Review of Members’ Allowances 2015/16

The Independent Members’ Allowances Panel will be conducting a full review of Members’ allowances this year.

The Panel are interested in hearing your views on allowances. Your responses will contribute to the evidence that the Panel consider when writing their recommendations on the allowances scheme for 2015/16. Receiving comments from all Members will help them to make an informed decision about the levels at which allowances should be set.

A short questionnaire for Members to complete is attached to the end of this MIS. Please return the questionnaire to Member Services by Friday 19 September. Questionnaires can also be scanned and emailed to [email protected].

Invite to Stop Smoking Roadshow – 13 September

Members are invited to the launch of the new stop smoking mobile unit and Stoptober roadshow on 13 September 2014 in Burgess Hill. The event which runs from 10.00am to 4.00pm will be opened by Cllr Anne Jones.

Lease Signed on Ashplats

Mid Sussex District Council and East Grinstead War Memorial Limited have recently agreed to extend the lease on Ashplats Wood and Meadows for the next 125 years. This long-term partnership will enable the

Member Information Service – 10 September 2014 Council to progress with future improvements that will make Ashplats an even more attractive place for families, dog walkers and nature lovers.

The Council has already started work on a surfaced 2.5 kilometre circular path that will provide an all year round surface for local people. This will be funded by Mid Sussex District Council. Further improvements will be proposed as part of a rolling 10 year conservation and management plan to be agreed by the Council and East Grinstead War Memorial Limited in consultation with the Town Council and other interested groups.

These further improvements will be funded by developer contributions, recognising the site’s function as an alternative destination to Ashdown Forest, which is a European designated site protected under the Habitats Regulations. This Suitable Alternative Natural Greenspace (SANG) will relieve Ashdown Forest from increased visitor pressure on habitats and protected species, particularly the Dartford Warbler. The principle of providing such mitigation measures was agreed by the Council in the draft Mid Sussex District Plan and is supported by the Habitats Regulation Assessment of that Plan.

Officers are drafting a SANG Strategy to explain how the site will mitigate the impact of new development on the Ashdown Forest and will set the level of tariff for each type of residential development. This will be reported to Cabinet on 20 October, and we will start applying the requirement to new planning applications before Christmas. The requirement for developers to contribute to the Interim SAMM Strategy (access management and monitoring on the Forest itself) will continue to apply.

Rescheduled date: Briefing for all Members on Health: Local Services and Infrastructure – Wednesday 24 September 2014, 6.00 – 6.45p.m, Council Chamber

Horsham and Mid Sussex Clinical Commissioning Group (CCG) has launched its draft Strategic Service Development Plans for public discussion between July and early October 2014. This focuses on the future of local community services and primary care infrastructure (GP surgeries, health care centres etc).

This briefing is designed to inform Members about proposals and to provide an opportunity for questions and discussion. The meeting will be attended by Sue Braysher (Chief Officer, Horsham and Mid Sussex CCG) and Steve Williams (Programme Director). They want to meet with Councillors to outline where the CCGs have got to so far, talk about the emerging key issues in Mid Sussex, outline the engagement programme and its purpose and to seek Councillor support for the overall direction of travel.

Bus Service changes in Lewes District, , Eastbourne Borough and Rother District

The bulletin attached to the end of this MIS gives details of a number of changes to bus services, primarily in the western area of the county and mainly commencing in the first half of September 2014.

These comprise changes to services operated by Brighton & Hove Bus and Coach Company, Metrobus, theSussexBus.com, Cuckmere Buses and Hams Travel.

New timetables for Brighton & Hove, theSussexBus.com and Metrobus services are already available on the companies’ websites, www.buses.co.uk, www.thesussexbus.com and www.metrobus.co.uk.

Customers who travel to/from Burgess Hill or Haywards Heath and use other services from there or within the towns may wish to note that there are some changes affecting services in the area. These include changes on theSussexBus.com’s 39 and 134/135 services.

Your attention is also drawn to a number of changes made by Stagecoach from 27 July 2014 mainly to services running within Eastbourne or to/from the town. Services affected were 1/1A, 3A, 51, 51X, 54, 55, 56, 98, 99, 252, Loop and the 24 service between St Leonards and Hastings town centre. Battle Area Community Transport also made some changes to the Monday’s only B72 route from 4 August 2014. Revised timetables are displayed on the operators’ websites (www.stagecoachbus.com and www.bact- online.co.uk).

