sexy” is Berlin, in a well-known institutional slogan. The city has experienced a unique evolution since the end of World War II and the Cold War years, attracting creative talents who crafted a metropolitan and cosmopolitan network of fertile connections and exchanges. Berlin appears to be structured in micro-areas: kiez is the urban and social unit, a small commons where shared views and actions define the neighbourhood. Since the fall of the Wall, the Berlin community has lived in a multiple-layered town whose dynamics revealed many contradictions, due to the virtual walls and maps that end up opposing to the elabo- ration of a consistent metropolitan strategy. This article discusses the role of cultural com- mons in urban development, which does not fit a unique model or mechanism. An effective administrative action can encourage the diffusion and location of creative industries and cultural enterprises, generating a sustainable value chain for Berlin’s identity, based upon cultural commons. Wprawdzie wymieniono dyrektora generalnego wytwórni (Alberta Wilkeninga zastą- pił Joachim Mückenberger, który piastował tę funkcję do czystki po 11. Plenum KC SED w grudniu 1965 roku), ale na pozytywne efekty tej zmiany przyjdzie jeszcze poczekać. Pracownicy Defy, jak wymagała tego potrzeba chwili, w pamiętną noc i później sami z bronią w ręku uczestniczyli w „za- bezpieczaniu granicy państwowej NRD”, biorąc czynny udział w oddzia- łach bojowych rozlokowanych wokół leżącego nieopodal kanału Teltow1. Na wschodzie i zachodzie Niemiec – w Niemieckiej Republice De- mokratycznej i Republice Federalnej Niemiec – a także w czterech sek- torach Berlina dalej powstawały filmy typowe dla antagonistycznych struktur państwowych, politycznych i społecznych powojennych Nie- miec. It was erected to protect the 4.2 acre construction lot destined to become the Central Memorial to Murdered European Jews. Plastered on the most-trafficked corner of this fence is an ever-changing montage of posters, political graffiti, and enlarged newspaper articles about the memorial yet to be built. While this fence is a temporary structure in the land- scape, it marks contested social identities. Large posters put up by the citizens’ group responsible for the memorial announce “Here is the place!” On one, a familiar historical photo depicts a bedraggled elderly man wearing a thick coat stitched with a Star of David. A lonely figure, he reminds contemporary onlookers of the unjust death he and others suffered. His image haunts the city and our imaginations.

    Destination Berlin: Orderings of City-Identity in Contemporary Tourist Guidebooks Ignacio Farías A radical process of standardization of tourist destinations around the globe, particularly in urban contexts, has been described by numerous scholars dur- ing the last decades.1 Indeed, the reinvention of many cities as tourist destina- tions has made evident ‘an odd paradox: whereas the appeal of tourism is the opportunity to see something different, cities that are remade to attract tour- ists seem more and more alike’.2 In such a context, both scholars and practi- tioners point to abstract elements such as images, identities, flairs, and experi- ences, as the main elements defining destinations’ profiles.3 The American historian Catherine Cocks argued that the attribution of a ‘personality’ to the city was a key aspect in the transformation of American cities into tourist des- tinations. Urban personalities made the city easily available, readable and in- telligible, transformed it into a salable commodity, and offered a compelling reason to visit it and to come back.4 Similarly, contemporary European cities can be seen as bearers of specific local urban identities that remain relatively fixed even when information, stereotypes and attributes may prove to be in- accurate or simply false. Wolfgang Kaschuba has in this sense described the production of urban identities as a cultural technique that is predominantly performed in certain societal spaces such as literature, tourism, mass media, pop culture, and history marketing.5 This article focuses on one of such spaces, tourism, and explores how tourist communication transforms Berlin into a distinct and unique destination.

De Maio Department of Research, University IUAV of Venice, Italy Abstract When Edmund, the child star of Germania Anno Zero, crosses Voßstrasse to sell the faded relics to American soldiers visiting the ruined building of the new Reich Chancellery in the summer of 1948, the area around Potsdamer Platz, though still recognizable, is invaded by debris caused by the destruction of Allied bombing and all shots and tracking shots that Roberto Rossellini has handed down of the German capital are packed with these materials: ruins and rubble. Almost forty years later, Cassiel, an angel from Der Himmel über Berlin by Wim Wenders, accompanying the elderly poet who is unsuccessfully looking for Potsdamer Platz, crosses a vacant lot overgrown only by the fateful wall – that here saw its first line drawn on the ground – and a flyover. Where did the debris and the ruins of Berlin get to in the forty years that separate the two films? Potsdamer Platz where is it? Is it still possible that traces of the lost capital can be found anywhere and that pieces and fragments of the ruins as well have given, in spite of themselves, a new face to the geography of Berlin today? From these questions and from the story of the German mountains of debris, known as Trummerbergen, was conceived the topic for the research “Ruins, rubble and debris of the theaters of war: the problems of decontamination and disposal to the configuration of new landscapes”, that has been carried out by the research unit of the IUAV Architecture, Archaeology, landscape: theaters of war.

Special Services Division Berlin Command FOREWORD This Booklet is designed to give you a general background of Berlin with a discussion of the points of interest which this guided tour covers. It is hoped, at the same time, that it will be of use in making your visit to Berlin interesting and worthwhile. BRIEF HISTORY OF BERLIN Berlin is first mentioned in history in the early part of the 13th century. It was located on the banks of the river Spree, opposite Koelln. Both villages were well knowll markets for fish, grain, and wood Oil the commercial highway from Leipzig to Stettin at the Baltic Sea. The names of both villages are of Wendish origin, but stories abollt them have not really been confirmed. Berlin is supposed to mean "sandy field", which indeed is true of the area around Berlin. Koelln is said to stand for "built on wooden planks above the water". Some people also connect the name Berlin with Albrecht the Bear, founder of the Margraviate of Brandenburg who held the title Margrave from 1150 to 1170, but it is almost certain that Berlin was not founded during his time. The oldest parts of Berlin-Koelln were situated on the Museum Island and south of it. When Emperor Sigismund appointed the Burgrave of Nuremberg, Frederick von Hohenzollern, viceroy of the Mark Brandenburg in 1415, the nobles of the Mark be­ came rebellious, and the struggle was not ended until his son Frederick "with the Iron Tooth" conquered Border Sign -us Army Berlin-Koelln with 600 horsemen and built a strong ci tadel on the island of Koelln.