Brighton & Hove Bus Company services

Routes 12/12A/12X Eastbourne – East Dean – Seaford Chyngton Estate (12A) – Seaford – Denton Corner – Newhaven – Peacehaven – Telscombe Cliffs - Saltdean – Rottingdean - Brighton

A number of changes will be made to these Brighton & Hove Bus Company commercial services, mainly in the early morning on all days of the week. These generally strengthen the service, particularly in the Newhaven area. Changes will be implemented from 14 September 2014.

Monday to Friday mornings: Two additional journeys on service 12A are introduced from Denton Corner at 0501 and 0541 to Brighton. The current 0525, 0603 and 0651 journeys from Newhaven Station to Brighton are extended to start from Denton Corner, operating as service 12A, and the current 0641 from Newhaven Station to Brighton is extended to start from Seaford, also operating as a 12A. There are minor re-timings of a couple of these extended journeys on the section west from Newhaven. The 0623 service from Eastbourne becomes a limited stop 12X journey and its journey to Brighton is accelerated accordingly. The 0647 from Seaford Chyngton Estate is slightly re-timed. The 0853 service 12A journey from Eastbourne is truncated to start at Chyngton Estate.

In the opposite direction, there is a minor timing change to the 0630 from Newhaven, New Road to Seaford Chyngton Estate and the 0652 from Brighton is extended beyond the Arndale Centre at Eastbourne to the Pier.

Monday to Friday evenings: The 1922 service 12A journey from Chyngton Estate to Seaford town centre is withdrawn. Alternative facilities are available on a through journey to Brighton at almost exactly the same time.

Saturday mornings: The current 0540 and 0706 journeys from Newhaven Station to Brighton are extended to start from Denton Corner, operating as service 12A, and the current 0638 from Newhaven Station to Brighton is extended to start from Seaford, operating as a 12. A new service 12 journey is introduced from Seaford at 0850 to Brighton.

Saturday evenings: There are minor adjustments to the timings of the 1846 journey from Eastbourne between Peacehaven and Brighton.

Sunday mornings: A new service 12A journey is introduced from Denton Corner at 0626 to Brighton providing a much earlier journey into the City than at present. The current 0712 journey from Newhaven Station to Brighton is extended to start from Denton Corner, operating as service 12A, and the current 0752 from Newhaven Station to Brighton is extended to start from Seaford, operating as a 12. There are some minor re-timings over the existing section of route in Newhaven for these journeys.

In the opposite direction, the 0745 from Newhaven, Lower Place, to Eastbourne is extended to start from Brighton at 0711 providing a first journey approximately 50 minutes earlier than at present for passengers to Newhaven, Seaford and Eastbourne from points to the west. There are some minor re-timings of this journey east of Newhaven. The current 0801 journey from Brighton Station will be advanced to depart 0751 and run 10 minutes earlier throughout to provide good spacing between these earlier morning journeys.

Sunday evenings: The 1710 journey from Brighton is extended beyond the Arndale Centre at Eastbourne to the Pier.

Route 13X Eastbourne – Beachy Head – Birling Gap - East Dean – Seaford – Newhaven – Peacehaven – Telscombe Cliffs- Saltdean – Rottingdean - Brighton

From 14 September 2014, this Brighton & Hove Bus Company commercial service will revert to operation on Sundays and public holidays only for the winter period.

Routes 14/14A/14B/14C Newhaven – Peacehaven- North Peacehaven – Telscombe Cliffs - Saltdean – Rottingdean - Brighton Marina (14B) – Royal Sussex County Hospital (14B/14C) – Brighton - Hangleton

Changes will be made to this Brighton & Hove Bus Company commercial service from 14 September 2014.

At the suggestion of drivers with the aim of increasing reliability, more time will be allowed off- peak and in the evening peak for eastbound journeys to travel within Brighton city centre. Journeys will serve points from the Sealife Centre eastwards at the same time as at present but will be scheduled to leave Churchill Square two minutes earlier than at present. Those journeys serving Brighton Station will also depart there two minutes earlier and journeys from Hangleton during these periods will also run a little earlier. This change applies to journeys departing Churchill Square/Brighton Station in the period between 0945 and 1830 on Mondays to Fridays, 0930 and 1830 on Saturdays and 1000 and 1900 on Sundays.

Besides these timing adjustments within Brighton, the only other changes to the service are to westbound journeys in the morning peak on Mondays to Fridays involving several withdrawals and timing adjustments. These are as follows: 0638 from Newhaven truncated to start at Peacehaven, Meridian Centre; 0659 from Newhaven Station to depart at 0653; 0704 from Denton Corner truncated to start from Peacehaven, Meridian Centre; 0734 from Peacehaven extended to start at Newhaven Station at 0716; 0737 from Newhaven Station truncated to start from Peacehaven Meridian Centre at 0753. More journey time is allowed over the section of route from Newhaven and through Peacehaven and passengers using the journeys mentioned, plus the current 0650 from Newhaven and 0744 from Peacehaven Meridian Centre, should note that if their current journey remains and they board before Saltdean, their bus will be a little earlier.

It will be noted that these changes mean that the journey that runs on schooldays to Cardinal Newman Catholic School in Hove starts in Newhaven rather than at Peacehaven meaning that pupils and students from Newhaven and east Peacehaven no longer need to change bus. Although these changes generally represent a reduction in service between Newhaven and Peacehaven, they should be considered alongside the route 12/12A/12X changes (above) where there is an increase in the number of journeys to Brighton.

Routes 28/29/29B/29X Tunbridge Wells – Eridge – – Herons Ghyll – /Rose Hill – Halland (28) - Ringmer (28/29B) – Lewes – Brighton

A few changes will be made to this Brighton & Hove Bus Company service, which largely operates on a commercial basis, from 14 September 2014.

Monday to Saturday evening journeys from Brighton to Uckfield that extend beyond the Bus Station to Manor Park Estate are withdrawn north of the Bus Station due to low levels of use.

There will be a new earlier journey from Lewes Bus Station at 0747 to Brighton on Sundays.

There are a number of re-timings to journeys to improve reliability mainly affecting afternoon/evening peak journeys on Mondays to Saturdays and early journeys on Saturdays. These are as follows:

Southbound: At the Tunbridge Wells end, journeys currently departing 1514, 1544 and 1613 on Mondays to Saturdays are re-timed, in certain places by significant amounts. At the southern end of the route, together with adjustments to service 28 journeys from Ringmer and Lewes, these translate into changes to the timings of the buses due to arrive in Brighton at 1709 and all buses scheduled to arrive between 1745 and 1845 (Lewes Bus Station departures in the range 1715 – 1810). Saturday journeys currently departing from Tunbridge Wells at 0649, 0735 and 0803 see some re-timings as far south as Uckfield or Lewes.

Northbound: On Saturdays, some adjustments to timings between Lewes and Tunbridge Wells of the 0552 journey from Brighton to Tunbridge Wells and to the current 0708 from Uckfield to Tunbridge Wells.

Route 79 Ditchling Beacon - Brighton (weekends)

Changes will be made to this Brighton & Hove Bus Company service from 4 October 2014. The service is managed by Brighton & Hove City Council using contributions from the Council, The National Trust and the South Downs National Park Authority.

As is normal for the winter period, the last journey of the day in each direction is withdrawn. These are the 1715 from Brighton, Old Steine and 1745 from Ditchling Beacon. The new last journeys will therefore be an hour before this.

The new last journey (1645 from Ditchling Beacon) will run beyond Brighton, Old Steine as far as Brighton Station only by request.

Route 31 Heathfield – Cross-in-Hand – Blackboys – - Uckfield – – Piltdown – Newick – North Chailey – Scaynes Hill – Northlands Wood – Haywards Heath – Bolnore. (Heathfield – Uckfield section, Mondays to Fridays only)

There will be changes to certain journeys of this commercial service from 1 September 2014.

Mondays to Fridays: The 0632 journey from Bolnore to Uckfield and Heathfield will be revised to start at 0637 and will operate direct via the A272 on its way out of Haywards Heath rather than via Northlands Wood and Walstead. Timings between Scaynes Hill and Uckfield Bus Station will be unchanged but the bus will leave Uckfield Bus Station at 0735 and serve points along the route up to 5 minutes earlier than at present as far as Heathfield. On schooldays, it will then continue its journey 5 minutes earlier than at present to Heathfield Community College.

On schooldays, the second morning journey from Heathfield to Uckfield will serve Heathfield Community College and Vines Corner up to seven minutes earlier than at present, then continue on the standard 31 route via Station Road. On non-schooldays this journey will additionally serve Vines Corner and Station Road. The timings of this journey from Heathfield High Street onwards are unchanged.

Timings of the last westbound journey of the day will be unchanged from Heathfield to Uckfield but it will be advanced to depart Uckfield Bus Station at 1840. Approaching Haywards Heath, it will run direct via the A272 rather than via Walstead and Northlands Wood, serving the Princess Royal Hospital and central Haywards Heath eleven minutes earlier than at present.

Saturdays: The 0632 journey from Bolnore to Uckfield will be withdrawn.

The journey that currently starts at Cuckfield at 0727 will be revised to start from Bolnore at 0746 and will call at various stops on its way to Uckfield up to 9 minutes later than at present. The scheduled arrival time at Uckfield Bus Station remains 0840.

The 0745 journey from Uckfield to Bolnore will be truncated to start from Newick Green at 0802.

The same changes will be made to the current 1845 journey from Uckfield to Bolnore as on Mondays to Fridays (see above).

Route 33 Brighton – Hurstpierpoint – Hassocks – Ditchling (Saturdays) - Burgess Hill – Haywards Heath.

From 1 September 2014, there will be changes to certain journeys of this service which operates with some support from West Sussex County Council.

Service numbers 33A, 33B and 33C are introduced to cover some of the variations to the route.

The Saturday journeys via Ditchling are re-numbered 33C.

With the exception of the Ditchling journeys, the 33 and its variants operate wholly outside of the administrative area of East Sussex so the various other changes are not listed here. They can, however, be supplied upon request.

Route 40 Brighton – Hassocks – Burgess Hill – Wivelsfield Haywards Heath – Cuckfield

There will be changes to southbound journeys of this commercial service from 1 September 2014.

Most journeys will serve existing points slightly later than at present – typically 3 minutes – although times of the journeys arriving in Brighton before 0800 are unchanged and the Monday to Friday journey at 0700 from Cuckfield will serve most stops 6 or 7 minutes earlier than at present, with a new scheduled arrival time of 0813 at Brighton, Churchill Square.

Cuckmere Buses services

Route 44 Various Downland communities and those lying between the A27 and A22 (including , Chalvington, Deanland Wood, Golden Cross, Ripe, , Upper Dicker) – (Mondays) – – Stone Cross – Langney - Eastbourne.

From 15 September 2014, there will be some changes to the route and timetable of this service on two of its three days of operation.

On Mondays, the section of route via Upper Dicker will be removed. There will be some minor timing changes at other points on the route, particularly on the return journey from Eastbourne. The 44 will continue to link Upper Dicker with Polegate, Langney and Eastbourne on Thursdays and access to Hailsham will continue to be available on the ESCC supported route 42.

On Tuesdays, there will be some very minor alteration to journey times on the journey that currently departs Berwick Station at 0924.

JG Coaches services

Route 355 Netherfield – Battle, Claverham Community College (schoolday mornings)

This ESCC supported journey will run 10 minutes later than at present from 4 September 2014, departing the Darvel Down stop at 0832.

There will be no changes to the afternoon school journey operated by JG Coaches - which also serves a number of other communities - nor to other journeys along the Battle/Netherfield/ Heathfield corridor operating as the 355/Taxi Rider.

Metrobus services

Route 270 Brighton – Hassocks – Burgess Hill – Haywards Heath – Horsted Keynes – Danehill – – East Grinstead.

There will be changes to this service from 30 August 2014.

With the exception of one Monday to Friday morning in each direction, all journeys will start/finish at the Brighton end of the route at Churchill Square rather than to the east at the Royal Sussex County Hospital. Metrobus states that this change is due to both poor patronage on the Hospital section of route and as a response to passenger requests. The ‘odd’ journeys will continue to finish/start from Old Steine.

There will be minor changes to timings of almost all journeys, generally by up to five minutes.

On Mondays to Fridays the current 0741 journey from Burgess Hill, Church Road, to East Grinstead is truncated, starting at Princess Royal Hospital, and the 1715 and 1815 from East Grinstead to Burgess Hill are revised to terminate at Princess Royal Hospital.

On Saturdays, the last northbound journey (the 1715 from Brighton) is diverted to serve Horsted Keynes Station in common with most other Saturday journeys. Metrobus state that this adjustment is being made at the request of the Bluebell Railway.

Route 271 Brighton – Ditchling (Sundays) – Hassocks (Not Sundays) – Cuckfield – Staplefield – Handcross - Crawley

There will be changes to this service from 30 August 2014.

There will be minor timing changes to most journeys, particularly those heading north. These include adjustments to the Sunday service via Ditchling which is the only section of route falling within the administrative area of East Sussex.

The 0610 journey from Crawley to Brighton on Mondays to Fridays is withdrawn but partially replaced by a new journey on service 273.

Hams Travel services

Route U20 Jarvis Brook – – Mark Cross – Best Beech Hill – (Uplands Community College)

This is a new commercial service introduced by Hams Travel from 4 September 2014, opening up new journey opportunities. The service will operate on schooldays only to meet school start and finish times at Uplands Community College. The service will stop only at/opposite Jarvis Brook (Crowborough Rail Station), Rotherfield Stores, Mark Cross, Best Beech Inn and Uplands Community College.
